Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke and Kathryn A. Jarosch Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt ABSENT: None A Quorum was present. PLEDGE OF ALLEGIANCE / INVOCATION — Pastor Stefan Potuznik, Christus Victor Lutheran Church 3. APPROVAL OF MINUTES OF JULY 16, 2024 - Motion to approve the Minutes of the Regular Village Board Meeting held on July 16, 2024 as submitted and dispense with the reading. Moved by Trustee Prochno Seconded by Trustee Franke The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT - MUor Johnson — Mayor Johnson thanked the residents for sending letters and calling to leave messages. Mayor read some of the letters thanking the Village on what a wonderful job they did planning all the summer events. RotaryFest went well with Neon Trees and the Drone Show on Thursday. Since the concert ended a little earlier this year, the Drone Show was a bit earlier than expected. Next year we will start the band the same time as the 4th of July concert at 8:00 p.m. and if we do the Drone Show again it will be at dusk. Thank you Rotary Club for everything you do for Elk Grove. On July 23, we had the Four Tops concert outside in the parking lot. Sadly the final member of the Four Tops passed away the day before the concert. His son took a flight at the last minute to Elk Grove to thank the community for booking the Four Tops concert. His father would have wanted it to still go on. On July 25, Matt and I attended a lunch meeting with Senator Laura Murphy to talk about some issues going on and about a new park land that could be used on the MWRD property. She did acknowledge that there is some grant money available. People have been talking about dog parks for a long time and we are hopeful that we may find a spot for that. On July 26, I attended the Cook County Manufacturing Invented Event at 600 Landmeier with Maggie. We talked about how well the manufacturing industry is doing. On July 30, we had our final concert with Bret Michaels on the Village parking lot. There was great crowd and we had no rain. Also on July 30, our Police Department was going through the final reviews for CALEA certification. The first Accreditation was in 1993 and this will be our 1 Oth Accreditation this year. We had a Coffee with the Board on August 3 at 75 Turner and there was a good turnout. There have been a few burglaries in Elk Grove recently and arrests have been made. The Tree Lighting Ceremony will have some extra items this year. We will have some of the Trustees read to young people with a room set up for Christmas. There will also be a small train ride set up this year. We will also have the Grinch back and some different kinds of things to keep people warm and enjoyable. Conant High School just opened up yesterday and Cook County notified us about a week ago and they will be doing major reconstruction on Plum Grove Road from the Schaumburg area Page 1 of 7 through to Nerge which is in Elk Grove. It will go on all Fall and into next Spring. Please allow extra time. The Village set up a Bee Hive on the West side of the Village in the Public Works garage. There are 4-5 gallons that they will bottle and give to the food pantry. Thank you to the Illinois Tollway that corrected a water issue on the tollway. The Elk Grove Cemetery on Arlington Heights Road had some water issues and that problem is fixed. The Mayor talked about the properties that the Village has acquired that is changing over. The property on Higgins was bought because the buildings were so old. Some are asking about the 60-70 Turner across the street from Munchies and The Mixx Hair Salon. Those will be torn down very shortly. The buildings have asbestos and need to be remediated. The construction will be this Fall. Then 25 Turner, Munchies with the Mixx Hair Salon, building will be torn down after the first of the year. The tenants will be out by October 1 st and then we will do the remediation on that building. The final property is the Heavenly Bodies, the Burger King, and the Marathon Gas Station over at Higgins and Elmhurst. Possibly by the end of the year that property will be torn down. Mayor presented photos of the new Wingspan Development at Arlington Heights Road & Higgins. Mayor discussed the status of that development, and there are a couple of things that IDOT needs to sign off on, then the last permit is to be approved by MWRD that controls the flooding in the Village. They will start building the retail first, then build the housing component. Construction should start at the end of August beginning of September. The bridge crossing Arlington Heights Road to Busse Woods was approved by the Forest Preserves. We had a naming contest to get some ideas of what to name the shopping center. No one person's name was exactly picked, but thirteen (13) people had the main word in the name of their recommendation. So we will be rewarding all thirteen people (13) a seventy-five dollar ($75) gift card for being the winners of the name. In fact those were mailed out yesterday. The name will be "The Vue Elk Grove Village". We are always advertising in Elk Grove Village to try to attract companies to our Business Park. We recently sponsored NASCAR driver Brad Keselowski who was racing in the Chicago race for two years. In fact in the past we sponsored the Bahama's Bowl football game and Love's Fueling Station saw the advertisement and looked into coming to Elk Grove and built a Station at 1900 Busse Road. Mayor showed 2 new commercials that will run starting Labor Day through the Election. The Village makes money on permit fees and this year we collected $5 million in the first three months from Data Centers. We are the second largest manufacturing business park outside of the City of Chicago but this year the fees came in from the Data Centers. The Village is providing another relief initiative. This will be the fourth time the Village has provided economic relief to Elk Grove residents. The residents will receive two letters in the next week — a letter from the Mayor & Board of Trustees explaining the relief initiative and a letter with the pre -paid $200 gift card with instructions on how to activate it. The following Swearing Ins took place for Police Department: Officer Michael Clausen; Officer Kiril Monev; Seargent Nicholas Langendorf; and Deputy Chief Scott Eisenmenger. Trustee Jarosch — Thank you Rotarians and volunteers for an excellent RotaryFest. After volunteering, I discovered that they were very organized and everything was done well. I also attended a couple of ribbon cuttings — EL Design on Bonaventure and last week was the Vegan Copacker on Lively Boulevard. Trustee Schmidt - I attended a meeting with the onsite assessor on July 30 for the reaccreditation of the Police Department. The conversation centered around the relationship between the Village Board and the Police Department. I explained how much we support the Police Department and he said very positive things about our community. Being here for several days he witnessed the enthusiasm by the officers and he sensed that the Board supported the Police Department 100%. Trustee Schmidt said that it is not only the Police Department but we support all the departments of the Village. Trustee Prochno — Just a reminder that the Farmers Market is in the Village parking lot every Saturday from 8:00 a.m. to 1:00 p.m. through October 26. Different activities are planned every week. Trustee Franke — No Report. Page 2 of 7 Trustee Miller — I enjoyed the Coffee with the Mayor and Board with the residents. One of the things that came up was a question about the CERT program. This is a prime opportunity to get involved with the community. With all the concerts that we had this year, I want to thank the CERT volunteers. Now with Oktoberfest, the Parade, and finally the Tree Lighting Ceremony, the CERT team will be back out to assist with these events. Trustee Bush — I would like to thank the Police, Fire, Public Works and everyone for their help in setting up the concerts. The concerts were great, wonderful, and safe experiences for everyone. 5. Consideration of a request from Shinnyo-en USA Chicago Temple, 120 E. Devon Avenue, to waive permit fees to install low voltage cabling at the temporary trailer building in the amount of $120. c. Consideration of a request from Living Hope Church, 777 Meacham Road, to waive permit fees to replace sidewalk in the amount of $281. d. RECYCLING & WASTE COMMITTEE — Trustee Franke/Bush — The Rotary Club of Elk Grove Village, with the support of the Elk Grove High School Leadership and Service Program and the Elk Grove Recycling & Waste Committee, is hosting a denim fabric recycling drive. The event will take place on Saturday, September 14, from 9:00 a.m. to 12:00 p.m. at Elk Grove High School. Pick up will be at the circle drive in front of the school. a. Sustainability Plan 11. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No Report 12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — Resurfacing in the residential and business park has been completed. The Biesterfield storm sewer project near the WGN Tower has been completed. The Clearmont Bridge has lights on it and it looks beautiful at night. The water main on the residential side of Tonne is completed and they are now working on the business side of Tonne. The asphalt service and patching program has been completed. This was for areas that needed to be patched but weren't on the schedule to replace the street. The rear yard drainage schedule as been completed but they may start on one more weather permitting. Public Works did a great job picking up all the branches after the storms. 13. CABLE TELEVISION COMMITTEE — Trustee Jarosch — I would like to give a shout - out to EGTV for remembering Nanci Vanderweel and John Glass with some wonderful tributes. I challenge residents to explore EGTV on the cablecast app right on your phone. It is fun to look back and see the different editions of On Duty with Fire and Police and other exciting programming. 14. YOUTH COMMITTEE — Trustee Bush — School is back in session so there are a lot of opportunities for students to work with the Village. The jean recycling event was already mentioned but Elk Grove High School will have a Cereal Bowl contest against Rolling Meadows School in October. Details will follow. I have received several text messages about people that are happy with the gift card. 15. INFORMATION COMMITTEE - Trustee Miller — On EGTV, the Information Committee, Trustee Jarosch, Trustee Bush and myself, did a segment on how to navigate through the website and other opportunities to connect with the Village and how to find information. On the EGTV Facebook page you can navigate how to apply for permits, special events, meetings, etc. You can also go to your search engine and just type in EGTV Facebook to find that information. The Fire Department will be holding a CPR class on September 7. Please sign up through the website under the Fire Department section. The Police Department is hosting their Citizens Police Academy again. It runs for 8 weeks on Wednesdays from 6:30 p.m. to 9:00 p.m. and begins on October 2, 2024 through November 20, 2024. BUSINESS LEADERS FORUMS — Trustee Schmidt — There were 2 ribbon cuttings that were mentioned earlier. There are several Ambassador Meetings scheduled in the upcoming weeks. 17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — There will be a Blood Drive on Saturday, September 14 from 8:00 a.m. to 1:00 p.m. downstairs on the lower level. PARADE COMMITTEE — Mayor Johnson — We had a meeting last week and will meet again on August 26 at 6:00 p.m. The Parade will be very good this year. It will be on Saturday, September 21 at 2:00 p.m. There will be a Family Fest after the Parade. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson — The Lovin' Spoonful will play at the Tree Lighting Ceremony this year. 22. SPECIAL EVENTS COMMITTEE — Oktoberfest and the Parade are coming up in September. Presale tickets for Oktoberfest will begin on August 30th. 23. LIQUOR COMMISSION — Mayor Johnson — No Report 24. REPORT FROM VILLAGE MANAGER — No Report 25. REPORT FROM VILLAGE CLERK — Elk Grove will be an Early Voting Site for the Presidential General Election.
