REGULAR VILLAGE BOARD MEETING
JULY 16, 2024
1. CALL TO ORDER – 7:08 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Tammy K. Miller, Christine K.
Prochno, Stephen F. Schmidt
ABSENT: Trustees Jeffrey C. Franke and Kathryn A. Jarosch
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,
and Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE / INVOCATION – Pastor Jintaek Chung, Trinity Gospel
Church
3. APPROVAL OF MINUTES OF JUNE 18, 2024 - Motion to approve the Minutes of the
Regular Village Board Meeting held on June 18, 2024 as submitted and dispense with the
reading.
Moved by Trustee Prochno Seconded by Trustee Miller
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT –
Mayor Johnson – 4th of July was phenomenal! Everything went well with the Beach Boys and
John Stamos there. We had the giant American flag and sang the National Anthem, Brad
Keselowski was there for a meet & greet, and the fireworks were the largest ever.
A pioneer passed away and Monday was the visitation. Nanci Vanderweel was truly a pioneer
being the 1st woman Trustee for the Village in 1971. That was a big deal back then. Then she
served for 20 years as an Elk Grove Township Trustee, then was elected as the first woman
Supervisor at the Elk Grove Township. She was also a founding member on the board of
Alexian Brothers. She spearheaded the program to get the interchange done off from 290 so
people have quick access to the hospital. She started the blood drive for the Village and we are
still doing blood drives in the current year. She was a founding member of the Community
Character Coalition. She was a true servant to the community.
The Clearmont Pedestrian Bridge dedication was on June 20. Thanks to the Flood Mitigation
Project, we did not flood during the past two storms that passed through. They dropped a lot of
rain and Elk Grove stayed dry for the most part. There was no flooding.
The Martina McBride concert was on July 9. Although it was raining, she still insisted that the
concert must go on. There were about 2,000 people that stood in the rain to watch the concert.
It was a great night.
RotaryFest begins with the Carnival will be there through Sunday. Food venders are there
Thursday, Friday and Saturday. Neon Trees will be playing on Thursday followed by a drone
light show. Fireworks are on Saturday evening.
The remaining concerts will be on the Village Green with the Four Tops on July 23, and Bret
Michaels on July 30.
The Mayor read two letters from residents complimenting the Village on how wonderful the 4th
of July event was.
Elk Grove has been Municipality of the Year 2nd time in 3 years in a row.
Grove Junior High will continue to have an Officer and we will expand it to have an officer one
day a week at the grade schools so the students get to interact with the police officers.
On July 7, Brad Keselowski raced in the Nascar race downtown. He did a great job. Stayed up
in front most of the race.
There is an agenda item for the pickleball courts at Marshall Park.
Another agenda item is for Affordable Senior Housing at 750 S. Arlington Heights Road. If

anyone is interested, please call the Village and we can give you the contact number to sign up
for the wait list.

Trustee Bush – Thank you Public Works for quickly taking care of the fallen branches after the
storms.
Mayor Johnson - Starting Monday, 7/22, Public Works will make an entire sweep of the Village
to pick up branches in the parkway.
Trustee Miller – On behalf of the CCC we send our condolences to Nancy Vanderweel. She was
a pioneer for the program. She was a great leader and we will definitely miss her.
Thank you staff for all the hard work into planning and set up of all the Special Events.
Trustee Prochno – On Sunday, July 14, I attended the Play, Picnic, Party that originally started
as a commemoration of our Anniversary and now became an annual event. The weather was
not helpful in the morning but turned out to be a really lovely event.
The Summer Farmers Market is on the Village Green every Saturday from 8:00 a.m. to 1:00
p.m. They are looking for new vendors.
Trustee Schmidt – Attended Nanci Vanderweel’s memorial service. Also the Play, Picnic, Party
event. Thank you to Public Works and staff for everyone that is involved in planning these
events. People are planning for months ahead of the event and that requires a lot of work so
thank you everyone.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the June 30, 2024 Accounts Payable Warrant in the amount of $16,753,419.56.

6. CONSENT AGENDA
a. Authorization of a request from the Kenneth Young Center, located at 1001 Rohlwing Road,
to waive FY 2024/25 vehicle sticker fees in the amount of $200.
b. Authorization of a request from the Elk Grove Village V.F.W. Post No. 9284 to waive permit
fees to replace the roof at 400 E. Devon Avenue in the amount of $550.
c. Authorization of a request from the Elk Grove Park District to waive permit fees to upgrade
the fuse panel for the soccer field lighting at Marshall Park, 711 Chelmsford Lane, in the
amount of $811.
d. Authorization of a request from Meet Chicago Northwest Convention Bureau for payment of
annual dues for FY 2024-25 in the amount of $84,396.27.
e. Authorization to award professional contracts to the lowest responsive and responsible
bidders, both J & G Uniforms of Chicago, IL and Streicher's of Minneapolis, MN for the
ballistic shield purchase contract in the amount of $122,445 from the General Fund.
f. Authorization of the following:
• To award a purchase contract through the Houston-Galveston Area Council (HGAC) joint
purchasing cooperative to LDV Custom Specialty Vehicles of Burlington, WI for the
purchase of (1) Freightliner M2 Mobile Command Center Vehicle in the amount of

$1,398,942 from the Capital Replacement Fund; and
• To increase the Capital Replacement Fund in the amount of $148,942.
g. Authorization to award a tree harvesting contract through to Eugene A. de St. Aubin &
Boro., Inc., (St Aubin) for the purchase of 500 parkway trees for the 2025 planting seasons in
the amount of $162,500 from the Green Fund.
h. Authorization to award a purchase contract through the National Cooperative Purchasing
Alliance OMNIA Contract Racine #3341 to Trane Commercial HVAC Americas of
Willowbrook, IL for the purchase of an Air-Cooled Scroll Chiller in the amount of $194,313
from the Capital Projects Fund.
i. Authorization to award a construction contract to Brothers Asphalt Paving, Inc. of Addison,
IL for the 2024 Asphalt Surface Patching Program for an amount not to exceed $200,000
from the General & Business Leaders Forum Funds.
j. Authorization to award a purchase contract through the Sourcewell Purchasing Cooperative
Contract #062222-VCM to Lindco Equipment of Merrillville, IN for the purchase of a 2.5
ton single axle dump with plow and spreader in the amount of $267,246 from the Capital
Replacement Fund.
k. Authorization of the following items related to the closing of the Fiscal Year 2024 Budget
and amendments to the adopted Fiscal Year 2025 Budget:
• Amend the Fiscal Year 2025 Budget for the carryover of outstanding encumbrances and
project balances from the Fiscal Year 2024 Budget for a total amount of $30,064,548;
• Amend the Fiscal Year 2025 Capital Projects Fund in the amount of $668,500 to cover
costs associated with ongoing projects;
• Amend the Fiscal Year 2024 Busse/Elmhurst Redevelopment Fund budget in the amount
of $16,000,600 to cover costs associated with the redevelopment of the project area;
• Amend the Fiscal Year 2024 Midway Court Redevelopment Fund in the amount of
$4,352,000 to cover costs associated with the redevelopment of the project area;
• Amend the Fiscal Year 2024 General Fund Public Works budget in the amount of
$400,000 to cover costs associated with liability and worker's compensation insurance
reserves.
l. Authorization to award a professional service contract to Davis Harrison Dion Strategic
Communications (DHD) of Chicago, IL for business communications and marketing services
with a total contract amount not to exceed $307,000 from the Business Leaders Fund and
Busse/Elmhurst Redevelopment Fund.
m. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for a Special Use Permit to construct an electrical substation for the property
located at 101 Northwest Point.
n. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for Rezoning and associated variations to develop an affordable rental independent
living community for seniors at 750 S. Arlington Heights Road.
o. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for a Special Use Permit to operate an occupational healthcare facility in the I-1
Zoning District located at 511 Busse Road.
p. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for Special Use Permit for an amendment to the existing Planned Unit
Development at Carroll Square Apartments for the construction of a new accessory structure
at 648 Carroll Square.
q. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for Resubdivision and associated variations for a data center campus development
at 1701 Midway Court.
r. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for Resubdivision for the properties located at 2355 Greenleaf Avenue, 2395
Greenleaf Avenue, and 2461 Greenleaf Avenue and a Special Use Permit for meat
processing.

t. Authorization to adopt Resolution No. 40-24 entitled, “A RESOLUTION AUTHORIZING
RELEASE/RETENTION OF EXECUTIVE SESSION MINUTES OF THE VILLAGE OF
ELK GROVE VILLAGE (JULY 2022 THROUGH DECEMBER 2022).”
u. Authorization to concur with prior Village Board authorization and adopt Resolution No. 41-
24 entitled, “A RESOLUTION AUTHORIZING THE VILLAGE MANAGER AND
VILLAGE CLERK TO EXECUTE A LEASE TERMINATION & RELOCATION
AGREEMENT BETWEEN COMMERCIAL STAINLESS SERVICES, INC. AND THE
VILLAGE OF ELK GROVE VILLAGE FOR PROPERTY LOCATED AT 1201 BUSSE
ROAD.”

b. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning from
I-2 to I-1 for property located at 751 Pratt Boulevard. (Public Hearing date has yet to be
determined.)
c. Consideration of Petitions seeking Rezoning from B-2 to I-1 for the purposes of operating an
industrial building on each property located at 500 Higgins Road and 570 Higgins Road.

12. CAPITAL IMPROVEMENTS COMMITTEE – Trustee Schmidt – Road construction is
coming to an end in the next couple of weeks in the residential and industrial areas.
Trustee Prochno thanked Public Works for walking around the Village to fix many of the
sidewalks.
13. CABLE TELEVISION COMMITTEE – Trustee Jarosch – No Report
14. YOUTH COMMITTEE – Trustee Bush – Youth Committee & Recycling Committee will
be pairing up for a Jean recycling drive on the 14th of December outside of Elk Grove High
School.

15. INFORMATION COMMITTEE – Trustee Miller – The website shows that on Friday,
July 30 the Fire Department is offering a Friends & Family CPR training event. The cost is just
$25.
16. BUSINESS LEADERS FORUMS – Trustee Miller – On June 26 there was a Business
Ambassador visit at Full Circle Electronics, 1300 Thorndale Rd. It is an electronics recycling,
company. They have been in the Village for 18 years.

Helen Leski reminded the Mayor about the October visit for the Senior Center. Mayor is
providing Tapalpa for the meeting.
The first Saturday in August, (8/3) will be the next Coffee with the Board at the Elk Grove Bank
& Trust building located at 75 Turner Ave.
