HomeMy WebLinkAboutRESOLUTION - 37-85 - 5/14/1985 - NWMC/ALTERNATE DELEGATERESOLUTION NO. 37-85 Northwest Municipal Conference Resolution Appointing an Alternate Delegate to the Assembly of Mayors and Village Presidents of Northeastern Illinois WHEREAS, the Northeastern Illinois Planning Commission (NIPC) was created by the Illinois General Assembly as the regional planning agency for the territory within the northeastern Illinois counties areas; and WHEREAS, the'City/Village of Elk Grove village lies within the territory covered by NIPC; and WHEREAS, Chapter 85, Section 1105 of the Illinois Revised Statutes provides that the corporate authorities of NIPC be comprised of twenty-five (25) commissioners, of which five (.5) shall be elected municipal officials, elected by an assembly to be convened by the Commission and composed of the presiding officers of the corporate authorities of the several municipalities in the counties area; and WHEREAS, an Assembly of Mayors and Village Presidents of Northeastern Illinois has been called for Saturday, May 18, 1985, for the purpose of elect- ing two persons to fill, vacancies recently created among the five commissioners elected by the Assembly; and WHEREAS, a Temporary Rules and Credentials Committee, composed of members of the Assembly has approved rules providing for alternate represen- tation at the Assembly; and WHEREAS, these rules provide as follows: "(a) All votes must be cast in person by members of the Assembly, who must be presiding officers of the corporate authorities of the municipalities in the Counties Area, or by a designated alternate. page 2 "(b) Alternate representation shall be allowed on a case-by-case basis, and only if the following procedures are observed: a municipality must designate, by official action of the village board or council, an elected official of the municipality to act in the absence of the mayor or president for the purpose of participating in the Assembly. To be qualified to vote, a person so designated must appear and present a duly executed copy of such action to the Rules and Credentials Committee in advance of the Assembly. The Rules and Credentials Committee will make recommendations to the Assembly regarding the seating of prospective alternates. The decision of the Assembly will be final "(c) There shall be no proxy voting, absentee voting, or voting by mail;" and WHEREAS, the City/Village of Elk Grove village desires to designate a voting delegate to the Assembly of Mayors, May 18, 1985, should the Village President/Mayor be unable to attend; NOW, THEREFORE, BE IT RESOLVED, by the City/Village of Elk Grove Vlg, that Alderman/Trustee Joseph T. Bosslet is hereby appointed as the designated alternate from the City/Village of Elk Grove -Village for the purpose of participating in the Assembly of Mayors, Saturday, May 18, 1985, should the Mayor/Village President be unable to attend.
