A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED JULY 27, 2018 FOR CERTAIN REAL ESTATE LOCATED
AT 1001 BUSSE ROAD, ELK GROVE VILLAGE, ILLINOIS
WHEREAS, the Village of Elk Grove Village desires to promote the development of
industry in the Village of Elk Grove; and
WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the
Cook County Board of Commissioners, and amended from time to time, the most recent
amendment becoming effective as of July 27, 2018, which has instituted a program to encourage
industrial and commercial development in Cook County known as the Cook County Real
Property Classification Ordinance; and
WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board
of Trustees, finds that special circumstances justify finding that the property is "abandoned" for
purpose of Class 613, even though it has been vacant and unused for less than 24 months, that
finding, along with the specification of the circumstances, shall be included in the resolution or
ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance
shall be filed with the eligibility application. If the ordinance or resolution is that of a
municipality, the approval of the Board of Commissioners of Cook County is required to validate
such shortened period of qualifying abandonment, and a resolution to that effect shall be
included with the Class 6B eligibility application filed with the Assessor; and
WHEREAS, the Petitioner has applied for or is applying for Class 6B property status
pursuant to said aforementioned ordinance for certain real estate located at 1001 Busse Road, in
the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number 08-26-
303-014-0000, and has proven to this Board that such incentive provided for in said ordinance is
necessary for development to occur on this specific real estate.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois:
Section 1: That the request of the Petitioner to have certain real estate located at 1001
Busse Road, Elk Grove Village, Cook County, Illinois, identified by Property Index Number 08-
26-303-014-0000, declared eligible for Class 6B special circumstances status pursuant to the
Cook County Real Property Classification Ordinance as amended July 27, 2018, is hereby
granted in that this Board and the Village of Elk Grove Village, Illinois, has determined that the
incentive provided by the said Class 6B Tax Incentive Ordinance is necessary for the said
development to occur on the subject property, legally described as follows:
LOT 99 IN CENTEX INDUSTRIAL PARK UNIT NO 10, BEING A SUBDIVISION IN
SECTION 26, TOWNSHIP 41 NORTH, RANGE 11, EAST OF THE THIRD
PRINCIPAL MERIDIAN, IN COOK COUNTY, ILLINOIS.
EXCEPTING FROM SAID LOT 99 THAT PART THEREOF LYING NORTHERLY
OF A LINE DESCRIBED AS FOLLOWS:
BEGINNING AT A POINT ON THE EAST LINE OF SAID LOT 99 WHICH IS 21.24
FEET SOUTH OF THE NORTHEAST CORNER OF SAID LOT 99 AND WHICH IS
NORMALLY DISTANT 20 FEET SOUTHERLY OF THE SOUTH LINE OF
LANDMEIER ROAD; A DISTANCE OF 175.20 FEET TO AN ANGLE POINT,
THENCE WESTERLY ALONG A STRAIGHT LINE FORMING AN ANGLE OF 19
DEGREES, 40 MINUTES TO THE LEFT OF THE LAST DESCRIBED COURSE
EXTENDED A DISTANCE OF 559.52 FEET TO A POINT ON THE WEST LINE OF
LOT 99 DISTANT 35 FEET SOUTH OF THE NORTHWEST CORNER OF SAID LOT
99, IN COOK COUNTY, ILLINOIS.
ALSO EXCEPT THAT PART OF SAID LOT 99 DESCRIBED AS FOLLOWS:
COMMENCING AT THE NORTHWEST CORNER OF LOT 9 AFORESAID,
THENCE ON AN ASSUMED BEARING SOUTH 1 DEGREES 11 MINUTES 31
SECONDS EAST, 35.00 FEET TO THE SOUTH LINE OF LANDMEIER ROAD AS
WIDENED AND FOR A POINT OF BEGINNING; THENCE NORTH 88 DEGREES
36 MINUTES 00 SECONDS EAST ALONG SAID SOUTH LINE OF LANDMEIER
ROAD AS WIDENED, 15.00 FEET, THENCE SOUTH 43 DEGREES 42 MINUTES 14
SECONDS WEST, 21.25 FEET TO THE WEST LINE OF LOT 99 AFORESAID;
THENCE NORTH 1 DEGREES 11 MINUTES 31 SECONDS WEST ALONG SAID
WEST LINE OF LOT 99, A DISTANCE OF 15.00 FEET OF THE POINT OF
BEGINNING.
Section 2: That the Special Circumstances as outlined by the petitioner are attached hereto
as Exhibit "A" and made a part thereof.
Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to
the Class 6B Application and approves the classification of the subject property as Class 6B
property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B
tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08-
26-303-014-0000. Elk Grove Village is in receipt of an economic disclosure statement that is
required with the application packet.

Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary
documents to implement this Resolution subject to the petitioner completing the following
conditions within twelve months of closing:
a. Plumbing improvements;
b. HVAC and existing Fire protection system;
c. Significant electrical work and exterior improvements;
d. Upgrades to the fagade on the West Elevation of the building;
e. Seal coat and stripe the parking lot;
f. Installation of an 8' pinball sculpture and illuminated lobby mural;
g. New building signage and exterior accent lighting.
Section 5: That this Resolution shall be in full force and effect from and after its passage
and approval according to law.

Special Circumstances requested by -Stern Pinball, Inc.
Stern Pinball, Inc. ("Applicant") is requested a Resolution supporting and consenting to a
Class 6b Incentive on the property at 1001 Busse Road, Elk Grove Village, IL based on
occupation of an abandoned property that has been vacant less than 12 continuous months
and will create/maintain 250+jobs, thus meeting the special circumstances required to
determine eligibility for Cook County's 6b CEERM program. The Applicant plans on leasing
the subject property and rehabilitating the space to manufacture and distribute Pinball
machines. The property would also act as their Icorporate HQ and showroom.
The targeted space is approximately 163,000 square feet within the approximately 271,000
total square foot building. Stern's portion of the building has been vacant and unused since
May, 2023. The property needs substantial renovation. Therefore, the Applicant plans to
spend approximately $2.5M out of pocket to rehabilitate and improve the exterior of the
subject property. Based on initial inspections, these improvements will be to
update/improve the faSade, update the signage, add new exterior LED lighting, seal coat and
strip the parking lot, and complete other deferred maintenance items required to retool the
space for Stern's manufacturing processes.
The Applicant currently leases a facility on Lunt Avenue encompassing approximately
106,000 sf, with about 22% of the space dedicated to office activities. By moving to the
property on Busse Road, SPI could gain an additional 60,000 sf of operational space while
simultaneously increasing parking and access for its existing workforce. The Applicant needs
more manufacturing space to grow and keep up with current demand. The Applicant will
move its entire operation into the new space, allowing certain process to be streamlined or
expanded.
Currently, the Applicant has 139 employees and a contractual labor force under full control
of the company of about 300 employees. All the current employees would relocate to the
subject property. In addition, the applicant intends to hire an additional 52 employees.
The applicant needs the special circumstances - vacancy and the expected job creation - to
be considered due to the competitive nature of industrial real estate in the subject area and
requirements to rehabilitate the building for this to be a successful endeavor. The Applicant
must possess a Class 6b Incentives to complete the improvements and operate the property.
