MINUTES
REGULAR VILLAGE BOARD MEETING
MARCH 12, 2024
1. CALL TO ORDER — 7:11 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.
Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,
and Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE / INVOCATION — PASTOR JINTAEK CHUNG,
TRINITY GOSPEL CHURCH
3. APPROVAL OF MINUTES OF FEBRUARY 27, 2024 - Motion to approve the Minutes
of the Regular Village Board Meeting held on February 27, 2024 as submitted and
dispense with the reading.
Moved by Trustee Prochno Seconded by Trustee Jarosch
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — Popeye's Chicken has submitted their contracts, and it looks like they may
start construction in May.
Congresswoman Ramirez was able to get us a $500,000 grant for the Tonne roadwork. We are
very thankful and appreciate her efforts.
The Village has been doing well. The fiscal year starts on May 1. The numbers through
February show the Village took in just under $400 million in new construction fees. Last year,
our totals were $184 million in new construction fees. Last year at this point the Village took in
$2.4 million in permit fees, this year the total is $4.5 million in permit fees.
At the next board meeting there will be three (3) parcels that we are selling to bring in new
businesses.
Mayor read some headlines in the newspaper about the difference in local government. In our
community you don't see anyone fighting. We work well together and discuss, debate, and then
get behind whatever the vote is.
The state is trying to eliminate the Grocery Tax. The towns are paying for that, and we would
most likely raise your taxes since we will lose approximately $800,000 a year. Please let your
Representatives know that we don't want to stop the grocery tax.
The Mayor read an article about two cases of Measles with the migrants in the west side shelter.
In November, we passed an Ordinance that they must have a test to show they have no infectious
diseases.
Youth Recognition — Betsy Boswell, Birdie Bisceglie and Beth Kaim from the Community
Character Coalition joined the Mayor at the podium to hand out certificates to the students that
participated in the Youth Recognition Program.
1) Adolph Link Elementary School held a Book Drive and donated over 500 toys to children that
are less fortunate.
2) An Eagle Scout joined the Linux Program to collect donations and build a Safe House.
3) Friendship Junior High collected Pop Tabs for McDonald House and Bottle Caps to recycle
for a picnic table. They raised $360 to donate to the Ronald McDonald House. Mayor matched
the $300 that they collected.
4) Grove Interact at Grove Junior High made Packages 4 Patriots Boxes and held a Food Drive
to help people in need and gave them homemade cards.
5) Holmes Junior High Honor Society and Student Council collected canned goods for
Superbowl. They also collected quarters for laundry for the less fortunate. They also collected
money for St. Baldrick's cancer fundraiser.

6) Our Lady of the Blessed Sacrament's After Mass Youth Group did service projects at Alexian
Brothers to play board games. They also did missions to do work in the local community.
7) Prince of Peace Youth Group did Scripture reading, Trunk n' Treat, mission trips, vacation
bible school, Thanksgiving with Christus Victor Church, Feed My Starving Children, and made
blankets for the home bound.
8) Stevenson Elementary School Grades 3-6 worked on their character and leadership skills.
They packed food at the Food Pantry and led Spirit Week to bring the students together.
9) Village Point Church Youth Program made 100 bags of care packs to hand out to the
homeless.
Trustee Franke — No Report
Trustee Miller — A collection/donation drive is coming up at the VFW Post 9284, and the
Midwest Shelter for Homeless Veterans on April 13 from 9:00 a.m. — 12:00 p.m. They are
looking for new items such as clothing, kitchen supplies, bathroom items and bedding to name
just a few.
On the Yd Tuesday of the month, we do Packages for Patriots at Lutheran Church of the Holy
Spirit. They are packing on March 29 and April 16.
Trustee Bush — No Report
Trustee Jarosch — I attended the Village Manager's Open House on February 28 for the
employees, and it was very interesting and nice for the employees to get to know everyone else's
departments.
I also attended the Interfaith Council Meeting and on Thursday, May 2 is National Day of Prayer
at the Kenneth Young Center. There will be a luncheon from 12:00 p.m. — 1:00 p.m.
That evening at the Library there will be a Mental Health Awareness program from 7:00 p.m. —
8:30 p.m. in the large meeting room. Please register on the Elk Grove Public Library website.
Trustee Schmidt — Through the years there have been approximately 150 scouts in Elk Grove
Village who achieved the Eagle Scout honor.
Trustee Prochno — The Winter Farmers Market continues at Christus Victor Church every other
Saturday from 9:00 a.m. to 1:00 p.m. The next Market will be this Saturday, March 15.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the February 29, 2024 Accounts Payable Warrant in the amount of
$9,656,846.27.

6. CONSENT AGENDA
a. Authorization to award a purchase contract to Liftoff, Inc of Crofton, MD to provide the
Village licensing for multiple Microsoft products, including Email licensing, Defender/Entra
ID Licensing and M365 Applications in an amount not to exceed $51,066.
b. Authorization to award a construction contract to Builders Asphalt, LLC of Hillside, IL to
furnish hot -mix asphalt materials as part of the 2024 Hot -Mix Asphalt Material Purchase
Contract in the amount of $74,000 from the Motor Fuel Tax, General and Water & Sewer
Funds.
c. Authorization to award a professional services contract to HR Green of McHenry, IL for
engineering/bidding services, construction observation and project management services
related to the demolition and restoration of property located at 60-70 Turner Avenue in an
amount not to exceed $99,180 from the Capital Projects Fund.
d. Authorization to concur with prior Village Board authorization to award a professional

services contract to the lowest responsive and responsible bidder, McDonagh Demolition,
Inc. of Chicago, IL for demolition and site restoration at 570 E. Higgins Road in an amount
not to exceed $102,600 from the Higgins Road Corridor Redevelopment Fund.
e. Authorization to concur with prior Village Board authorization to award a professional
services contact to the lowest responsive and responsible bidder, McDonagh Demolition, Inc.
of Chicago, IL for the demolition at 600 E. Elk Grove Boulevard in an amount not to exceed
$126,980 from the Capital Projects Fund.
f. Authorization to award a construction contract to the lowest responsive and responsible
bidder, Builders Paving, LLC of Hillside, IL for the 2024 Residential Roadway Resurfacing
project in the amount of $3,939,612 from the Motor Fuel Tax, Capital Project & Water &
Sewer Funds.
g. Authorization to approve the third quarter financial report ending January 31, 2024.
h. Authorization to adopt Resolution No. 14-24 entitled, "A RESOLUTION AUTHORIZING
THE VILLAGE MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING
WITH THE CITY OF WOOD DALE RELATING TO ELK GROVE VILLAGE'S
POTENTIAL TEMPORARY EMERGENCY USE OF WOOD DALE'S WATER SUPPLY
SYSTEM."

a. PC Docket 24-1 - A public hearing to consider a Special Use Permit for modifications to a
Planned Development by altering the existing site plan to add six (6) pickleball courts and
lighting for the pickleball court and the soccer field at 711 Chelmsford Lane. (PH 03-18-
2024)
b. Consideration of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for a Special Use Permit to construct an electrical substation for the property at
1000 Oakton Street. (Public Hearing date yet to be determined.)
c. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning from
I-2 to I-1 for property located at 751 Pratt Boulevard. (Public Hearing date yet to be
determined.)

a. ZBA Docket 24-1 - A Public Hearing for a variation of the Elk Grove Village Zoning
Ordinance as it pertains to permitted locations for fences in residential zoning districts for
property located at 400 Bianco Drive. (PH 03-14-24)
10. RECYCLING & WASTE COMMITTEE — Trustee Franke — The Spring Leaf Collection
will begin on Monday, April 1. Details are in the upcoming newsletter.
The Large Branch Collection will begin on Monday, April 22 which is in the newsletter as well.
On April 1, Groot begins to pick up Lawn Waste Bags.
11. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No

12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — No Report
13. CABLE TELEVISION COMMITTEE — Trustee Jarosch — The next newsletter will have
a lot of exciting updates about EGTV's new Playback system and other ways to access our cable
channel.
14. YOUTH COMMITTEE — Trustee Bush — The Scholarship applications are due by
Monday, April 8 at 5:00 p.m. There are seven (7) $1,000 scholarships.
15. INFORMATION COMMITTEE — Trustee Miller — The Village has full time seasonal
positions open. Please check the website for details.
16. BUSINESS LEADERS FORUMS — Trustee Schmidt — Trustee Miller and I visited the
Record -A -Hit on Brummel. They provide a lot of entertainment for parties. They had over

1,600 events in 2023. The most popular events are portable ice and roller skating. They have a
Velcro wall, photo booths, go carts, an obstacle course, bumper cars, and many other items.

21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson — On
July 4 - The Beach Boys at Rotary Green, July 9- Martina McBride at Village Green,
July 18 — Neon Trees at Rotary Green, July 23 — Four Tops at Village Green and on
July 30 — Bret Michaels at Village Green.

24. REPORT FROM VILLAGE MANAGER — No Report
25. REPORT FROM VILLAGE CLERK - Early Voting continues through Monday, March
18. The hours are Monday - Saturday from 9:00 a.m. - 5:00 p.m., and Sunday from
10:00 a.m. - 4:00 p.m. A total of 568 ballots were cast so far during Early Voting at the Elk
Grove site.

Helen Leski said the Trustees did a great job when they visited the Senior Center.
