HomeMy WebLinkAboutRESOLUTION - 23-84 - 4/24/1984 - SIGN INTERGOVERNMENTAL AGREEMENTRESOLUTION NO. 23-84 A RESOLUT1014 AUTHORIZING THE VILLAGE PRESIDENT TO SIGN AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND FOREST PRESERVE DISTRICT OF COOK COUNTY NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois: Section 1: That the Village President be and is hereby authorized to sign the attached documents marked: "INTERGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE AND FOREST PRESERVE DISTRICT OF COOK COUNTY" a copy of which is attached hereto and made a part hereof as if fully set forth and the Village Clerk is authorized to attest said documents upon the signature of the Village President. Section 2: That this Resolution shall be in full force and effect from and after its passage and approval according to law. PASSED this 24th day of April 1984. APPROVED this 24th day of April 1984. Zettek Village President INTERGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE AND FOREST PRESERVE DISTRICT OF COOK COUNTY Whereas, to accomplish the Structure I, Busse Lake Recreational goals of the Upper Salt Creek Watershed Work Plan, mutually approved by the Forest Preserve District, the Village of Elk Grove and other signatories August 13, 1972, it is now desirable that a secondary agreement between the District and the Village of Elk Grove be entered into; and Whereas, the public access to the recreational facilities developed on the south side of Busse Lake will attract additional automobile traffic to Elk Grove Village Streets; and Whereas the Village requested that additional design studies be made by the District to prepare a mutually satisfactory plan of works and improvement to eliminate any adverse effect to the local residents; and Whereas, the following proposal for design, construction and management has been the product of long study and negotiations. Now, therefore; it is hereby mutually agreed by the Parties hereto that automobile access to the south facilities of Busse Lake be restricted to Beisner Road and that jurisdiction of the 1,750 feet of Beisner Road north of its intersection with Winston Drive shall be trasferred by the Village to the Forest Preserve District as an entrance drive to District facilities. The District agrees to rebuild, landscape, maintain and police that section of Beisner Road placed under its jurisdiction. The District agrees to work with residents to develop an effective and acceptable plan for the District to install a split -rail fence and/or landscaping along the east side of Beisner Road between Winston Drive and Cosman Road. The District agrees to operate entrance gates to its facilities to keep vehicles off of the drives when its facilities are closed to the public. It is mutually agreed by the District and Village that 1,080 feet of Cosman Road be vacated from its intersection with Beisner Road to 200 feet west of its intersection with Winston Drive. Said vacated road shall be removed. A sign designating "Dead End" will be erected along with a barricade at the road's end. The Forest Preserve will remove the pavement of said road and replace it with topsoil and grass seed. A sign will be erected by the District at Arlington Heights Road and Cosman Road that will declare that there is no public access to the Busse Lake Public Parking facilities from Cosman Road. The sign will direct all public traffic to Beisner Road via Biesterfield Road. It is agreed that the Beisner Road Improvement Plan prepared by the District and marked Exhibit A, be placed on file in the office of the General Superintendent of the Forest Preserve District and Village Manager of Elk Grove Village as the approved design of the Parties hereto for the improvements therein provided for. It is intended by the Parties hereto to implement the agreement within a reasonable time from the dates hereof. THE VILLAGE OF ELK GROVE By President Charles J.
