Bush, Jeffrey C. Franke, Kathryn A. Jarosch, Christine K. Prochno, Stephen F. Schmidt ABSENT: Trustee Tammy K. Miller A Quorum was present. Also Present: Village Manager Matthew J. Roan, Attorney Donald J. Storino, and Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE / INVOCATION — Pastor Daniel Greg, Lutheran Church of the Holy Spirit 3. APPROVAL OF MINUTES OF JANUARY 9, 2024 - Motion to approve the Minutes of the Regular Village Board Meeting held on January 9, 2024 as submitted and dispense with the reading. Moved by Trustee Prochno Seconded by Trustee Franke The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT Mayor Johnson — We are working to close on a new location for Affordable Senior Housing. Details will be announced soon. There is a demo contract on the Consent Agenda tonight for the area of Elk Grove Boulevard, Tonne, and Love Street where eight (8) single family homes will go in. District 214 will be at a future meeting to talk about a Special Education Program in the works. The Consent Agenda tonight has an agreement contract for Goodyear at Busse and Oakton. There is also an agreement with Wingspan for Higgins and Arlington Heights Road. They hope to start this spring. The open houses were very favorable getting feedback from the community. The residents recommended building a bridge across Arlington Heights Road. The Cook County Forest Preserve Commission has approved the bridge design and location. Images were shown of the bridge. We will work on getting grant money for this project. On December 12, we had a contract on the agenda to purchase 2025 Turner Avenue (Munchies, Mixx Hair Salon, and Turner Liquors) that was approved. It is a new era and strip centers are going out. The Daily Herald had a nice article about two (2) municipalities taking over malls that are empty. The Elk Grove Town Center and Belvedere Shopping Center were all blighted and we tried to help bring business there. Governments need to step up to do that to keep money coming into the community. The Turner Shopping Center needs so much work. An inspector checked into the area and just the parking lot is a $3.5 million project. It was prohibitive to buy it. We want to preserve the businesses, but we want to do what is best for the Village and the community. The property owners reached out to us and asked for help. At 7:51 p.m. Eric Childress shared his memories of Elk Grove with the Mayor and Board of Trustees and made comments about all the recent changes. At 7:58 p.m. John and Tina Jaglowicz, Marie Altobello's daughter and son in law, discussed concerns with the changes to Turner Avenue and how the existing building is in disrepair. Mayor stated that he is aware of the shape of the building and that is why the Village is stepping in to assist the business owners. There is a verbal contract with Marie, Turner Liquors, and the Mixx Hair Salon. Mayor asked if anyone had questions about this project, feel free to reach out to him instead of talking on Facebook. Trustee Schmidt — On January 29 at 6:30 p.m. the Sister Cities group will meet to prepare for the next part of the student exchange program. Trustee Prochno - Please remember that the Farmers Market is on the 1 st and 3rd Saturday of the month at Christus Victor Church from 9:00 a.m. to 1:00 p.m. Please remember to shovel snow off the sidewalks for those that are out walking dogs or getting exercise. Authorization to award a professional services design contract to Engineering Enterprises, Inc. of Sugar Grove, IL in the amount of $1,318,157 for final design engineering services for the proposed pedestrian bridge across Arlington Heights Road from the Arlington -Higgins Redevelopment Fund. b. Authorization to adopt Resolution No. 5-24 entitled, "A RESOLUTION APPROVING THE PLAT OF SUBDIVISION IDENTIFIED AS 2080 LUNT AVENUE (2020 LUNT AVENUE AND 2080 LUNT AVENUE)." c. Authorization to award a construction contract to the lowest responsive and responsible bidder, Husar Abatement, Ltd. of Franklin Park, IL for Pre -Demolition Asbestos and Universal Waste/Hazardous Building Components Abatement at 570 E Higgins Road and 600 E. Elk Grove Boulevard in an amount not to exceed $60,957 from the Higgins Road Corridor Redevelopment Fund and Capital Projects Fund respectively. d. Authorization to adopt Resolution No. 6-24 entitled, "A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A PURCHASE AND SALE AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE AND WING ELK GROVE VILLAGE, LLC (300 BUSSE ROAD)." NEW BUSINESS — Trustee Prochno — Our Crossing Guard at Salt Creek School asked me to give Public Works a shoutout for helping to clear a path for the students going to school. 28. PUBLIC COMMENT — 8:57 PM Michael Urban, 170 Willow commented about the property at 25 Turner Avenue. 11 Turner was one of the units he was looking at. Due to the disrepair, he moved his business to Roselle. Page 3 of 4 Helen Leski — The Trustees will be coming out on February 27. Trustee Bush also mentioned that the high school students would be coming out on February 14 to assist the Seniors with the cell phones. 29.
