A RESOLUTION IN SUPPORT OF THE CONSTRUCTION OF A
FULL INTERCHANGE AT 1-290 AND BIESTERFIELD ROAD
WHEREAS, the Corporate Authorities of the Village of Elk
Grove Village have become increasingly aware of the traffic
congestion being experienced in the Village and within the North-
west region of which the Village is a part; and
WHEREAS, the Village has had continuing dialogue, discussion
and correspondence with the Illinois Department of Transportation,
the Village of Schaumburg and other agencies, municipalities
and entities with respect to traffic concerns and the need to
efficiently move traffic within the Northwest region to enhance
and safeguard the vitality of said region; and
WHEREAS, the construction of a full interchange at Biester-
field Road will:
A. Provide a more direct access to the Alexian Brothers
Medical Center thereby substantially reducing the time for ambu-
lances and emergency vehicles to transport patients in need
of emergency care to the Medical Center.
B. Relieve excessive traffic congestion at the Higgins
Road and Thorndale Avenue interchanges, thereby facilitating
use and access to the Village's industrial park and other commercial
areas.
C. Assist in providing, in conjunction with other
roadway improvements, a needed East-West traffic route for Village
residents and residents contiguous thereto, and substantially
reduce traffic on interior streets not designed for carrying
the traffic volume presently generated and the increased volume
reasonably anticipated in the near future; and
WHEREAS, the Illinois Department of Transportation has
conducted public hearings with respect to the needs and concerns
herein set forth and have outlined a course of construction
on a participating basis with consideration given to accepting
land in lieu of cash and other methods which would substantially
reduce the economic impact to the Village; and
WHEREAS, the President and Board of Trustees find and believe
it to be in the best interest of the entire Village that said
full interchange be constructed.
NOW, THEREFORE, BE IT RESOLVED by the President and Board
of Trustees of the Village of Elk Grove Village, Counties of
Cook and DuPage, Illinois as follows:
Section 1: That the Village of Elk Grove Village hereby
commits to support and contribute to the construction of a full
interchange at 1-290 and Biesterfield Road upon such.terms and
conditions as are hereafter mutually agreed upon by and between
the Village of Elk Grove Village and the Illinois Department
of Transportation.
Section 2: That this Resolution shall be in full force
and effect from and after its passage and approval according
to law.
