Johnson, Trustees Joseph D. Bush, Kathryn A. Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt ABSENT: Trustee Jeffrey C. Franke A Quorum was present. Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker, and Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE / INVOCATION – Pastor Jonah Boutell, Prince of Peace United Methodist Church 3. APPROVAL OF MINUTES OF OCTOBER 10, 2023 - Motion to approve the Minutes of the Regular Village Board Meeting held on October 10, 2023 as submitted and dispense with the reading. Moved by Trustee Prochno Seconded by Trustee Miller ABSENT: Trustee Franke The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT – Mayor Johnson – The Town Hall Meeting was on October 17, and it went very well. Questions were submitted before the meeting and questions were asked at the Town Hall. Today Mayor did a Senior Center visit to give them an update on the Village. The Lions Club had their dinner at Riccardo’s on October 18. Mayor was Guest Speaker and gave them an update on the Village. Friday, I also attended the Senior Fair sponsored by Elk Grove Township with Senator Laura Murphy and Representative Michelle Mussman and Illinois has a lot of help for Seniors. This morning Mayor attended a GCAMP meeting with manufacturers from all over. Mayor met with Mayor Tom Dailly of Schaumburg and Mayor Bill McLeod of Hoffman Estates. Elk Grove Village helped to build a manufacturing lab at Elk Grove High School for students to learn about manufacturing. On Saturday, November 4, the next Coffee with the Board will be in Room E from 9-11 a.m. Our Tree Lighting Ceremony will be on Friday, November 24 with Cryan’ Shames playing at 4:30 p.m. and the Tree Lighting at 5:30 p.m. with Santa and Fireworks. School District 59 approved unanimously for a School Resource Officer at Grove Junior High starting this Monday, October 30. We are committed to making sure that every child is safe at school. We created a TIF District at Midway Court, and we are terminating the TIF this evening. The Acting Fire Chief and our Director of the Police Department (aka Fire Chief) received an ISO 1 which stands for Insurance Service Officer. The lower the number the better the department is. In America there are 46,000 Fire Departments and there are 498 that have a ranking of 1. In Illinois, including Elk Grove Village there are 29. Our Police Department is CALEA certified which stands for Commission on Accreditation for Law Enforcement. Property Tax bills are coming out and Mayor stated that his jumped up $1,700 from last year. The Village did not raise taxes last year. If you have questions, please call the Assessor at the Elk Grove Township for assistance. Jared Polony, Director of Community Development, and Community Development employees joined the Mayor at the podium to congratulate the department for receiving the IES (Inspections-Estimates-Supplements) Building Division accreditation from International Page 2 of 4 Accreditation Service. Elk Grove Village is the first municipality in the State of Illinois to have this distinguished award. Trustee Bush – This Saturday, October 28, we have Pack the Pantry outside of Jewel from 9:00 a.m. to 1:00 p.m. Items will be collected for the Elk Grove Township Food Pantry. The Cereal Bowl Challenge went well. Elk Grove High School collected 1,711 boxes which is the second most that Elk Grove High School has collected. Cumulative with Rolling Meadows High School we collected 2,800 boxes of cereal. Trustee Miller – No Report Trustee Prochno – This Saturday, October 28, is the last Farmers Market Outdoors for the season. It will be open from 8:00 am. to 1:00 p.m. in the Village parking lot. Last week I had the honor of being Grand Marshal for the Children’s Halloween Parade. The indoor Winter Farmers Market will begin on November 4 and will be held inside at the Christus Victor Church. Trustee Schmidt - No Report Trustee Jarosch – On October 12, I had the honor of attending the Illinois Manufacturing Excellence Center bus tour. October is Manufacturing month. The IMEC was on tour throughout the state. They made their stop in Elk Grove Village at a company called DEMGY that is a metal to plastics solutions provider specializing in thermal plastic injection molding. On tour I saw robotics and people manufacturing oxygen masks that are on aircraft. Their motto is lighter, smarter, and greener. On October 17, I attended the Town Hall Meeting and then I also attended the Senior Center Fair at Ek Grove Township. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the October 24, 2023 Accounts Payable Warrant in the amount of $593,329.91. Moved by Trustee Prochno Seconded by Trustee Bush AYES: Trustees Jarosch, Miller, Prochno, Schmidt, Bush NAYS: None ABSENT: Trustee Franke MOTION CARRIED 6. CONSENT AGENDA a. Authorization to accept the audited Annual Financial Report for the Fiscal Year ended April 30, 2023. b. Authorization of requests from the Elk Grove Park District, 499 Biesterfield Road, to waive permit fees for the following projects in the amount of $25,040: • Installing a new water connection at Marshall Park, 711 Chelmsford Lane, in the amount of $24,850; and • Repairing and replacing a portion of the roof at the Elk Grove Park District Administration Building, 499 Biesterfield Road, in the amount of $190. c. Authorization of the following: • To cancel the purchase contract with Gerald Ford of Aurora, IL for the purchase of a Ford Transit Connect XL Van in the amount of $37,470, as agreed to by Gerald Ford, due to a delay in production of this vehicle; and • To waive the formal bidding process and award a purchase contract to D'Orazio Ford of Wilmington, IL for the purchase of a Ford Transit Connect XL Van in the amount of $40,862.26 from the Water & Sewer Fund. d. Authorization to award a professional service contract to Tasty Catering of Elk Grove Village, IL for food and drink sales at Oktoberfest in the amount of $63,107. e. Authorization to award a professional service contract to Engineering Enterprises, Inc. of Sugar Grove, IL to update the Village's Hydraulic (Water) Model in the amount of $68,000 from the Water & Sewer Fund. f. Authorization to award a purchase contract through the HGAC Contract #FL03-21 to Vehicle Service Group, LLC of Madison, IN for the purchase of four (4) groups of FLEX MAX Mobile Lifting System (Rotary Lifts) and the supplemental supporting equipment in the amount of $136,270.04 from the General Fund. g. Authorization to waive the formal bidding process and award a purchase contract to D'Orazio Page 3 of 4 Ford of Wilmington, IL for the purchase of six (6) Ford Explorer Interceptors and two (2) Ford Expedition SSVs in the amount of $369,548.08 from the Capital Replacement Fund. h. CAPITAL IMPROVEMENTS COMMITTEE – Trustee Schmidt – Crews finished the residential resurfacing program repairs with curb, sidewalk and streets. Trustee Schmidt read what was completed in last year’s Financial Report. This year is the first year since he lived here that he noticed the replacement of all three at once. Everything looks beautiful. 13. CABLE TELEVISION COMMITTEE – Trustee Jarosch – I want to give a shout out to this month’s EGTV programming guide with Creepy Classics starting this Friday. Halloween day is full of Creepy Classics. 14. YOUTH COMMITTEE – Trustee Bush – No Report 15. INFORMATION COMMITTEE – Trustee Miller – There is a Neighborhood Watch meeting on October 26 at 7:00 p.m. in Room E. The National Prescription Drug take back day is on Saturday, October 28 between 10:00 a.m. – 2:00 p.m. in the lobby. If you can’t make it on the 28th, there is a drop box in the Police lobby year round. 16. BUSINESS LEADERS FORUMS – Trustee Schmidt – No Report 17. HEALTH & COMMUNITY SERVICES – Trustee Prochno - The last Blood Drive will be at Village Hall on November 11 from 8:00 a.m. to 1:00 p.m. in Room E. 18. PERSONNEL COMMITTEE – Trustee Schmidt – No Report 19. AIRPORT UPDATE – Mayor Johnson – We are waiting to hear back from the FAA. 20. PARADE COMMITTEE – Mayor Johnson – The next Parade meeting is in February. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE – Mayor Johnson – We hope to have something soon for next year. 22.
