A RESOLUTION APPROVING THE CIVIL DEFENSE BASIC PLAN AND
AUTHORIZING THE VILLAGE PRESIDENT AND CIVIL DEFENSE
DIRECTOR TO SIGN THE PLAN AND TO IMPLEMENT IT.
WHEREAS, the Village of Elk Grove Village recognizes its
responsibility to be prepared for nuclear attack or natural and
technological disasters in Elk Grove Village; and
WHEREAS, Elk Grove Village has officially established by
Ordinance a local Municipal Civil Defense Agency; and
WHEREAS, Elk Grove Village participates in the State of
Illinois Emergency Service and Disaster Agency program;
NOW, THEREFORE, BE IT RESOLVED by the President and Board
of Trustees of the Village of Elk Grove Village, Cook and Du Page
County, Illinois, hereby approves the attached Civil Defense Basic
Plan for the Village of Elk Grove Village attached as Exhibit A.
BE IT FURTHER RESOLVED that the Village President and the
Civil Defense Director are hereby authorized to sign and implement
said Basic Plan for the Village of Elk Grove Village.

ELK GROVE VILLAGE
CIVIL DEFENSE BASIC PLAN
Authority for this plan is contained in State of Illinois Statutes and Elk Grove
Village Ordinances. The Village will report to the Illinois Emergency Services
and Disaster Agency Region 3 as the next higher echelon for Civil Defense
Administration and operations.
I. Situations and Assumptions
A. Situation
The geographical location and physical makeup of Elk Grove Village
make it highly susceptible to damage during an attack on the United
States or damage from many natural or manmade disasters.
• Elk Grove Village has capabilities which if effectively used, would
maximize the preservation of life and property during a nuclear attack
upon the United States or a natural or manmade disaster affecting this
community. These capabilities include early warning, fallout protection
and shelters; and the manpower, equipment and skills of Elk Grove Village,
the medical, health, and allied professions, and other government and
non-governmental professions and groups. The objective of the Elk Grove
Village Civil Defense program is to ensure effective use of these capabil-
ities should a disaster affect Elk Grove Village. Should a period of
increased international tension precede an attack upon the United States,
these capabilities could be further increased by actions taken by the
government of Elk Grove Village.
B. Assumptions
1. The calculated initiation of nuclear war by any present nuclear power
is considered unlikely. Nevertheless, general war could occur through
accident, miscalculation, an irrational act, or the unplanned escalation
of a limited war, as well as by a deliberate act.
2. A nuclear war might be preceded by days or weeks of increased interna-
tional tension. -In such a period, the government of Elk Grove Village
would take actions to maximize the preservation of life and property.
However, it is also possible that Elk Grove Village would have 15
minutes or less warning of nuclear attack.
3. It is not possible to predict the specific objectives of a nuclear
attack upon the United States or to be sure in advance that any
specific hazards would or would not occur at any specific local
area. However, Elk Grove Village could be subjected to moderate
or severe fallout radiation as well as moderate or severe fire and
blast effects. If the United States were attacked, the government
of Elk Grove Village would take actions to maximize the preservation
Of life and property.

4. The Village receives two to five "tornado warning" alerts each year
from the National Weather Service and will suffer some property damage
from tornadoes on an average of once every four years.
5. The Village's proximity to O'Hare presents a serious threat of
aircraft accidents within the Village.
6. Train, highway, aircraft, or industrial accidents involving
explosives, radiological materials or chemicals can occur.
7. The Village's geographical location makes it susceptible to
floods, earthquakes, and heavy snowstorms and/or blizzards.
8. There is a likelihood of riot or conflagration because of the
large industrial area and its associated work force and storage
facilities.
II. Mission
To maximize survival and preservation of property in Elk Grove Village
in the event of nuclear attack upon the United States or natural or
manmade disaster affecting the Village, by making maximum use of
available fallout protection, manpower, equipment, and other resources.
III. Execution
A. Concept of Operations
1. The Village President is responsible by law for Civil Defense
emergency operations. The Civil Defense Director acts as the
President's Chief of Staff during Civil Defense emergencies.
Heads of Village departments and agencies are responsible for
emergency functions as specified in the balance of this plan.
Emergency operations will be conducted by Village forces,
supplemented as necessary by trained auxiliaries and manpower
available within the community.
2. The Elk Grove Village Civil Defense Emergency Operations Plan
consists of the Basic Plan plus applicable annexes.
B. Assignment of Emergency Functions
Following is the assignment of emergency functions to departments,
agencies and executive reserves of the Elk Grove Village government.
1. Civil Defense Agency is responsible for:
a. The fallout shelter system
b. ECC Staffing and functioning

d. Radiological monitoring, defense and disaster analysis
e. Emergency Public Information
f. Coordinating military and outside assistance
g. Relocation
Secondary responsibilities
a. Warning
b. Shelter
2. The Village Manager's office is responsible for:
a. Resource Management
b. Manpower
c. Supervision and coordination of activities within
the different operational departments
d. Ascertaining the proper level of preparedness in
the different operational departments.
3. Police Department is responsible to:
a. Maintain law and order
b. Provide for protection of life and property
c. Enforce laws, emergency rules and regulations
d. Prevent and/or control panic during the Increased
Readiness and Shelter Phase
e. Prevent sabotage and subversive activity
f. Assist in protecting vital installations, essential
resources and equipment
g. Providing and maintaining own communications
h. Participate in radiological monitoring and reporting
i. Assist in light rescue and first aid
j. Assist in regulating control of traffic and highway
transportation before and after attack, or disaster,
cooperating with agencies set up for the purpose of
regulation and to continue expediting an emergency
flow of resources over the highway systems in their
jurisdictions
k. Conduct explosive ordnance reconnaissance

4. Fire Department is responsible for:
a. Receipt and dissemination of attack or weather warning
b. Containing or extinguishing fires
C. Rescue operations
d. Ambulance Service
e. Assisting in Radiological monitoring and reporting
f. Providing and maintaining own communications
S. Public Works Department is responsible for:
a. The supply of water
b. Operation of the sewerage system
C. Debris clearance
d. Repair, maintenance, and operation of utilities
e. Emergency interment operations assistance
f. Decontamination assistance
g. Refuse disposal
h. Control of construction
i. Operation of a salvage depot
j. Damage assessment
k. Assisting in rescue
1. Providing and maintaining own communications

6. Volunteer and Family Services is responsible for
(Health and Community Services Department):
a. Emergency medical care centers
b. Emergency hospitals treatment
c. Emergency morque
d. Health advisories
e. Supply and use of medical and health items
f. Emergency interment coordination
g. Insect and rodent control
h. Inoculations for prevention of disease
i. Emergency social services
j. Emergency lodging and sheltering
k. Emergency feeding
1. Emergency clothing
M. Emergency registrations and inquiry
n. Coordinating religious services
o. Coordinating private welfare groups
Secondary. responsibilities
a. Relocating
b. Transportation
C&M
7. Resources and Logistics (Finance Department):
a. The Director of Finance will secure all emergency
supplies and equipment for the several operating
departments. Contacts for temporary repairs
necessary for health and safety shall be his
responsibility. Contracting for permanent repairs
and/or new construction of public facilities will
follow routine procedure.
NOTE: Emergency services and/or equipment immediately
necessary in the disaster can be procured by any
city employee on a hand receipt upon approval
of a supervisor.

c. This department is also responsible for:
1. Fuel procurement and control
2. Transportation
3. Insurance
4. Legal
5. Authorization for emergency purchase and/or rental
of specialized equipment, resources and logistics
6. Provide for long term housing
7. Establish a public service center to provide
counseling as to available Federal assistance
programs of HEW, USDA, SBA, FHA, etc., and to
provide information to the public.

8. The following private individuals, agencies, or companies
will, by agreement, perform emergency functions for the
Village of Elk Grove with responsibilities as set forth
below:
a. Telephone Company
The Illinois Bell Telephone Company will be responsible
for telecommunications control. The manager of the
Illinois Bell Telephone Company will serve as a Liaison's
Officer to the Communications Services officer for
emergency operations.
b. Power and Gas Company
The Northern Illinois Gas Company and the Commonwealth
Edison Company are responsible for the emergency control
and use of electric power, and natural gas supply.
C. Support
1. Support by military units may be requested through the Illinois
Emergency Services and Disaster Agency. Military assistance will
complement and not be a substitute for Village participation in
emergency operations. Military forces, if made available, will
remain at all times under military command, but will support and
assist village forces, and may receive from the Village President
or his designated representatives mission -type requests, to
include objectives, priorities, and other information necessary
to accomplish missions in Elk Grove Village.
2. Support by civil government forces may be made available from
surrounding jurisdictions, and the State.
3. Elk Grove Village forces may be sent to assist other jurisdictions
in the post disaster period, if they are available.

D. Line of Succession
As prescribed in the Elk Grove Village Civil Defense Ordinance,
the following offices and/or positions will designate, and keep
on file with the Village, a current list of three (3) persons as
successors to their position.
1. Village President
2. Village Manager
3. Chief,of the Fire Department
4. Chief of Police
5. Director of Finance
6. Director of Public Works
7. Village Engineer
8. Building Commissioner
9. Community Service Coordinator
10. Health Coordinator
IV. AUTHENTICATION
This plan for the Civil Defense of Elk. Grove Village, Illinois, is approved
and declared official, effective February 28,1983.
