Johnson, Joseph D. Bush, Jeffrey C. Franke, Trustees Kathryn A. Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt ABSENT: None A Quorum was present. Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker, and Deputy Clerk Jennifer Mahon 2. PLEDGE OF ALLEGIANCE / INVOCATION — PASTOR STEFAN POTUZNIK, CHRISTUS VICTOR LUTHERAN CHURCH 3. APPROVAL OF MINUTES OF NOVEMBER 14, 2023 AND NOVEMBER 20, 2023 - Motion to approve the Minutes of the Regular Village Board Meeting held on November 14, 2023 as submitted and dispense with the reading. Moved by Trustee Prochno Seconded by Trustee Bush The motion was voted upon by acclamation. MAYOR & BOARD OF TRUSTEES' REPORT - Mayor Johnson — I have been Mayor for 27 years and I don't think that I have seen a busier period in the last 4 weeks. On November 21, we welcomed the Sister Cities Italian Exchange Students at the Village. On November 24, we had the Tree Lighting Ceremony to kick off the Holidays and then on November 28 we had the Farewell lunch for the students. There was a SOC meeting on November 30 to discuss the FAA Lawsuit. The Park District has an Agenda item tonight because they now want to light the soccer fields and the pickelball courts at Marshall Park and now that has to go to the Plan Commission. We also just completed an update of the Zoning Ordinance. The Ordinance is item 1. on the Consent Agenda tonight for approval. Elk Grove Village is doing well. We have two ways to repay our debt. Our goal is by 2030, the Village will no longer have tax on our property tax bills. We are working on accelerating paying off those bills. Elk Grove Village is looking to purchase three (3) more parcels of property on Turner Avenue. SOC had a Press Conference on October 9 about a lawsuit against the FAA. We have been working on what they call a Fly Quiet Program. At night we are trying to rotate the noise to the surrounding communities. The FAA requires that all reasonable plans must be reviewed that was submitted and they did not do that. 48 hours later the Department of Justice came to our Attorney and asked for a resolution on this. So the lawsuit was dropped so they can review all plans as we requested. The developer for Arlington Heights Road and Higgins has agreements with all the current tenants to stay and operate in the new development. Wingspan can start construction in the Spring. We hope in January to show the new pedestrian bridge. The plans have been submitted. There was a Special Board Meeting on November 20 to develop an Ordinance to deal with migrants that come into the community. Towns all around us are doing the same thing. Our Page 1 of 6 attorney has been working to protect the residents of our community. Mayor gave a brief statement on the incident that involved the use of force on December 1, 2023. The Mayor called Bob and Donna up to the podium to thank them for donating the holiday tree. Mayor read a proclamation for Butch Ehrke who is retiring as Chairman of the Fire & Police Commission after 20 years of volunteer service. Mayor swore in Steven Scholten as the new Chairman for the Fire and Police Commission. Russ Gotha, Jr. was also sworn in as a new Commissioner of the Fire and Police Commission. Trustee Bush — The Elk Grove High School Leadership students finished the community lawn work. Trustee Miller — No Report Trustee Franke — No Report Trustee Prochno — Just a reminder that the Winter Farmers Market is going on every other Saturday at Christus Victor Lutheran Church from 9:00 a.m. to 1:00 p.m. Trustee Schmidt — Elk Grove High School will be going during Spring Break to Sicily for the other end of the Student Exchange Program. I also attended the Stevenson DARE Graduation. Trustee Jarosch — A week ago I attended a Grand Opening at Shummi US. They are a company that makes dental products. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the November 30, 2023 Accounts Payable Warrant in the amount of $8,310,934.40. Moved by Trustee Prochno Seconded by Trustee Miller AYES: Trustees Franke, Jarosch, Miller, Prochno, Schmidt, Bush NAYS: None ABSENT: None MOTION CARRIED Motion to authorize payment of invoices as shown on the December 12, 2023 Accounts Payable Warrant in the amount of $708,190.21. Authorization to award a professional services contract to CivicPlus of Manhattan, KS for support and maintenance of the SeeClickFix Pro CRM software in the amount not to exceed $33,604.20 split between the Public Work General and Water & Sewer Funds. b. Authorization to award a professional services contract to Plante Moran of Southfield, MI for consulting services for the creation of a long range Strategic Information Technology Plan for the Village in an amount not to exceed $90,200. c. Authorization to amend a professional services design contract to Engineering Enterprises, Inc. of Sugar Grove, IL for design engineering services to relocate the sanitary sewer main at the northeast corner of Busse Road and Oakton Street to add construction and oversight services, increasing the contract by $113,758, to a total contract amount of $153,486 from the Busse -Elmhurst Redevelopment Fund. d. Authorization to award a professional service contract to HR Green, Inc. of McHenry, IL for the Preliminary Design Engineering Services for the Elmhurst Road Resurfacing and Watermain Replacement project in the amount of $148,859 from the Busse -Elmhurst Redevelopment Fund. e. Authorization to concur with prior authorization to award a professional services contract to Banner Collective, LLC of Chicago, IL to provide video production and media campaign services for the 2023 Makers Wanted marketing campaign in an amount not to exceed $250,000 from the Busse -Elmhurst Redevelopment Fund. Authorization to award a professional service contract to Entertainment Management Group of Elk Grove Village, IL to manage and operate the 2024 Mid -Summer Classics Concert Series in an amount not to exceed $745,000, of which $75,000 will be reimbursed back to the Village by the Elk Grove Park District. g. Authorization of the following: • To award a professional services contract to Arthur J. Gallagher for the administration of the self -insured liability plan in the amount of $69,654; • To award a professional services contract to CCMSI for the administration of third party claims in the amount of $23,381; and • To approve the Liability Insurance Premiums submitted by Arthur J. Gallagher Risk Management Services (AJG) at a premium level as determined for the following coverage in the amount of $892,757: General Liability, Auto Liability, Public Officials Liability, Law Enforcement Liability, Property, Cyber, Environmental, and Fiduciary Pension Fund Insurance. h. Authorization of the following budget amendments related to the Fiscal Year 2023-24 Budget: • Amend the General Fund Budget in the amount of $5,000,000 to transfer to the Water Sewer Fund; • Amend the General Fund Budget in the amount of $700,000 to transfer to the Capital Projects Fund; • Amend the General Fund Budget in the amount of $800,000 to transfer to the Debt Service Fund; • Amend the General Fund Budget in the amount of $900,000 to transfer to the Debt Service Fund; and • Amend the Capital Replacement Fund Budget in the amount of $227,000. i. Authorization of a request to hold a Public Hearing before the Plan Commission to consider a Petition for a Special Use Permit to construct an electrical substation for the property at 1000 Oakton Street. Authorization of the following: • To hold a Public Hearing before the Plan Commission to consider a Petition for a modification to an existing Special Use Permit for the public park at 711 Chelmsford Lane; and • To waive the filing fee for the Elk Grove Park District in the amount of $150. k. Authorization of the following: • To adopt Ordinance No. 3839 entitled, "AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF ELK GROVE VILLAGE FOR THE FISCAL YEAR BEGINNING MAY 1, 2024, AND ENDING APRIL 30, 2025"; and • To adopt Ordinance No. 3840 entitled, "AN ORDINANCE ABATING A PORTION OF THE 2023 PROPERTY TAXES LEVIED FOR CERTAIN TAXABLE GENERAL OBLIGATION BONDS, SERIES 2017, OF THE VILLAGE OF ELK GROVE VILLAGE"; and • To adopt Ordinance No. 3841 entitled, "AN ORDINANCE ABATING A PORTION OF THE 2023 PROPERTY TAXES LEVIED FOR CERTAIN TAXABLE GENERAL OBLIGATION BONDS, SERIES 2021, OF THE VILLAGE OF ELK GROVE VILLAGE." 1. PC Docket 23-9 - Joint Public Hearing with the Plan Commission and Zoning Board of Appeals to discuss and review a complete update to the Elk Grove Zoning Ordinance which includes a modernization to reflect current best practices in zoning and development regulations. (PH 11-7-23) PC Docker 23-9 was approved tonight on the Consent Agenda item 1. b. PC Docket 23-10 -Authorization of a request to hold a Public Hearing before the Plan Commission to consider a Petition for Rezoning, Special Use Permit for Planned Development, and Resubdivision to redevelop the site property located at the corner of Arlington Heights Road and Higgins Road in the B-1 and B-3 District into a mixed -use development consisting of residential and commercial properties (PH 11-13-23) On November 13, 2023, the Plan Commission met to hear PC Docket 23-10 to consider a petition for Rezoning and a Special Use for a planned development and resubdivision for property located at the southeast corner of Arlignton Heights and Higgins Road. It was the consensus of the Plan Commission by a 8-0 vote to approve the rezoning B-3 to an underlying zoning of B-1 for the commercial property and A-2 for the residential property to approve the Special Use of a planned development and approval of the Elk Grove Woods Plaza redevelopment. Motion to direct the Village Attorney to prepare the necessary documents for the Arlington Heights Road and Higgins Road project. PC Docket 23-11 -Authorization of a petition for a Special Use Permit to operate an indoor recreational facility for the purpose of operating a martial arts studio in a portion of the building at 1651 Lively Boulevard in the I-2 Industrial District. (PH 12-04-23) On December 4, the Plan Commission met to hear PC Docket 23-11 to consider a Special Use Permit to operate a martial arts studio in a portion of the building at 1651 Lively Blvd. It was the consensus of the Plan Commission by a 8-0 vote to approve the Special Use. Motion to direct the Village Attorney to prepare the necessary documents for the Special Use at 1651 Lively Blvd. Moved by Trustee Franke Seconded by Trustee Jarosch AYES: Trustees Franke, Jarosch, Miller, Prochno, Schmidt, Bush NAYS: None ABSENT: None MOTION CARRIED d.
