REGULAR VILLAGE BOARD MEETING
MARCH 26, 2024
1. CALL TO ORDER — 7:08 PM

A Quorum was present.

3. APPROVAL OF MINUTES OF MARCH 12, 2024 - Motion to approve the Minutes of
the Regular Village Board Meeting held on March 12, 2024 as submitted and dispense with
the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — On March 20, the Japanese Exchange students from Elk Grove High School
visited the Village Hall.
Mayor read a letter from someone that attended the Citizens Police Academy last fall. He
shared how much he learned during the academy but also learned about the Elk Grove Cares
program that ultimately helped a family member get treatment. Mayor added that since they put
the Narcan machine by Police IC in June 2023, they have had 271 Narcan units picked up from
that machine.
On April 11, at the Garden Terrace, we will have our Envision Elk Grove Open House for
people to share their thoughts on potential redevelopment areas and major corridors. The Open
House will be from 6:00 p.m. to 8:00 p.m.
On the Consent Agenda tonight there are three (3) village properties that will be sold on
Thursday. There will be 2 industrial buildings coming into that location. Then we will also sell
the property at 2300 E. Higgins that will be combined with the old strip center to build a Road
Ranger fuel station. That could bring $200,000-$400,000 a year in sales tax for the Village.
Mayor announced that he is a Grandpa again for the 1 Oth time.
Trustee Miller — Congratulations to Associate Principal Kyle Burritt, High School District 214,
for achieving the Illinois Association for Career & Technical Education Administrator of the
Year Award.
The Fallen Soldier Memorial Scholarship Applications are available in partnership with the
Village, CCC, Friends of the Library, and Shinnyo-En Temple. There are four (4) $2,000
scholarships and the deadline is April 19. For details, please visit the Village website or
ccceg.org.
The "Help our Veterans" will be at the VFW on Saturday, April 13, from 9:00 a.m.to 12:00 p.m.
at the VFW Post. They are looking for new items such as clothing and household items.
The CCC will have a new initiative coming in May.
Trustee Franke — No Report
Trustee Prochno — The Winter Farmers Market continues at Christus Victor Church every other
Saturday from 9:00 a.m. to 1:00 p.m. The next Market will be on Saturday, March 30.
I had the opportunity to attend the Spring Open House at the Senior Center on March 15.
Anyone over 55 can attend the Senior Center.
Trustee Schmidt — The students from Elk Grove High School are visiting Sicily as part of the

second half of the Sister Cities Student Exchange Program. They will return at the end of the
week.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the March 26, 2024 Accounts Payable Warrant in the amount of $474,011.66.

6. CONSENT AGENDA
a. Authorization of a request from the Elk Grove Lions Club to waive the FY 2024-25 liquor
license fee (Class D), business license fee, and temporary water connection permit fee for the
use of a fire hydrant for non -firefighting purposes, for the July 4, 2024 Concert Event at
Rotary Green in the amount of $2,275.
b. Authorization of requests from Shinnyo-en USA Chicago Temple, 120 E. Devon Avenue, to
waive permit fees in the amount of $35,369.50 for the following projects:
• Expanding the parking area, regrading the storm water detention area, and installing
landscaping around the new monument sign in the amount of $7,804;
• Installing a new digital monument sign and replacing the wall plaque on the brick fence in
the amount of $921; and
• Renovating the interior of the building in the amount of $26,644.50.
c. Authorization to waive the formal bidding process and award a purchase contract to KBI
Warehouse & Distribution Center of Manchester, IA, for the purchase of a KBI-VPH 3-
1720-HD Portable Screening Bucket in the amount of $45,080 from the FY2025 General
Fund.
d. Authorization to award a professional service contract to Ayres Associates Inc. of Madison,
WI, for aerial orthophotography and planimetric mapping updates as part of the GIS
Consortium purchasing agreement in the amount of $46,535 from the BLF Fund.
e. Authorization to award a professional service contract to Christopher B. Burke Engineering,
Ltd. of Rosemont, IL for design engineering services for the Brantwood Avenue Water Main
Lining project in the amount of $61,530 from the Water & Sewer Fund.
f. Authorization to award a professional engineering services contract to Engineering
Enterprises, Inc. of Sugar Grove, IL, to update the Village's 5-Year Roadway Capital Plan in
the amount of $129,601 from the Capital Project Fund.
g. Authorization to award a professional service contract to Engineering Resource Associates,
Inc. of Warrenville, IL to provide the necessary construction engineering services for the
residential roadway resurfacing program, in the amount not to exceed $192,792 from the
Capital Project Fund.
h. Authorization to increase a professional service contract with Engineering Enterprises Inc. of
Sugar Grove, IL for Design Engineering Services for the Landmeier Road and Busse Road
Intersection Rehabilitation project by $75,935 to a total amount of $222,642 from the Busse -
Elmhurst Redevelopment Fund.
i. Authorization to award a professional service contract to Civiltech Engineering of Itasca, IL
to provide the necessary construction engineering services for the Business Park resurfacing
program, in the amount not to exceed $319,694 from the Business Leaders Forum Fund.
j. Authorization to award a construction contract to Globe Construction, Inc. of Addison, IL,
for the 2024 Village -Wide Concrete Replacement Program in an amount not to exceed
$675,000 from the FY2025 Capital Project and FY2024 and FY2025 Water & Sewer Funds.
k. Authorization to adopt Resolution No. 15-24 entitled, "A RESOLUTION AUTHORIZING
THE VILLAGE TO PARTICIPATE IN THE MISSION SQUARE RETIREMENT
HEALTH SAVINGS PLAN FOR VILLAGE OF ELK GROVE VILLAGE."

8. PLAN COMMISSION - Village Manager Roan
a. PC Docket 24-1 - A public hearing to consider a Special Use Permit for modifications to a
Planned Development by altering the existing site plan to add six (6) pickleball courts and
lighting for the pickleball court and the soccer field at 711 Chelmsford Lane. (PH 03-18-
2024)
Ben Curcio, Executive Director, asked the board to postpone the pickleball courts but if
they can still consider the lighting on the soccer field. The Park District will look at other
options for the pickleball courts.
Mayor stated that the Finding of Fact from the Plan Commission was a 6-2 vote to deny the
modifications. If the Board were to vote on the lighting tonight for the soccer fields, I am
sure that they would want the lights to turnoff by 9:00 p.m. Ben Curcio agreed that the
Park District can work with that.
Mayor asked if the board was comfortable looking at the pickle ball courts as one item and
the lighting of the soccer field as a separate item.
Motion to table the pickleball courts until the Park District comes back with more
information.

The Mayor announced that there will be no action tonight for the pickleball courts. There
will be no action at all until the Park District comes back with more information. What they
did ask us to do is separate the lights for the soccer fields as a separate item. The lights will
only be on until 9:00 p.m.
Public Comment - 7:33 PM
1) Lori Christensen, 80S Cosman, I am 100% against the lights. The original meeting it was
a dusk to dawn park. The soccer field was smaller, and this one is much larger. I would
like to see no lights at all, which is what we agreed. Mayor asked who agreed? Our
group agreed when we met with the Plan Commission in April 2023.
Mayor reminded everyone that parks do change. If you don't change them, no one will use
them. Most of the park information never comes to the Village because they have their own
governmental body to discuss the changes. Only the zoning information comes to the
Village to make sure that everything is per code. I commend the park district for investing
$3 million dollars to fix it up. Lights are different than they used to be. Now the Led lights
are taller, and they go down, not out.
2) Bill Hlavin, 299 Shelley Rd, I oppose the lights because the soccer field has been moved
further north and to the east. There is no buffer between the houses. Now the lights
will be closer to the people. That brings in congestion and parking. The park has been
there for 60 years from down to dusk.
Mayor - Lights are at many of the parks in the Village. All our parks are neighborhood

parks. You mention that more people will be playing basketball and in the waterpark there.
That's great! You want kids to be out playing in the park instead of playing with their video
games. The lighting will be very minimal. Folks, if you buy next to a park, you will have
kids playing in the park.
3) Jeff Snyder, 872 Cass, I moved to the Village in 1968 and have lived in 5 different
locations. I love the design and the lighting design is phenomenal due to LED. When I
spoke at the park district meeting and back when I was involved with soccer, practices
were in the spring and fall needing lighting in the soccer fields. This lighting is critical
for the community to succeed in the long term. The schools are very noisy and when the
school went away, the noise was gone. Many of the parks, including Johnson park do
have tennis courts within 50' feet away from the residential.
4) I'm going to be so brief because I am in favor of pickleball courts. Just put in the
pickleball courts.
5) Cornelia Marceau-Cundiff, I would like to compliment the Mayor on his
entrepreneurship for our community. Let me bring to your attention an article where
many surrounding communities have moved pickleball courts indoors. Looking at the
minutes, since 2019 there has never been a time when people have said they wanted
pickleball courts. In April 2023, the park district had a meeting and presented their
plan to all of us, and it was agreed upon to have no lights. The survey that was done
indicated that 76% of the population is in favor of our parks. The open space, if you
look at the picture, is gone. Where have all the amenities gone? The people were very
adamite in April of 2023 and that was no lighting. None of us knew about what was
being proposed until a few of us received the letters - but not all of us. The letters did
not go to all the people that are affected. Rainbow Falls has complaints because it is so
crowded. We need to exercise some options.
Mayor stated that we are not talking about pickleball courts tonight.
6) Pat Mitchum, 735 Wellington - I live right next to the park. We came to talk about that
that shall not be talked about. How long is this period of abeyance going to be? Is it
going to be next week or the week after?
Mayor- The Park District wants to have a chance to reevaluate to see where they can put up
pickleball courts. Secondly, they are worried about the cars. This location was ideal
because of the parking. If they are willing to come back stating that they found a new
location and it is going to be x,y,z then we will notify you. We did send the letters out and
the statute is to serve notice to property owners within 300' of the location. In the minutes
from the Plan Commission in April 2023, it was brought up about the lights
Someone said will you be putting in lights and they said it may come up in the future. They
are looking for ways to make it better. Parks are going to change and there are things that
they can do to mitigate the sound, etc. So, they will go back and study it.
If the Park District comes back, we will send out letters telling you where you can see the
plans and when the meeting will take place to properties from Cosman to Wellington from
Arlington Heights Road to Chelmsford Road including the townhomes for Versailles &
Bordeaux. We will require them to post the information at least 10 days in advance.
Trustee Franke - You elected a Park District board. They only come to the Village when
there is a zoning issue. There are families out there that want the parks and need the parks.
When someone asked where Jeff Snyder lives? He lives in Elk Grove. The parks are for
everyone. The Park District will be putting the changes in this park, not the Village. It is
their project.
7) John Walz, Elk Grove Park District Commissioner - We hear you and we appreciate your
comments. What you did worked. Our Board heard you and we decided maybe this
isn't the right location for pickleball courts. We must study the parks to see if there is
another park, but it will be difficult. I will let everybody know in that neighborhood.
Thank you again for what you did. It worked and the Park District is going to look
further.
8) Trustee Schmidt - I live by a park, and I put up with the parking, baseball games, etc. If
you live by a park, there are pros and cons that you must put up with it. I wouldn't
change where I live.

9) A lady stepped up to the mic and asked the board how long it will take to fix a fence on
Boardwalk if they run out of parking and park by Boardwalk.
Mayor - If that happens, call the Police.
Motion to direct the Village Attorney to prepare the necessary documents and separate the
two issues to approve the lighting only at the Soccer field that will go off at 9:00 p.m. at 711
Chelmsford Lane.

b. Consideration of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for a Special Use Permit to construct an electrical substation for the property at
1000 Oakton Street. (Public Hearing date yet to be determined.)
c. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning from
I-2 to I-1 for property located at 751 Pratt Boulevard. (Public Hearing date yet to be
determined.)
9. ZONING BOARD OF APPEALS - Village Manager Roan
a. ZBA Docket 24-1 - A Public Hearing for a variation of the Elk Grove Village Zoning
Ordinance as it pertains to permitted locations for fences in residential zoning districts for
property located at 400 Bianco Drive. (PH 03-14-24)
On March 14, the Zoning Board of Appeals met to hear ZBA Docket 24-1. The petitioner is
seeking a variation from the Zoning Ordinance as it pertains to permitted locations for fences in
residential zoned districts for property at 400 Bianco. It was the consensus of the Zoning Board
by a 5-0 vote to Do Grant the variation.
Motion to direct the Village Attorney to prepare the necessary documents for the fence
variation at 400 Bianco.

10. RECYCLING & WASTE COMMITTEE - Trustee Franke - The Paint and Motor Oil
recycling event will be on May 4 from 9:00 a.m. to12:00 p.m. at the Public Works facility
located at 450 E. Devon Avenue. Only oil, antifreeze and paint will be accepted.
The Spring Leaf Collection will begin on Monday, April 1 and crews will be out to pick up
within the week.
Groot begins to pick up Lawn Waste Bags on April 1.
11. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No

12. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Schmidt - Pages 4 & 5 of the
Villager newsletter has a list of streets that will be resurfaced this year and it also mentions all of
the Village construction projects that are taking place.
13. CABLE TELEVISION COMMITTEE - Trustee Jarosch - No Report
14. YOUTH COMMITTEE - Trustee Bush/Miller - The Scholarship applications are due by
Monday, April 8 at 5:00 p.m. There are 7 - $1,000 scholarships this year.
15. INFORMATION COMMITTEE - Trustee Miller - You can access the Village's
Facebook page and the Instagram just by accessing the website. March 14 was Pi Day and the
Fire Department had a delicious apple pie recipe on their page. Public Works also had a video
on flushable wipes and what it does to your plumbing.

Jeff Snyder discussed Red Light Cameras and the signage "to make a complete stop before
turning" believes that can cause road rage and accidents.
The next issue is a social equity issue but my vehicle has a red light camera warning system
integrated in it.
Jeff Snyder had concerns about some old street signage that were actually on private property.
Mayor - We will check it out and if it should be updated we will reach out to the owner to
update the sign.
The curve should have Warning signs with lights consistently around the bend to get people to
slow down.
Mayor — We do not get many accidents there and the accidents we had recently were drivers
under the influence.
