MINUTES
REGULAR VILLAGE BOARD MEETING
MAY 28, 2024
1. CALL TO ORDER — 7:10 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.
Jarosch, Stephen F. Schmidt
ABSENT: Trustees Tammy K. Miller, Christine K. Prochno
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,
and Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE / INVOCATION — Father Dan, Our Lady of the Blessed
Sacrament
3. APPROVAL OF MINUTES OF MAY 14, 2024 - Motion to approve the Minutes of the
Regular Village Board Meeting held on May 14, 2024 as submitted and dispense with the
reading.
Moved by Trustee Franke Seconded by Trustee Schmidt
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — Everyone is casual tonight because we had training with the Police before the
meeting.
On Thursday, May 16, Mayor had a meeting with Jim Carr of Carr Machine in Elk Grove
Village. Jim had an open house with the Technology & Manufacturing Association and there
were a lot of businesses from Elk Grove there.
Public Works had an Open House on Saturday, May 18. They had over 800 people come
through which is double the amount from last year.
On the agenda, we are buying the old Marathon Gas station, the old Burger King, and the
Heavenly Bodies location. They will close when we purchase the building. It is a prime area, so
we are taking advantage to control the whole corner. The closing will be sometime in June.
Please fly your flags on the 4th of July. For the 4th of July concert, we will The Beach Boys, the
biggest flag we have ever had on display, Brad Keselowski will drive the race car up by the
stage and shake hands. The Lions Club will sell hotdogs, hamburgers, apple pie and beer.
The Elk Grove High School Grenadiers Varsity softball and Varsity baseball have won their
Regionals. Congratulations to them!
With the passing of John Glass, we will need to appoint a new Chairman and a new member to
the Plan Commission.
Motion to appoint Kittie Weiner as Chairwoman of the Plan Commission and get approval
from the Board to move Rich Romanski from ZBA to the Plan Commission, then appoint
Suyapa Garcia to the Zoning Board of Appeals.

The Park District discussed the Pickle Ball Courts at 711 Chelmsford at their meeting. They are
asking the Village to revisit and act upon the Pickle Ball Courts. The Village Board will discuss
this matter at the June 18 Village Board Meeting. As promised, letters will go out to the
residents in that area from Cosman to Wellington to Arlington Heights Road to Chelmsford on
June 3. We will listen to everyone that night before the board makes their decision.
YOUTH SCHOLARSHIPS (ELK GROVE VILLAGE & ELK GROVE PARKS
FOUNDATION) — Trustee Bush and Trustee Franke presented the awards to:
Joseph Alvardo (EGHS) — Harper College for Fire Science.
Natalie Auyeung (CONANT) — University of Illinois, Urbana for Mechanical Engineering.
Christian Bivian (EGHS) — Lewis University for Accounting and Finance with a minor in
marketing.
Jacob Ihnen (CONANT) — Harper College for Business Management or Emergency
Management.
Maggie Maher (EGHS) — Lewis University for Soccer and study Sports Management.
Lia Kim (CONANT) — (Elk Grove Parks Foundation Scholarship) — University of Iowa for
Biology.
Kayce Wadas (EGHS) — (Elk Grove Parks Foundation Scholarship) — University of Wisconsin,
Stevens Point.
Trustee Bush — Thank you to all the participants in the "Chalk it Up to Character" project. We
drove around and took lots of pictures of all the chalk art and displayed them on the cccegv.org
website. Congratulations to all the scholarship winners.

Trustee Schmidt — I would like to thank you for bringing up the flags for the 4th of July.
Also please place your flags out on Thursday, June 6, which will be the 80th anniversary of D-
Day.
This Saturday was also the 46th anniversary of the crash of Flight 191 that happened is Des
Plaines near O'Hare Airport. Many of our officers were at the scene of the crash.
Trustee Jarosch — This Saturday, June 1, is the 30th annual Spring cleanup at Salt Creek from
9:00 to 12:00 p.m. Please meet at the Elk Grove High School parking lot by the creek at 9:00
a.m.
The Elk Grove Summer Farmers Market will begin this Saturday from 8:00 a.m. to 1:00 p.m. on
the Village parking lot with live entertainment and events for the kids. This Saturday the Police
Department will have a booth. Come by to support the vendors.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the May 28, 2024 Accounts Payable Warrant in the amount of $278,837.86.

6. CONSENT AGENDA
a. Authorization to allow the installation of real estate signage for ML Realty Partners located
at 2701 Busse Road.
b. Authorization of a request from the Elk Grove Farmers Market to waive business license fees
for the 2024 farmers market taking place on the Municipal parking lot in the amount of $100.
c. Authorization of a request from the society of St. Vincent de Paul located at 12731 S. Wood
Street, Blue Island, IL to waive FY 2024-25 business license fees for the placement of a
collection box at Queen of the Rosary Church in the amount of $450.
d. Authorization of a request from Shinnyo-en USA Chicago Temple to waive permit fees in
the amount of $925 for replacing part of the roof at 120 E. Devon Avenue.
e. Authorization of a request from the Elk Grove Park District, located at 499 Biesterfield
Road, to waive FY 2024/25 vehicle sticker fees in the amount of $2,075.

f. Authorization of a request from the Elk Grove Park District to waive permit fees in the
amount of $3,119 to renovate the Pavilion Fitness cardio area at 1000 Wellington Avenue.
g. Authorization of a request from the Elk Grove Park District, located at 499 Biesterfield
Road, to waive FY 2024/25 business license fees in the amount of $3,135.
h. Authorization of a request from the Elk Grove Park District to waive the Liquor License fees
for Class A Liquor Licenses for Fox Run Golf Links and the Garden Terrace Banquets in the
amount of $5,800.
i. Authorization to waive the formal bidding process and award a contract to On Time
Embroidery, Inc. of Elk Grove Village, IL for Fire Department uniforms and safety shoes in
the amount of $56,425 from the General Fund.
Authorization to award a purchase contract to C.C. Cartage, Inc. of Lake Zurich, IL to
furnish and deliver sand and gravel in the amount of $86,195.50 from the General and Water
& Sewer Funds.
k. Authorization to award a purchase contract to Heartland Business Systems of Little Chute,
WI through the Inter -local Purchasing System (TIPS) contract for the purchase of Getac
Tablets and related accessories for Police vehicles in an amount not to exceed $154,391.19.
1. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
Petitions for Rezoning from B-2 to I-1 for the purposes of operating an industrial building on
each property located at 500 Higgins Road and 570 Higgins Road.
m. Authorization to adopt Ordinance No. 3854 entitled, "AN ORDINANCE TO AMEND THE
VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE, TITLE 3, SECTION
3-26-4: LICENSE FEE BY REDUCING THE ANNUAL LICENSE FEE FOR A
CANNABIS DISPENSING ORGANIZATION FROM THIRTY THOUSAND DOLLARS
($30,000) TO TWO HUNDRED AND FIFTY DOLLARS ($250)."
n. Authorization to adopt Ordinance No. 3855 entitled, "AN ORDINANCR GRANTING A
SPECIAL USE PERMIT FOR AN ELECTRICAL SUBSTATION WITH VARIATIONS
FOR THE PROPERTY LOCATED AT 1000 OAKTON STREET."
o. Authorization to adopt Resolution No. 33-24 entitled, "A RESOLUTION AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE A DEVELOPMENT AND
OPERATING AGREEMENT FOR A CRAFT GROW FACILITY BETWEEN THE
VILLAGE OF ELK GROVE VILLAGE AND BLUESTEM VENTURES, LLC."
p. Authorization to adopt Resolution No. 34-24 entitled, "A RESOLUTION APPROVING
THE PLAT OF VACATION OF A PUBLIC UTILITIES AND DRAINAGE EASEMENT
AT 2101-2105 LUNT AVENUE, 2139-2145 LUNT AVENUE, AND 1700 NICHOLAS
BOULEVARD."
q. Authorization to waive the formal bid process and award a construction contract to Martam
Construction, Inc. of Elgin, IL to dredge the drainage channel on WGN's property for an
amount not to exceed $50,000 from the Capital Projects Fund.
r. Authorization to adopt Resolution No. 35-24 entitled, "A RESOLUTION AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE A PURCHASE AND SALE
AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE AND ELM
MANAGEMENT CORP., CHICAGO TITLE LAND TRUST COMPANY, AS
SUCCESSOR TRUSTEE TO LASALLE NATIONAL TRUST N.A., U/T/A DATED
8/12/92 A/K/A TRUST NO. 117271, AND CHICAGO TITLE LAND TRUST COMPANY,

a. PC Docket 24-1 - A public hearing to consider a Special Use Permit for modifications to a
Planned Development by altering the existing site plan to add six (6) pickleball courts and
lighting for the pickleball court and the soccer field at 711 Chelmsford Lane.
(PH 03-18-2024, decision tabled pending additional information)
b. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning from
I-2 to I-1 for property located at 751 Pratt Boulevard.
(Public Hearing date yet to be determined.)
9. ZONING BOARD OF APPEALS — Village Manager Roan -
a. ZBA Docket # 24-2 - A Public Hearing for a variation of the Elk Grove Village Zoning
Ordinance as it pertains to the permitted maximum floor area in industrial zoning districts for
property located at 190-212 Crossen Avenue.

The Zoning Board Appeals met on May 16 to hear ZBA Docket 24-2 with the petitioner seeking
a variation from the Elk Grove Village Zoning Ordinance as it pertains to permitted maximum
floor area in Industrial Zoning Districts for property located at 190-212 Crossen Avenue. It was
the consensus of the Zoning Board of Appeals by a 7-0 vote to Do Grant to increase the floor
area ratio from .8 to 1.17.
Motion to direct the Village Attorney to prepare the necessary documents for the variation
for property at 190-212 Crossen Avenue.

& Electronics Recycling Event is this Saturday, June 1, from 9:00 a.m. to 1:00 p.m. at the Public
Works facility at 450 E. Devon Avenue. The website has a list of items that will be accepted.

11. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No
Report
12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — Road construction is
moving along very well. I believe that they are ahead of schedule. On Monday, June 3 they will
start on Tonne Road. Please drive carefully and watch for the workers on the road.
13. CABLE TELEVISION COMMITTEE — Trustee Jarosch — For all students that have
recently graduated, you can view the Graduation ceremony, Park District meetings, and In the
Grove on EGTV On -Demand. Just go to the website and select EGTV.
14. YOUTH COMMITTEE — Trustee Bush — No Report
15. INFORMATION COMMITTEE — Trustee Miller — No Report
16. BUSINESS LEADERS FORUMS — Trustee Schmidt — Last Wednesday, Trustees Jarosch
and Miller joined me for a visit at Hartmann Electronics, 750 Lee Street. They do a lot of
electrical work at O'Hare field with the baggage systems, TSA checkpoints, and the wiring for
the restaurants. They do between 800-1,000 jobs a year. Their second biggest customer outside
of O'Hare is Commonwealth Edison.
17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — No Report
18. PERSONNEL COMMITTEE — Trustee Schmidt — No Report
19. AIRPORT UPDATE — Mayor Johnson — No Report
20. PARADE COMMITTEE — Mayor Johnson — Trustee Prochno will be the Grand Marshal
of the Parade. We have a meeting next Monday, June 3.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson - On
July 4 - The Beach Boys at Rotary Green, July 9- Martina McBride at Village Green,
July 18 — Neon Trees at Rotary Green, July 23 — Four Tops at Village Green and on

a. Village Attorney - Prepare the necessary documents for a Special Use Permit to construct an
electrical substation with associated variations for the property at 1000 Oakton Street.
27. NEW BUSINESS — Mayor reminded everyone that the meetings go down to once a month
for the summer months so the next meeting will be June 18th.
28. PUBLIC COMMENT — 8:01 PM
Christopher & Hillary Majercin, 272 Edgeware Road, Just a couple of questions:
1) The traffic on Ridge and Landmeier is bad. The cars speed by and I would like to see speed
bumps placed there. Mayor said that they have found that speed bumps are dangerous on public
streets. We can have police check the next few weeks then put up a speed sign to track the cars
and then watch with radar guns. We will give you the results of what they find.
2) The Crosswalk at Cypress on J.F. Kennedy to go to Rainbow Falls is dangerous to cross.
Mayor said that the intersection has been that way for the last 60 years. The Public Works
Department can take a look at it. Flashing lights don't work for that purpose.
3) Appleseed Park is in bad condition. The climbing wall holds water at the bottom and the
equipment is in bad shape. Do you know if the park district is planning on upgrading? Mayor
will give the Park District a phone call.
