REGULAR VILLAGE BOARD MEETING
JUNE 18, 2024
1. CALL TO ORDER — 7:09 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.
Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt

A Quorum was present.
Also Present: Deputy Village Manager Maggie Jablonski, Village Attorney George B.

2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF MINUTES OF MAY 28, 2024 - Motion to approve the Minutes of the
Regular Village Board Meeting held on May 28, 2024 as submitted and dispense with the
reading.
Moved by Trustee Prochno Seconded by Trustee Franke
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — Thank you everyone for coming this evening. It is nice to see the public
involved.
On May 30, Prime Data Center did a Topping Off Ceremony. Staff put some information
together and our first Data Center came to the Village in 2000. Since that time, Data Center
have been charged $22,000,000 in permit fees in the Village. Mayor discussed how important
Data Centers are to the community.
Mayor had a meeting with Stern Pinball at their new location to get an update.
On May 31, there was a DARE Graduation at Grove Junior High.
We also had a meeting with the Illinois Tollway on June 6 working with projects going on with
the new Elgin O'Hare bypass that is being built on the west side of town.
There was also a Grand Opening at MUGS Pizza on Nerge Road that day.
On June 13, there was a Ribbon Cutting at Rademaker, 955 Estes. They have invested a lot of
money in Elk Grove Village.
Congratulations to our Finance Department for receiving the Certificate of Achievement for
Excellence in Financial Reporting for its annual comprehensive financial report 2023. This is the
40th consecutive year to receive this award.
The Clearmont Bridge is open as of today. The formal Opening will be on Thursday. Mayor
spoke about the history of Busse Dam and the flood mitigation.
In August, District 59 will require all students to turn cell phones off and not to use them until
after the school day ends.
On our agenda tonight, there is an agreement with a new Home2 by LaQuinta Hotel and the
front corner will still be designated for a restaurant where White Castle was.
We are also buying the Prologis building to utilize for Public Works.
Mayor unveiled a banner with the awards that Elk Grove Village has received. Again this year
we received Municipality of the Year Award in Illinois.
Mayor read a letter from a resident complimenting the Village on the services provided to the
residents.
Kathy Camp (a/k/a Kitty Camp) retired after being a Crossing Guard for 32 years by Byrd
School in Elk Grove.

Today, the Daily Herald did an article that falsely stated that Elk Grove only had 17% of trees.
The business park is 55% of the Village alone. Elk Grove has been named a Tree City USA for
39 straight years. We lost 5,000 trees to the Emerald Ash Borer and we worked with a tree farm
5 years in advance before we needed them. We put in 500 trees every year, so I am not sure
who they are getting their information from.

Mayor announced that this is the last board meeting before the 4th of July. We will be
celebrating America's Day in America's Village with the largest American Flag. The Lion's
Club will have food and beverages, Brad Keselowski will be there for a meet & greet with the
Maker's Wanted Race Car, the Beach Boys will play at 8:00 p.m. and at 9:30 p.m. the fireworks
will begin.

Trustee Miller — Congratulations to EGTV for an Excellence Award in the Public Service
Announcement Category for the PSA for Pace Rider ID.
Trustee Franke — No Report
Trustee Jarosch — If anyone would like to volunteer in our community, PADS will be opening in
October through April at Christus Victor. If you are interested in volunteering, you can contact

Trustee Schmidt — Attended the Prime Topping Off, Mugs ribbon cutting, the Rademaker ribbon
cutting, and Deputy Police Chief Torres's Retirement.
Trustee Prochno — The summer Farmers Market is open every Saturday from 8:00 a.m. to 1:00
p.m. in the Village parking lot.
June 1 st was the annual Nick Nikola Salt Creek Clean -Up day. There were 24 volunteers that
collected over a dozen bags of trash and other items. The main group in the water was from
Scout Troop 95.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the May 31, 2024 Accounts Payable Warrant in the amount of $4,516,989.64.

located at 800 Biesterfield Road, 701 Biesterfield Road, 935 Beisner Road, and 955 Beisner
Road.
b. Authorization of a request from Community Consolidated School District 59 to waive 2024
Alarm User License Fees in the amount of $25.
c. Authorization of a request from the Elk Grove Village Public Library to waive permit fees to
sealcoat and restripe part of the parking lot, located at 1001 Wellington Avenue, in the
amount of $314.
d. Authorization of a request from the Alexian Brothers Communities and Ministries, located at
600 Alexian Way, to waive FY 2024/25 vehicle sticker fees in the amount of $225.
e. Authorization of a request from The Salvation Army, located at 1000 Pratt Boulevard, to
waive FY 2024/25 vehicle sticker fees in the amount of $1,450.
f. Authorization of a request from the Elk Grove Park District to waive permit fees to remove
and replace the parking lot at Marshall Park, 711 Chelmsford Lane, in the amount of $3,039.
g. Authorization of a request from Shinnyo-en USA Chicago Temple to waive permit fees for
the installation of a temporary temple trailer at 120 E. Devon Avenue in the amount of
$5,306.50.
h. Authorization to award a purchasing contract to Direct Fitness Solutions of Mundelein, IL
for the purchase of space -saving weight racks, weight storage systems, and functional
trainers for each of the three fire stations in the amount of $37,401 from the Foreign Fire
Insurance Fund.
i. Authorization to award a contract to Midwest Power Industry Inc. of Ringwood, IL for the
Village Generator Maintenance contract in the amount of $40,650 from the General Fund
and Water & Sewer Fund.
j. Authorization to award a professional service contract to Fountain Technologies Ltd. of
Wheeling, IL for rehabilitation to electrical components, lighting renovations, and water
feature program of the Village Fountain located on the northeast corner of Biesterfield Road
and Leicester Road for the amount of $46,850 from the Residential Enhancement Fund.
k. Authorization to award a professional service contract to Bayless Communications LLC of
Chicago, IL for strategic consulting services to support business retention and recruitment
efforts in an amount not to exceed $54,000 from the Busse -Elmhurst TIF Fund.
1. Authorization to award a professional services contract to HR Green of McHenry, IL for
engineeringibidding services, construction observation and project management services
related to the demolition and restoration of properties located at 2800 to 2835 E. Higgins
Road in an amount not to exceed $133,060 from the Busse -Elmhurst TIF and Capital
Projects Funds.
m. Authorization to increase the professional engineering services contract with Engineering
Enterprises, Inc. of Sugar Grove, IL by $150,000 to a total contract amount not to exceed
$735,000.
n. Authorization to award a construction contract to the lowest responsive and responsible
bidder, Albrecht Enterprises, Inc. of Des Plaines, IL for demolition at 60 and 70 Turner
Avenue in an amount not to exceed $190,000.
o. Authorization to award a professional design and construction contract to Johnson Controls
Inc., of Arlington Heights, IL for the professional engineering services, design and
construction of the Village's Building Automation System (BAS) Upgrade at the Public
Safety Building in the amount of $405,105 from the Capital Projects Fund.
p. Authorization to award a professional service contract to Christopher B. Burke Engineering,
Ltd. of Rosemont, IL for design engineering services for the Nicholas Boulevard Roadway
and Watermain Improvement project in the amount of $441,830 from the Busse Elmhurst
Redevelopment Fund and the Business Leaders Forum Fund.
q. Authorization to adopt Ordinance No. 3856 entitled, "AN ORDINANCE GRANTING A
VARIATION OF SECTION 7-1 OF THE ZONING ORDINANCE PERTAINING TO
MAXIMUM FLOOR AREA RATIO IN AN I-1 ZONED DISTRICT TO PERMIT THE
NEEDED SQUARE FOOTAGE FOR AN ILLINOIS DEPARTMENT OF
AGRICULTURAL CANNABIS CRAFT GROWER LICENSE WHICH WOULD
THEREAFTER EXCEED THE MAXIMUM FLOOR AREA RATIO OF 0.80 (80%) ON

a. PC Docket 24-1 - A public hearing to consider a Special Use Permit for modifications to a
Planned Development by altering the existing site plan to add six (6) pickleball courts and
lighting for the pickleball court and the soccer field at 711 Chelmsford Lane. (PH 03-18-
2024, Village Board to discuss on 6/18/24.)
Mayor discussed the parks in Elk Grove Village and talked about letters that were mailed out to
residents around the park. The following residents wanted to comment on the Pickleball courts:

Mayor recommended that if approved by the board that we set a 9 p.m. time for lights off for the
pickleball courts. Secondly, if they can build it and hold off all the sides until later but put the
landscaping as previously proposed. Trustee Miller - I have a concern about signage about no
open flames, no smoking, no barbecuing. Mayor said that will be addressed later as well as signs
around the parking lot. Trustee Bush — My suggestion for the screening is to start with the
outside first for the sake of safety. With police driving by on Chelmsford it would be a more
open feel so police can see in there.

Motion to have the Village Attorney prepare the necessary documents for approval of the
pickleball courts with the lights out by 9:00 p.m. at 711 Chelmsford (Marshall Park).
Soundproofing to start at each end of the pickleball but with the ability to add more
soundproofing after the operation of the facility and extensive landscaping wherever the
soundproofing is up to soften the look.

AYES: Trustee Bush - Thanks to the Park District for your comments about serving the
community of 32,000 people. As for Real Estate, I live on Biesterfield where the road widened
and there are a few houses that are on the market that have sold for over the asking price.
Trustee Jarosch - Thanks to all the people who commented today. I hope the park district takes
back with them comments about speed, congestion, safety and for the neighbors to keep an eye
on it.
Trustee Miller - I have visited the park 4 times since it opened. Each time I went I was delighted
to hear from many people that their children loved it. The rest rooms were clean. It is sad to hear
that there was foul language this early. I am concerned about foot traffic going around the corner
and appreciate all the comments that were made tonight.
Trustee Schmidt - I live across from the park and I understand some of your concerns, but I have
the traffic too. I will be out there every night when I walk the dog. I think overall for the
community that this will be a good thing.
Trustee Franke - The last 3 months I have watched every park board meeting and talked to many
residents. I was at the Plan Commission hearing, and I am not sure I would agree with their vote,
but I understand that the Park District was still unsure about a few things. There is a lot of
misinformation that gets sent out and people get the wrong impression. The park board has told
me that they will take everything into consideration, but remember it is their park. Please contact
the park district if you continue to have questions.
Trustee Prochno - Thank you for coming out tonight. I appreciate your participation and for
caring so much for your neighborhood. I am confident that you are not going away and that you
will work with the park board if it is not working.

Recycling event was a few weeks ago and 733 cars came through. We don't have the electronic
numbers yet but there were 15,780 lbs. of paper shredded.

construction is going smoothly. Please watch out for workers in that area.
