REGULAR VILLAGE BOARD MEETING
NOVEMBER 14, 2023
1. CALL TO ORDER — 7:07 PM
PRESENT: Mayor Craig B. Johnson, Trustees Kathryn A. Jarosch, Christine K. Prochno,
Jeffrey C. Franke, Joseph D. Bush, Tammy K. Miller
ABSENT: Trustee Stephen F. Schmidt
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,
and Deputy Clerk Jennifer Mahon
2. PLEDGE OF ALLEGIANCE / INVOCATION — Pastor Jonah Boutell, Prince of Peace
United Methodist Church
3. APPROVAL OF MINUTES OF OCTOBER 24, 2023 - Motion to approve the Minutes
of the Regular Village Board Meeting held on October 24, 2023 as submitted and dispense
with the reading.

The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT —
MUor Johnson — Our condolences for Skip Farley, former Mayor of Mount Prospect that
recently passed away. He will be missed.
There will be a Special Leaf Pickup during the week of December 4-8. Please have the leaves
out by the curb by 7:00 a.m.
We will announce at the December 12 Board Meeting a little change in the communication.
Cub Scouts Pack 190 visited the Village Hall to discuss local government.
I visited Salt Creek school to do 5 PE classes for grades 5-8 year olds. The PE teacher has 11
classes a day with no breaks. He does a phenomenal job.
November 4 was Coffee with the Board, and it was the biggest turnout yet.
On November 8, I went to a DARE Graduation at Link School along with Trustees Jarosch,
Prochno and Village Manager Roan. The kids did a great job.
On November 9, I attended the loth Veterans Day at Elk Grove High School. The Veterans
really enjoyed it this year.
On November 10, there was a luncheon for Veterans Day at the VFW on Devon.
I met with Wingspan and the naming contest for Arlington Heights and Higgins Road we hope
to announce in December or January at the latest. The Plan Commission last night passed 9-0.
The RFP will be done soon, and construction will begin hopefully in the Spring. Thanks to
Wingspan and the Plan Commission.
On November 13, there was the annual Joint Review Board meeting to discuss our TIF
programs. We are terminating the Midway Court TIF.
The increased Property Taxes are not from the Village. We are not taxing you anything higher.
This was done by a new assessment and if you want to appeal you need to talk to the County.
You can appeal your taxes for next year until December at Elk Grove Township.
Tomorrow we are opening the position of Police Chief that will run through December 22.
Director Mikel did a great job, but we are opening up the position. We hope to have a new
Chief by early Spring.
The 251h Tree Lighting is the day after Thanksgiving. Beginning with hot chocolate and cookies
at 4:00 p.m., the Holiday Concert at 4:30 p.m. and the Tree Lighting at 5:30 p.m.

The following bands will be part of our 2024 Mid -Summer Classics Concert Series: July 4 —
The Beach Boys at Rotary Green, July 9- Martina McBride at Village Green, July 18 — Neon
Trees at Rotary Green, July 23 — Four Tops at Village Green and July 30 — Bret Michaels at
Village Green.
The President of Lions Club joined the Mayor at the podium to give the Halloween Decorating
Contest winners their awards. Mayor also announced that the Lions Club is the sponsor for the
4th of July event and will now be selling beer and brats.

Trustee Jarosch — I attended the DARE Graduation at Link. It is great to see how involved the
Police Department is with the youth and how they have such a positive influence in teaching
them about choices.
I also attended the Veterans Breakfast at Elk Grove High School. Thank you, Trustee Bush, for
your efforts with the students to create an awesome breakfast.
There was a Business Ambassador Visit at CrossCountry Mortgage located at 1021-41
Bonaventure Drive.
I happened to be by Lake Cosman when our Firefighters were doing an emergency water rescue.
It was very interesting to watch.
Trustee Prochno — I also attended the DARE Graduation and it is great to see our Police in the
schools.
I also attended the Veterans Day Breakfast at Elk Grove High School. It was nice to see all the
Veterans.
The Veterans at the VFW began their luncheon by ringing the bell with the names of the
Veterans we lost over the year.
The Winter Farmers Market returns at Christus Victor Church on Saturday, November 25, from
9:00 a.m. to 1:00 p.m.
Trustee Schmidt is the President of our Sister Cities Organization, and I am the Vice -President
of the Organization. We are very excited that on November 19 our Sister City students will be
welcoming the students from Termini Imerese, Italy. The students will be staying with Elk
Grove High School students and their families. They will shadow their Elk Grove students for
eleven days and they will tour the Village Hall, and they will be our Special Guest at the Tree
Lighting Ceremony.
Trustee Franke — Joe Brown with the Park District has been taking care of the fields for 43
years. Joe will be retiring on November 30th. Good Luck Joe.
Trustee Miller — Anyone who has children who have played sports knows how great our fields
are at the Park District. Joe volunteered for many events. Thank you and Good Luck Joe.
I attended the Plan Commission hearing last night. I was impressed by all the questions that the
Plan Commission asked.
Hope everyone has a wonderful Thanksgiving. Thank you to all of our staff & Board.
Trustee Bush — On October 28 the Elk Grove High School students along with the Community
Character Coalition collected over 700 items at the Jewel and about $400 in cash for the Elk
Grove Food Pantry.
On November 12, Elk Grove High School had students assist with leaf clean up and cleaned the
yards for about 10 different homes. Tomorrow I will attend the Meade Appreciation Breakfast.

shown on the October 31, 2023 Accounts Payable Warrant in the amount of

6. CONSENT AGENDA
a. Approval to concur with the 2023 combined Village and Library property tax levy
determination in the amount of $35,471,593 less the proposed abatement of $7,678,869 for a
net levy of $27,792,725.
b. Approval to approve the first quarter financial report ending July 31, 2023.
c. Approval to waive the formal bidding process and award a purchase contract to K-Tech
Specialty Products of Ashley, IN for the purchase of up to 34,500 gallons of winter de-icing
liquid "Beet Heet" in an amount not to exceed $60,030.
d. Approval to award a purchase contract through the Illinois Department of Central
Management Services to Cargill Incorporated of North Olmsted, OH for the delivery of up to
600 tons of bulk rock salt in the amount of $47,334.
e. Approval to award a purchase contract through the Illinois Department of Central
Management Services to Morton Salt, Inc. of Chicago, IL for the delivery of up to 2,400 tons
of bulk rock salt in the amount of $185,832.
f. Approval to award a professional service contract to M.E. Simpson Co., Inc. of Valparaiso,
IN, for professional engineering services for a Water Distribution Leak Survey in the amount
of $50,000 from the Water and Sewer Fund.
g. Approval to increase an existing construction contract with Advanced Rehabilitation
Technology of Bryan, OH for the lining of lift station wet wells in the amount of $42,500,
for a total contract amount of $561,646,22, from the Water & Sewer Fund.
h. Approval to award a 5-year service contract to Flock Safety, Inc. of Atlanta, GA for the
acquisition of the necessary hardware and software applications to operate an automatic
license plate detection system in an amount not to exceed $227,000, with an annual recurring
cost of $227,000.
i. Approval to award a professional services contract to Nicholas & Associates, Inc. of Mt.
Prospect, IL to act as Construction Manager and Constructor for bidding services,
construction management, and administration of trade packages for the 2024 Oakton &
Busse Gateway Fountain project for a total contract amount $1,109,825. from the Busse
Elmhurst Redevelopment Fund, in the amounts designated as follows:
• 6.5% of the actual construction cost for Construction Management ($57,460);
• A fixed General Conditions budget ($103,425);
• Bonds & Insurance ($14,940);
• Administer various construction contracts with the lowest responsive and responsible
bidder in each of two (2) trade packages ($884,000); and
• Reimbursable expenses ($50,000).
j. Approval to award a professional service contract to Red Caffeine, Inc. of Lombard, IL to
continue implementation of the Beyond Business Friendly marketing campaign with a total
contract amount not to exceed $64,200 through the Business Leaders Fund.
k. Approval to award a professional services contract with Mac Strategies Group, Inc. of
Chicago, IL to provide strategic consulting and advocacy services to the Village in
consulting with the State of Illinois and other governmental agencies for the 2024 calendar
year in the amount of $60,000.
1. Approval to award a professional services contract to Storino Ramello & Durkin of
Rosemont, IL to provide strategic consulting and advocacy services to the Village in

consulting with Cook County and other local agencies for the 2024 calendar year in the
amount of $48,000.
in. Approval to award a professional services contract to Cornerstone Government Affairs, Inc.
of Washington DC to provide strategic consulting and advocacy services to the Village in
consulting with the State of Illinois for the 2024 calendar year in the amount of $120,000.
n. Approval to award a professional services contract to HR Green of McHenry, IL for
engineering/bidding services, construction observation and project management services
related to the demolition and restoration of property located at 570 E. Higgins Road in an
amount not to exceed $85,290 from the Higgins Corridor Redevelopment Fund.
o. Approval to award a professional services contract to HR Green of McHenry, IL for
engineering/bidding services, construction observation and project management services
related to the demolition and restoration of property located at 600 E. Elk Grove Boulevard
in an amount not to exceed $85,290 from the Capital Projects Fund.
p. Approval to adopt Ordinance No. 3837 entitled, "AN ORDINANCE OUTLINING
EARNED SICK LEAVE FOR EMPLOYEES OF THE VILLAGE OF ELK GROVE
VILLAGE."
q. Approval to adopt Resolution No. 56-23 entitled, "A RESOLUTION AUTHORIZING THE
MAYOR TO EXECUTE A JOINT AGREEMENT BETWEEN THE ILLINOIS
DEPARTMENT OF TRANSPORTATION (IDOT) AND THE VILLAGE OF ELK GROVE
VILLAGE, AND APPROPRIATE FUNDS FOR CONSTRUCTION ENGINEERING AND
CONSTRUCTION MATCH FOR THE LANDMEIER ROAD AND BUSSE ROAD
INTERSECTION RESURFACING PROJECT."

Fund.

Appeals to discuss and review a complete update to the Elk Grove Zoning Ordinance which
includes a modernization to reflect current best practices in zoning and development
regulations. (PH 11-7-23 )
b. PC Docket 23-10 - Consideration of a request to hold a Public Hearing before the Plan
Commission to consider a Petition for Rezoning, Special Use Permit for Planned
Development, and Resubdivision to redevelop the site property located at the corner of
Arlington Heights Road and Higgins Road in the B-1 and B-3 District into a mixed -use
development consisting of residential and commercial properties (PH 11-13-23)
c. PC Docket 23-11 -Consideration of a petition for a Special Use Permit to operate an indoor
recreational facility for the purpose of operating a martial arts studio in a portion of the

is the week of December 1. Please don't place your leaves in the street until the day before. If
you miss the leaf pickup, you can bring them over to the dumpsters by public works. Do not
dump plastic bags, just the leaves.

Police Department will have their Yd annual "Stuff the Squad" toy drive at Walmart located at
801 Macham Road for the Toys for Tots.
The Marine Corps and the Community Coalition is collecting unwrapped toys for helping those
less fortunate. Boxes are located all over the Community. The deadline is December 13.
All entries must be submitted for the Holiday Decorating Contest by Thursday, December 7.
There will be information for Letters to the North Pole. A Santa Mailbox will be right by the
Sleigh to drop off letters for Santa.

was the last Blood collection drive for the year. There were 61 collections which helped to save

Jane Gregga thanked the Board for supporting Wreaths Across America. The event is coming up
again on Saturday, December 16. Everyone is welcome to attend. To make a donation go to
Wreathsacrossamerica.org and search for the Elk Grove Cemetery to donate a wreath. Many
elected officials will be present.
Jeff Snyder, thank you for being cordial at the last Town Hall meeting. The curve on west
Biesterfield and David has warning signs. The fatality at Debra and Robin. There is also a third
curve that could that also needs a sign. Mayor stated that we will have our officers check into it.
I had a pleasure to get winter tires for my year last year.
Does the Village use winter tires for their vehicles? I would suggest maybe a pilot run.
Mayor stated that we will take it under advisement.
The final thought is in KTI's from one or two departments while the Mayor is talking. The
Manager stated that we are working on that.

Congratulations to the Fire Department on their new rating. At the Town Hall you mentioned the
accreditation for Community Development. What about Public Works? The Director of Public
Works said that they will submit our 75% submittal in December. We should have our final
review in March or April. They've been working on it for 3 years.
