6. CONSENT AGENDA
a. Consideration to award a professional services design contract to Engineering Enterprises,
Inc. of Sugar Grove, IL in the amount of $1,318,157 for final design engineering services
for the proposed pedestrian bridge across Arlington Heights Road from the Arlington-
Higgins Redevelopment Fund.
(A proposal for professional design services was solicited from Engineering Enterprises,
Inc. of Sugar Grove, IL for final design and permitting for a new pedestrian bridge across
Arlington Heights Road, approximately 700 feet south of Higgins Road.
(Engineering Enterprises, Inc. successfully assisted the Village with the preliminary
design of the bridge, as well as other engineering design plans.
(Adequate funds are budgeted in the Arlington-Higgins Redevelopment Fund.
(The Director of Public Works recommends approval.)
b. Consideration to adopt Resolution No. 5-24 approving the Plat of Subdivision identified
as 2080 Lunt Avenue (2020 Lunt Avenue and 2080 Lunt Avenue).
(This Resubdivision would consolidate three (3) existing parcels at 2080 Lunt Avenue
and 2020 Lunt Avenue into one (1) lot for the purpose of facilitating construction of an
addition to the existing data center located at 2080 Lunt Avenue.
(Village staff recommends approval.)

a. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning
from I-2 to I-1 for property located at 751 Pratt Boulevard. (Public Hearing date yet to be
determined.)
b. Consideration of a request to hold a Public Hearing before the Plan Commission to
consider a Petition for a Special Use Permit to construct an electrical substation for the
property at 1000 Oakton Street. (Public Hearing date yet to be determined.)
c. Consideration of a request to hold a public hearing before the Plan Commission to
consider a Petition for a modification to an existing Special Use Permit for the public park
at 711 Chelmsford Lane. (Public Hearing is yet to be determined.)

c.Consideration to award a construction contract to the lowest responsive and responsible
bidder, Husar Abatement, Ltd. of Franklin Park, IL for Pre-Demolition Asbestos and
Universal Waste/Hazardous Building Components Abatement at 570 E. Higgins Road
and 600 E. Elk Grove Boulevard in an amount not to exceed $60,957 from the Higgins
Road Corridor Redevelopment Fund and Capital Projects Fund respectively.
(On Wednesday, January 17, 2024 the Village opened bids for the Pre-Demolition
Asbestos and Universal Waste/Hazardous Building Components Abatement projects
located at 570 E. Higgins Road and 600 E. Elk Grove Boulevard.
(Nine (9) bids were submitted.
(The lowest responsive and responsible bid was received by Husar Abatement, Ltd. of
Franklin Park, IL in the amount of $60,957.
(Adequate funds are available in the Higgins Road Corridor Redevelopment Fund and
Capital Projects Fund respectively.
(The Director of Community Development recommends approval.)
d.Consideration to adopt Resolution No. 6-24 authorizing the Mayor and Village Clerk to
execute a purchase and sale agreement between the Village of Elk Grove and Wing Elk
Grove Village, LLC (300 Busse Road).
(This property is being purchased with the intent of future redevelopment within the
Busse-Elmhurst TIF District.
(There are no plans for redevelopment at this time.
(The Purchase and Sale Agreement will be available at the Village Board Meeting.)
7.REGULAR AGENDA
a.Consideration to adopt Resolution No. 7-24 authorizing the Mayor and Village Clerk to
execute a Redevelopment Agreement between the Village of Elk Grove Village and
Wingspan Development Group, LLC (Arlington Heights/Higgins).

(This is a redevelopment agreement between the Village of Elk Grove Village and
Wingspan Development Group, LLC, which provides for the redevelopment of properties
on the southeast corner of Arlington Heights Road and Higgins Road.
(The Village Board approved an ordinance granting the necessary zoning approvals for
the proposed mixed-use development at this site on January 9, 2024.
(The Redevelopment Agreement will be available at the Village Board Meeting.)
b.Consideration to adopt Resolution No. 8-24 authorizing the Mayor and Village Clerk to
execute an Agreement for the Conveyance of Village-Owned Property between the
Village of Elk Grove Village and Wingspan Development Group, LLC (1 E. Higgins and
111 E. Higgins).
(The Village has entered into a redevelopment agreement with Wingspan Development
Group, LLC, which provides for the redevelopment of properties on the southeast corner
of Arlington Heights Road and Higgins Road.
(This Agreement provides for the sale of the portion of this property to be redeveloped
with two new retail buildings, commonly known as 1 E. Higgins and 111 E. Higgins.
(The Agreement will be available at the Village Board Meeting.)
