MINUTES
REGULAR VILLAGE BOARD MEETING
JANUARY 9, 2024
1. CALL TO ORDER — 7:12 PM
PRESENT: Mayor Craig B. Johnson, Joseph D. Bush, Jeffrey C. Franke,
Kathryn A. Jarosch, Stephen F. Schmidt
ABSENT: Trustees Tammy K. Miller, Christine K. Prochno
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,
and Deputy Clerk Jennifer Mahon
2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF MINUTES OF DECEMBER 12, 2023 - Motion to approve the Minutes
of the Regular Village Board Meeting held on December 12, 2023 as submitted and dispense
with the reading.
Moved by Trustee Jarosch Seconded by Trustee Bush
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT —
Mayor Johnson —
The Public Works Director, Colby Basham, spoke about the upcoming weather coming this
weekend. There is no parking on Village streets until the snow is cleared up and the snow has
stopped.
Happy New Year to everyone!
We had an opportunity to meet with Dr. Rowe the new Superintendent of District 214. We are
working together on some innovations and projects that should be announced soon.
The Village Manager and Mayor visited the new Stern Pinball location at the corner of
Landmeier and Busse. The new place is very impressive.
Mike from Mikerphone Brewing is looking to do a fundraiser again for the upcoming Fall. It will
be done outside on the street by his place.
Wreaths Across America had 125 people in the pouring rain for their event at the cemetery. It
was the best turnout that we have had. Thank you, Jane Gregga for coordinating.
Today is National Law Enforcement Day. We had almost 30 candidates submit applications for
the Police Chief position from as far away as Texas.
The new Vacancy Rate is 1.39% at the end of December 2023 compared to the 1.5% at the end of
December 2022. This shows how our business park is booming.
Clearmont Bridge is now closed. It will be dismantled next week and depending on the weather,
they will erect the bridge in late March. The bridge should be back open by Memorial Day.
An update on the Arlington Heights Road / Higgins Road shopping center development. On the
agenda tonight we have an ordinance approving the development. Then on the January 23
agenda, we will be voting on the agreement with Wingspan. All the businesses are staying and
moving into the new development. They will work on the business section first this spring then
the residential section.
JAWA (Joint Action Water Agency) had a project done in the late 80's that has a leak now. Back
in December, along I-190 and Mannheim Road they noticed some puddling on the ground. After
further investigation, they found out that there is a leak coming from that area. We run a 90"
main waterline coming from Chicago along with 2 smaller lines from Chicago. We will have to
get that fixed. IDOT wants to get it fixed because it could damage their roadwork. In early
February we will open the ground to see what is happening. We will have parts with us to fix it.
If it is a Chicago line, nothing happens to Elk Grove. If it is our line, it could be minor enough
that we can put a sleeve over it and it is fixed. If we have to drain the pipe out, we will be

without our water from the connection for at least 7 days. However, to give credit to our
management team we have always kept the operational system with a backup. We have water
connections with other towns such as Schaumburg to handle the west side, the east side is
handled by Wood Dale and Arlington Heights. We will connect and test the water to make sure it
is good. If a connection fails, we still have a fully operational well system. If we go to the water
well, you will notice a taste difference and a smell, but it is tested regularly to make sure it is
good. Please check our website and we will notify everyone what is going on.
Regarding the migrant issue that is going on, local governments were never designed and set up
to handle resources for the migrants. Local communities should not have to deal with this
situation. We all swear an oath to protect the health, safety, and wellbeing of this community.
Migrants are people and they don't deserve the treatment they are getting. We swore to protect
the residents of this community. Since the Federal Government is not taking control since last
mid -September, on two (2) occasions buses came in. A bus dropped off migrants to Love's
Travel Stop at 12:15 a.m. A group of migrants walked to O'Hare airport because many of them
are staying at O'Hare. They were all picked up by 8:00 a.m. that morning. Because of this
situation, tonight I will issue an Executive Order 2024-001 that will provide details.

Firefighter Logan Haslow.

Trustee Schmidt — We just had our first snow of the season. Please slow down and adjust to the
winter weather. Increase the distance between your car and the car in front of you so you have
time to stop. Be very careful and watch for black ice when you are approaching intersections,
ramps, and bridges. Be very careful. Give the plow drivers some room to clear the roads. Please
have an emergency kit with you in the car that includes some food and a blanket, wear your seat
belt, and please put your phone down while driving and concentrate on the road conditions. Pull
over for emergency conditions.
Trustee Jarosch — I volunteered at our PADS site on New Year's Eve. There have been between
12-19 guests coming to PADS. The volunteers are doing a great job over there.
On behalf of Trustee Prochno, the Winter Farmers Market continues at Christus Victor every
other Saturday from 9:00 a.m. to 1:00 p.m. all winter long.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the December 31, 2023 Accounts Payable Warrant in the amount of
$16,123,630.52.

a. Authorization of a request from the Kenneth Young Center, located at 1001 Rohlwing Road,
to waive the alarm user license application fee in the amount of $25.
b. Authorization to award a professional service contract to Gewalt Hamilton Associates, Inc. of
Vernon Hills, IL for the design engineering services for the Elmhurst Road Fire Hydrant
project in the amount of $29,700 from the Busse -Elmhurst Redevelopment Fund.
c. Authorization to award a professional services contract to Tyler Technologies of Yarmouth,
ME for annual support and maintenance of Village business software applications in the
amount of $84,679.55.
d. Authorization to approve the second quarter financial report ending October 31, 2023.

14. YOUTH COMMITTEE — Trustee Bush — In conjunction with the Elk Grove Park District,
there are seven (7) $1,000.00 Scholarship Awards available this year. The deadline to turn them
in is April 8t'. The winners will be notified by May 6.
15. INFORMATION COMMITTEE — Trustee Jarosch — Trustee Miller asked me to remind
everyone that the next Coffee with the Board is on Saturday, February 3 at 9:00 a.m. in Room E.

17. HEALTH & COMMUNITY SERVICES — Trustee Jarosch — Trustee Prochno asked me to
mention that the first Community Blood Drive will be on Saturday, February 3, from 8:00 a.m. to

28. PUBLIC COMMENT — 8:03 PM
My name is Rob Broms and I own Record -A -Hit Entertainment and also own the building at
1380 Brummel Avenue. Previously we had been operating our business on Tonne Road for 18
years. We have been remodeling to make it work. We recently found out there is a change in the
parking outside our building. We used to park 7 a.m. to 7:00 p.m. and now the signage is 2 hour
parking only.
Mayor thanked Rob for staying in Elk Grove Village. The reason for the 2 hour parking is the
roads get congested in the business park and those signs have been up since 2008. Sue Dees, the
Director of Economic Development & Marketing, will reach out to you and see if we can work
out an arrangement with the businesses nearby. Many companies don't use all the spots that they
have.
