Bush, Jeffrey C. Franke, Kathryn A. Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt ABSENT: None A Quorum was present. Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker, and Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE / INVOCATION — Pastor Dan Folwaczny, Our Lady of the Blessed Sacrament 3. APPROVAL OF MINUTES OF JANUARY 23, 2024 - Motion to approve the Minutes of the Regular Village Board Meeting held on January 23, 2024 as submitted and dispense with the reading. Moved by Trustee Prochno Seconded by Trustee Jarosch The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT Mayor Johnson — On April 11, there will be an Open House at the Garden Terrace from 6:00 p.m. to 8:00 p.m. to unveil our long term Envision Plan. These will be conceptual ideas to be considered, nothing is final. The February 3 Coffee with the Board had a large turnout and it was decided that the Coffee will need to be in a larger room. There is no update on 25 Turner at this time. Presentations The Village partnered with Elk Grove High School a number of years ago when companies came to the us and said we have jobs, but no one can fill the positions. We agreed to give the high school an annual payment for 5 years and tonight Mayor presented the final payment of $100,000 to District 214 to continue with the Manufacturing Lab. This year a new concept came forward and the Village agreed to partner again with the high school and contribute $750,000 to help modernize the space for a Business pathway and a Culinary pathway. They hope to begin construction in the spring. Acting Chief Gac joined the Mayor at the podium to swear in Joe Hamilton as Lieutenant for the Fire Department. Trustee Jarosch — Today is Paczki Day! I attended an Interfaith Council meeting this morning and I would like to announce that May 2 is National Day of Prayer. There will be a Community Prayer Breakfast held at the Kenneth Young Center at 7:30 a.m. for breakfast and the prayer will begin at 8:30 a.m. Trustee Schmidt — On January 29, the Elk Grove Sister Cities met with the students that are preparing to go to Sicily as part of the Exchange group. The first half came in to visit our students and attended the Tree Lighting Ceremony. This group will now stay with their counterpart's family in Sicily. Trustee Prochno — The Winter Farmers Market is still going on the first and third Saturday of the month at Christus Victor Lutheran Church from 9:00 a.m.to 1:00 p.m. Thank you to the 4ffi grade classroom at Queen of the Rosay for the Valentine's Day cards. Trustee Franke — Thank you for the Valentine's Day cards. Trustee Miller — Thank you Queen of the Rosary for the cards. As part of the Friendship Page 1 of 4 Agreement, I had the opportunity to visit Pernik, to celebrate their Surva festival. There is another opportunity to enjoy the culture and support the Little Bulgaria School at their Alphabet Celebration coming up on May 19 on the Rotary Green from 12:00 p.m. to 7:00 p.m. Trustee Bush — My Valentine Card is already on my refrigerator at home. Students from EGHS went over to the Sheila Ray Center during my classroom and their lunch hour to help the seniors with their phones. I heard that they set up an Amazon account for one of the Seniors. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the January 31, 2024 Accounts Payable Warrant in the amount of $6,091,885.32. Moved by Trustee Prochno Seconded by Trustee Jarosch AYES: Trustees Franke, Jarosch, Miller, Prochno, Schmidt, Bush NAYS: None ABSENT: None MOTION CARRIED Motion to authorize payment of invoices as shown on the February 13, 2024 Accounts Payable Warrant in the amount of $507,234.90. Moved by Trustee Prochno Seconded by Trustee Miller AYES: Trustees Franke, Jarosch, Miller, Prochno, Schmidt, Bush NAYS: None ABSENT: None MOTION CARRIED 6. CONSENT AGENDA a. Authorization of the following requests from the Little Bulgarian School for a Bulgarian / Cyrillic Alphabet Celebration to be held at Rotary Green on May 19, 2024, from 1:00 p.m. to 6:00 p.m.: • A fee waiver for a temporary Class D liquor license ($2,100); • A fee waiver for a parade license ($50); • A fee waiver for a general retail license ($35); and • A food catering license ($100) for a total amount of $2,285. b. Authorization of a request from Mothers' Milk Bank of the Western Great Lakes, to waive permit fees in the amount of $23,315.50 for the following projects at 560 Bonnie Lane: • Interior alteration of current offices and construction of laboratory and processing areas in the amount of $22,244.50; and • Removal and replacement of concrete, addition of new concrete garage pad and sealing and restriping of rear parking lot in the amount of $1,071.00. c. Authorization to award to Esscoe, LLC of Lake Zurich, IL a renewal contract for Genetec Security system support for the term of five (5) years, in an amount not to exceed $38,364. d. Authorization to award funding for workforce development support to Elk Grove High School's manufacturing curriculum in the amount of $100,000 funded through the Busse Elmhurst TIF. e. Authorization to award a professional service contract to JDA Aviation Technology Solutions of Olney, MD for ongoing technical support and analysis of the overnight Runway Rotation Program currently under Authorization by the FAA in the amount of $132,000. f. Authorization to increase the Fiscal Year 2024 General Fund Budget in the amount of $250,000. g. Authorization to award a professional services contract to Banner Collective, LLC of Chicago, IL for the negotiation and implementation of a sponsorship program with RFK Racing for the 2024 Chicago NASCAR race to promote the Business Park in a total contract amount not to exceed $400,000 through the Busse/Elmhurst Redevelopment Fund. h. Authorization to award funding for workforce development support to Elk Grove High School for the creation of a new Culinary Manufacturing Lab in the amount of $750,000.00 funded through the Busse Elmhurst TIF. i. Authorization to adopt Ordinance No. 3846 entitled, "AN ORDINANCE EXTENDING TIME FOR RECORDATION OF ORDINANCE NO. 3805 AND THE CORRESPONDING PLAT OF SUBDIVISION OF RIVERBEND SUBDIVISION AND RESTRICTIVE COVENANT." Page 2 of 4 j. Authorization to adopt Resolution No. 9-24 entitled, "A RESOLUTION APPROVING THE PLAT OF SUBDIVISION IDENTIFIED AS 950 MORSE AVENUE (950 MORSE AVENUE AND 1050 MORSE AVENUE)." k. Authorization to adopt Resolution No. 10-24 entitled, "A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF AN AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY 27, 2018, FOR CERTAIN REAL ESTATE LOCATED AT 50 NORTHWEST POINT BLVD, 100 NORTHWEST POINT BLVD, 101 NORTHWEST POINT BLVD, AND 150 NORTHWEST POINT BLVD." Consideration of a request to hold a Public Hearing before the Plan Commission to consider a Petition for a Special Use Permit to construct an electrical substation for the property at 1000 Oakton Street. (Public Hearing date yet to be determined.) c. Consideration of a request to hold a public hearing before the Plan Commission to consider a Petition for a modification to an existing Special Use Permit for the public park at 711 Chelmsford Lane. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — On January 31, the Capital Improvements Committee met with staff to discuss the streets program for the 2024- 2025 budget. 13. CABLE TELEVISION COMMITTEE — Trustee Jarosch — No Report 14. YOUTH COMMITTEE - Trustee Bush — There are two scholarship awards available. One is through the Community Character Coalition and the other is through the Youth Committee in conjunction with the Elk Grove Parks Foundation. Applications are due mid -April. 15. INFORMATION COMMITTEE — Trustee Miller — If you are looking for a seasonal or part-time job, please check the Village website for a listing of new positions. 16. BUSINESS LEADERS FORUMS — Trustee Schmidt — No Report 17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — The first Community Blood Drive was last Saturday, February 3 and there were 60 units of blood collected that can save 180 lives. The next Blood Drives are on May 11, September 14 and December 14. 18. PERSONNEL COMMITTEE — Trustee Schmidt — No Report 19. AIRPORT UPDATE — Mayor Johnson — No Report 20. PARADE COMMITTEE — Mayor Johnson — We had a meeting this past Monday and the Elk Grove High School band will be playing in the parade this year. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson — On July 4 - The Beach Boys at Rotary Green, July 9- Martina McBride at Village Green, July 18 — Neon Trees at Rotary Green, July 23 — Four Tops at Village Green and on July 30 — Bret Michaels at Village Green. 22.
