a. Consideration of a request from the Elk Grove Lions Club to waive the FY 2024-25
liquor license fee (Class D), business license fee, and temporary water connection permit
fee for the use of a fire hydrant for non-firefighting purposes, for the July 4, 2024 Concert
Event at Rotary Green in the amount of $2,275.
(Elk Grove Lions Club is seeking a waiver of the FY 2024-25 business license fees for
one (1) liquor license - Class D ($2,100), one (1) food dealer license ($100), and one (1)
fire hydrant deposit and connection permit fee ($75).
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Finance recommends approval.)
b. Consideration of requests from Shinnyo-en USA Chicago Temple, 120 E. Devon Avenue,
to waive permit fees in the amount of $35,369.50 for the following projects:
• Expanding the parking area, regrading the storm water detention area, and
installing landscaping around the new monument sign in the amount of $7,804;
• Installing a new digital monument sign and replacing the wall plaque on the brick
fence in the amount of $921; and

• Renovating the interior of the building in the amount of $26,644.50. (It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Community Development recommends approval.)
c. Consideration to waive the formal bidding process and award a purchase contract to KBI
Warehouse & Distribution Center of Manchester, IA for the purchase of a KBI-VPH 3-
1720-HD Portable Screening Bucket in the amount of $45,080 from the FY2025 General
Fund.
(Funds have been budgeted in the FY2025 General Fund for a Portable Screening Bucket.
(The KBI-VPH 3-1720-HD Portable Screening Bucket is available from KBI Warehouse
& Distribution Center of Manchester, IA, in the amount of $45,080.
(KBI Warehouse & Distribution Center is the sole distributor of ViperMetal Products, the
manufacturer of the screening bucket identified for purchase by the Public Works
Department.
(Adequate funds are available in the FY2025 General Fund.
(The Director of Public Works recommends approval.)
d. Consideration to award a professional service contract to Ayres Associates Inc. of
Madison, WI for aerial orthophotography and planimetric mapping updates as part of the
GIS Consortium purchasing agreement in the amount of $46,535 from the BLF Fund.
(Elk Grove Village has been a member of the GIS Consortium since 2008.
(The GIS Consortium (GISC) is a group of local communities that have worked together
to develop a cost-effective solution for implementing geographic information systems
(GIS) and related technologies.
(One of those cost-effective solutions is to purchase aerial photography/mapping in bulk
through the Consortium’s 42 municipalities.
(The GIS Consortium Board of Directors appointed a Base Mapping Committee to initiate
a selection process for a photogrammetric mapping consultant, and Ayres Associates was
the selected vendor.
(As part of the pricing agreement, Ayres Associates uses economies of scale to provide
their services at a reduced price.
(As part of this year’s mapping program, Ayres Associates will produce updated aerial
imagery of the Village and perform planimetric imagery updates within the Elk Grove
Village community.
(The Public Works Director recommends approval.)
e. Consideration to award a professional service contract to Christopher B. Burke
Engineering, Ltd. of Rosemont, IL for design engineering services for the Brantwood
Avenue Water Main Lining project in the amount of $61,530 from the Water & Sewer
Fund.
(A proposal was solicited from Christopher B. Burke Engineering, Ltd. of Rosemont, IL
for Design Engineering Services to develop contract plans and specifications for a water
main lining project along Brantwood Avenue from Arlington Heights Road to John F.
Kennedy Boulevard in the amount of $61,530.
(Christopher Burke Engineering has successfully completed design engineering services
on several successful water main lining projects within the Chicago region.

(Adequate funds have been allocated in the FY2025 Water & Sewer Fund.
(The Director of Public Works recommends approval.)
f. Consideration to award a professional engineering services contract to Engineering
Enterprises, Inc. of Sugar Grove, IL to update the Village's 5-Year Roadway Capital Plan
in the amount of $129,601 from the Capital Project Fund.
(A proposal for professional engineering services was solicited from Engineering
Enterprises, Inc. of Sugar Grove, IL to update the Village's 5-Year Roadway Capital Plan.
(Engineering Enterprises, Inc. developed the Village's Pavement Management Plan in
2020.
(Adequate funds are budgeted and available in the FY2024 Capital Projects Fund.
(The Director of Public Works recommends approval.)
g. Consideration to award a professional service contract to Engineering Resource
Associates, Inc. of Warrenville, IL to provide the necessary construction engineering
services for the residential roadway resurfacing program, in the amount not to exceed
$192,792 from the Capital Project Fund.
(Engineering Resource Associates, Inc. submitted a proposal to provide the necessary
construction engineering services for the 2024 Residential Roadway Resurfacing
Program.
(Engineering Resource Associates has successfully completed construction supervision
for many municipalities in the Chicago region, and has an excellent reputation in
construction engineering.
(Adequate funds for the project have been allocated in the FY2024 and FY2025 Capital
Project Fund.
(The Director of Public Works recommends approval.)
h. Consideration to increase a professional service contract with Engineering Enterprises
Inc. of Sugar Grove, IL for Design Engineering Services for the Landmeier Road and
Busse Road Intersection Rehabilitation project by $75,935 to a total amount of $222,642
from the Busse-Elmhurst Redevelopment Fund.
(On Tuesday, June 21, 2022, the Village awarded a professional service contract to
Engineering Enterprises Inc. of Sugar Grove, IL for Design Engineering Services for the
Landmeier Road and Busse Road Intersection Rehabilitation project.
(Supplemental engineering services are needed, as the project scope now includes work to
accommodate future ten-foot wide bike paths along each side of Busse Road. A
temporary traffic signal design is required to relocate a traffic signal mast arm, as well as
a resubmittal of the project development report and additional permitting from IDOT
geometrics and drainage divisions.
(Engineering Enterprises Inc. of Sugar Grove, Illinois submitted a proposal for
supplemental Design Engineering Services for this intersection rehabilitation project for
the amount of $75,935.
(Adequate funds are available in the Busse-Elmhurst Redevelopment Fund.
(The Director of Public Works recommends approval.)
i. Consideration to award a professional service contract to Civiltech Engineering of Itasca,
IL to provide the necessary construction engineering services for the Business Park
resurfacing program, in the amount not to exceed $319,694 from the BLF Fund.

(Civiltech Engineering, Inc. submitted a proposal to provide the necessary construction
engineering services for the Business Park Resurfacing Program, for the extent of the
2024-2025 fiscal year.
(Civiltech staff will assist with additional construction inspections and surveying, as
needed.
(Civiltech has successfully completed construction supervision for numerous Village
projects, has an excellent reputation in construction engineering, and has been fulfilling
this role successfully for several years.
(Adequate funds for the project have been allocated in the FY2025 Business Leaders
Forum Fund.
(The Director of Public Works recommends approval.)
j. Consideration to award a construction contract to Globe Construction, Inc. of Addison, IL
for the 2024 Village-Wide Concrete Replacement Program in an amount not to exceed
$675,000 from the FY2025 Capital Project and FY2024 and FY2025 Water & Sewer
Funds.
(On Thursday, March 14, 2024, the Village opened sealed bids for the 2024 Village-Wide
Concrete Replacement Program.
(The lowest responsive and responsible bid was received from Globe Construction Inc. of
Addison, IL.
(Adequate funds are available in the FY2025 Capital Project and FY2024 and FY2025
Water & Sewer Funds.
(The Director of Public Works recommends approval.)
k. Consideration to adopt Resolution No. 15-24 authorizing the Village to participate in the
Mission Square Retirement Health Savings Plan for Village of Elk Grove Village.
(The adoption of the new Retirement Health Savings Plan is technical in nature to ensure
the plan follows IRS Guidelines. Assets of the Plan shall be held in trust, with the
employer, for the exclusive benefit of Plan participants and their beneficiaries.
(The assets of the Plan shall not be diverted to any other purpose prior to the satisfaction
of all liabilities of the Plan.)

a. PC Docket 24-1 - A public hearing to consider a Special Use Permit for modifications to a
Planned Development by altering the existing site plan to add six (6) pickleball courts and
lighting for the pickleball court and the soccer field at 711 Chelmsford Lane. (PH 03-18-
2024)
b. Consideration of a request to hold a Public Hearing before the Plan Commission to
consider a Petition for a Special Use Permit to construct an electrical substation for the
property at 1000 Oakton Street. (Public Hearing date yet to be determined.)
c. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning
from I-2 to I-1 for property located at 751 Pratt Boulevard. (Public Hearing date yet to be

6. CONSENT AGENDA
l. Consideration to adopt Resolution No. 16-24 authorizing the Mayor and Village Clerk to
execute a TIF Redevelopment Agreement between the Village of Elk Grove Village and
AGG Properties, LLC. (Busse-Elmhurst TIF)
(This is a redevelopment agreement between the Village of Elk Grove Village and AGG
Properties, LLC.
(AGG Properties has represented to the Village that it plans to facilitate the development
of a new truck and passenger vehicle fueling station with convenience store on 2400
Landmeier Road, with a portion of the development also covering 2300 E. Higgins.
(As part of the development, AGG Properties will enter into a twenty-year lease
agreement with a twenty-year option period with Road Ranger to construct the fueling
station with convenience store. Road Ranger is the fourth largest truck fueling and travel
center company in the United States, with forty (40) locations across Illinois, Texas,
Wisconsin, Indiana, Missouri, Iowa, and Arkansas.
(AGG Properties represents that the total investment in the development should be in
excess of $10,000,000.
(A copy of the final Redevelopment Agreement will be available prior to the start of the
Village Board meeting.)
m. Consideration to adopt Resolution No. 17-24 authorizing the Mayor and Village Clerk to
execute a TIF Redevelopment Agreement between the Village of Elk Grove Village and
AGG Properties, LLC. (Higgins Corridor TIF)
(This is a redevelopment agreement between the Village of Elk Grove Village and AGG
Properties, LLC.
(AGG Properties is proposing to acquire property at 500-570 E. Higgins and construct
two (2) new industrial buildings totaling approximately 37,000 square feet.
(AGG Properties represents that it shall invest no less than $6,000,000 into the total

project, between land acquisition and development.
(A copy of the final Redevelopment Agreement will be available prior to the start of the
Village Board meeting.)
n. Consideration to adopt Resolution No. 18-24 authorizing the Mayor and Village Clerk to
execute a First Amendment to the Agreement and Real Estate Terms and Conditions for
Conveyance of Village-owned property between the Village of Elk Grove Village and
Wingspan Development Group, LLC. (Arlington-Higgins TIF)
(The Village and Wingspan entered into a Agreement-Real Estate Terms and Conditions
for Conveyance of Village-Owned Property on January 23, 2024, with respect to the
purchase and sale of that certain property located in Elk Grove Village, commonly known
1 E. Higgins Road and also 111 E. Higgins Road.
(Adoption of this amendment extends the due diligence period through Monday, May 6,
2024.
(This extension allows the parties the time needed to finalize title commitments.)
