6. CONSENT AGENDA
a. Consideration to award a purchase contract to Liftoff, Inc of Crofton, MD to provide the
Village licensing for multiple Microsoft products, including Email licensing,
Defender/Entra ID Licensing and M365 Applications in an amount not to exceed $51,066.
(Microsoft licensing for email, email security and applications is an important component
to the Village's Email/ Office 365 environment and the security of those products.
(This purchase is required to stay in compliance with Microsoft's new licensing model.
(In previous years, these products were purchased separately but are now combined on a
single contract.
(These costs will be a recurring annual charge to the Village and will have the same
expiration date.
(IT staff solicited a quote from a reputable vendor, Liftoff Inc.
(The Director of Information Technology recommends approval.)
b. Consideration to award a construction contract to Builders Asphalt, LLC of Hillside, IL to
furnish hot-mix asphalt materials as part of the 2024 Hot-Mix Asphalt Material Purchase
Contract in the amount of $74,000 from the Motor Fuel Tax, General and Water & Sewer

Funds.
(On Thursday, February 15, 2024, the Village opened sealed bids for the 2024 Hot-Mix
Asphalt Material Purchase Contract.
(The lowest responsive and responsible bid, adjusted for mileage cost, was received
from Builders Asphalt, LLC of Hillside, IL.
(Adequate funds for the project have been allocated in FY2025 in the Motor Fuel Tax,
General and Water & Sewer Funds.
(The Director of Public Works recommends approval.)
c. Consideration to award a professional services contract to HR Green of McHenry, IL for
engineering/bidding services, construction observation and project management services
related to the demolition and restoration of property located at 60 -70 Turner Avenue in an
amount not to exceed $99,180 from the Capital Projects Fund.
(HR Green, Inc. submitted a proposal to provide the necessary engineering/bidding,
construction observation and project management services for the demolition and site
restoration for property located 60-70 Turner Avenue.
(HR Green, Inc. has successfully provided consulting services to the Village for the
construction management of the two new fire stations, two Public Works facilities, the
Beisner Road R.O.W. Storm Sewer Replacement, Higgins Road watermain extension, as
well as several other projects.
(Additionally, HR Green has provided similar services in relation to the demolition and
restoration of the former Elk Grove Bowl, former Shell Gas Station, Elk Grove Hotel,
Motel 6, Days Inn, 1550 E. Higgins, and 1932 E. Higgins sites.
(The Village Manager recommends approval.)
d. Consideration to concur with prior Village Board authorization to award a professional
services contract to the lowest responsive and responsible bidder, McDonagh Demolition,
Inc. of Chicago, IL for demolition and site restoration at 570 E. Higgins Road in an
amount not to exceed $102,600 from the Higgins Road Corridor Redevelopment Fund.
(On Thursday February 29, 2024, the Village opened sealed bids for the Demolition
Project located at 570 E. Higgins Road.
(Twelve (12) contractors obtained bid documents and eight (8) bids were submitted.
(The lowest responsive and responsible bid was received by McDonagh Demolition, Inc.
of Chicago, IL in the amount of $102,600.
(Adequate funds are available in the Higgins Road Corridor Redevelopment Fund.
(The Director of Community Development recommends approval.)
e. Consideration to concur with prior Village Board authorization to award a professional
services contact to the lowest responsive and responsible bidder, McDonagh Demolition,
Inc. of Chicago, IL for the demolition at 600 E. Elk Grove Boulevard in an amount not to
exceed $126,980 from the Capital Projects Fund.
(On Thursday February 29, 2024, the Village opened sealed bids for the Demolition
Project located at 600 E. Elk Grove Boulevard.
(Twelve (12) contractors obtained bid documents and eight (8) bids were submitted.
(The lowest responsive and responsible bid was received by McDonagh Demolition, Inc.
of Chicago, IL in the amount of $126,980.
(Adequate funds are available in the Capital Projects Fund.

(The Director of Community Development recommends approval.)
f. Consideration to award a construction contract to the lowest responsive and responsible
bidder, Builders Paving, LLC of Hillside, IL for the 2024 Residential Roadway
Resurfacing project in the amount of $3,939,612 from the Motor Fuel Tax, Capital Project
& Water & Sewer Funds.
(On Thursday, February 15, 2024, Village opened sealed bids for the 2024 Residential
Roadway Resurfacing project.
(Six (6) contractors obtained bid documents and four (4) submitted bids.
(The lowest responsive and responsible bid was received from Builders Paving, LLC of
Hillside, IL.
(Adequate funds for the project have been allocated in the FY2025 Motor Fuel Tax,
Capital Project and Water & Sewer Funds.
(The Director of Public Works recommends approval.)
g. Consideration to approve the third quarter financial report ending January 31, 2024.
(As part of the financial software system, staff has created quarterly financial reports
comparing year to date numbers to the prior year.
(The Director of Finance recommends approval.)
h. Consideration to adopt Resolution No. 14-24 authorizing the Village Manager to execute
a Memorandum of Understanding with the City of Wood Dale relating to Elk Grove
Village's potential temporary emergency use of Wood Dale's water supply system.
(Execution of this Memorandum of Understanding sets forth the parameters should Elk
Grove Village experience a temporary shutdown to the Northwest Suburban Municipal
Joint Action Water Agency’s (JAWA) primary transmission main that supplies water to
Elk Grove Village.
(The Director of Public Works recommends approval.)

a. PC Docket 24-1 - A public hearing to consider a Special Use Permit for modifications to a
Planned Development by altering the existing site plan to add six (6) pickleball courts and
lighting for the pickleball court and the soccer field at 711 Chelmsford Lane. (PH 03-18-
2024)
b. Consideration of a request to hold a Public Hearing before the Plan Commission to
consider a Petition for a Special Use Permit to construct an electrical substation for the
property at 1000 Oakton Street. (Public Hearing date yet to be determined.)
c. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning
from I-2 to I-1 for property located at 751 Pratt Boulevard. (Public Hearing date yet to be
determined.)

a. ZBA Docket 24-1 - A Public Hearing for a variation of the Elk Grove Village Zoning
Ordinance as it pertains to permitted locations for fences in residential zoning districts for
