KNICKERBOCKER Village Attorney Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Mayor and Board of Trustees on November 15, 2022, this Executive Session was called to consider review of Land Disposition. Number of pages attached: Date(s) of review for release Date of approval for release: 2 February 2025 Date approved by Village Board: December 13, 2022 November 15, 2022 5:50 pm The Elk Grove Woods Shopping Center Redevelopment Open House took place on November 9 and approximately 270 residents attended. The proposals were posted online Wednesday evening and residents were able to provide comments and feedback online until Friday evening at 5 p.m. The Board discussed narrowing down the decision to one developer and making the selection by December or January at the latest. The Village would then begin working with the selected developer on next steps in the process. The Board discussed the feedback on the Elk Grove Woods Shopping Center Redevelopment after reviewing the comments and suggestions from the open house, feedback from the business owners, and online submissions. The Board discussed the overall positive feedback from residents about the open house and creating an opportunity for the public to provide input during this process. The feedback highlighted the appreciation for the 8-foot screen wall between current residents and the proposed developments. The Board also discussed feedback about the dog park in one of the proposals and clarified that the dog park on the proposal is a green space for residents in the apartment complex with pets and would not be a public dog park. Both residents and businesses expressed concern about the traffic impact a development of this size would create in this area. The Board discussed that a traffic study will be needed to analyze egress and ingress areas. The parking plans were also discussed and feedback from Jarosch Bakery highlighted proposal D (Wingspan) having the most feasible parking. They also suggested employees be required to park in the parking garage to leave spaces open in the surface lot for customers. The Board also discussed feedback from residents expressing how packed and condensed all of the plans were. The reason for utilizing all the space is to create a functional area for residential and commercial use. To make the development successful and financially feasible, there needs to be a minimum number of units. The Board discussed that the selected developer will buy the land from the Village and the Village will assist in paying for TIF eligible expenses. The Board also discussed the idea for Farmers Markets and public events in the parking lot would not be practical in proposal D (Wingspan) with the limited parking. The Village Manager advised that Jay from Tensuke said proposals A (Greystar) & C (The Richmond Group) would not work for Tensuke due to the frequent deliveries and backdoor loading access that is required for his business. November 15, 2022 5:50 pm In regards to the traffic flow, all of the proposals use all of the existing curb cuts and entrances that currently exist because it would be nearly impossible to get approval from Cook County & IDOT for any changes. The Board expressed there may be a need to expand some access points within the site for proposal D to better serve the residents and users of the shopping center. Potential suggestions for modifications will come from the traffic study. The Board discussed the possibility of acquiring the homes that back up to the bowling alley property to improve the traffic flow. The consensus of the Board was to preliminary select Wingspan (Proposal D) and proceed with sending the list of questions to the developer. The consensus of the Board was to direct staff to engage a consultant to conduct a traffic study on the Wingspan proposal. Village Manager Roan advised it will take some time to put this together. The remaining developers will receive a response from the Village indicating we need more time and expect to make a decision in December. The consensus of the Board was to make a final decision on the developer in December and share updated information with the public after the New Year. Prior to approving the redevelopment agreement, Mayor Johnson advised he plans to hold another open house for the public to view the revised renderings. The Board discussed ideas for additional modifications to proposal D (Wingspan). The discussion included incorporating rooftop amenities for renters overlooking Busse Woods, color and material changes for the apartment complex and townhomes, and the addition of variation in the exterior fagade of the apartment building, such as recessed balconies. The Board also discussed that the proposed bridge over Arlington Heights Road will need to be uncovered, similar to existing bridges. The meeting was adjourned at 6:34 pm.
