Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A. Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt ABSENT: None A Quorum was present. Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker, and Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE / INVOCATION — Pastor Leandro Nogueira, Village Point Church 3. APPROVAL OF MINUTES OF SEPTEMBER 10, 2024 - Motion to approve the Minutes of the Regular Village Board Meeting held on September 10, 2024 as submitted and dispense with the reading. Moved by Trustee Prochno Seconded by Trustee Miller The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT — Mayor Johnson — Oktoberfest and the Parade went well. It was hot, but everything went well. Congratulations to the staff that helped plan all the special events. They are just about over, but we had a great summer. Many people have been reaching out about the abandoned car wash at the corner of Devon and Nerge. The car wash is a privately owned business but the owner agreed to have it torn down by December. Then they would put grass there in the spring. Popeye's Construction has started in the Elk Grove Town Center. The Vue at the corner of Higgins and Arlington Heights Road is under construction. Mayor Johnson swore in Eric Nocon as Firefighter/Paramedic. Trustee Jarosch — The Parade was fantastic. There was great organization and all the floats were wonderful but the Trustees float was the best as the Niagara Falls. Trustee Schmidt — The Parade was great. I also attended a ribbon cutting at Wingstop on Meacham. Trustee Prochno — Attended the ribbon cutting on September 12 at Wingstop on Meacham. On Saturday, September 14 the Elk Grove Township Safety Town had a ribbon cutting. Just a reminder that the Farmers Market continues through the end of October. Many activities are planned for October. On September 21, I was honored to be the Grand Marshal of the Hometown Parade. It was an awesome experience and was truly an honor. Trustee Franke — Thank you everyone for volunteering to help work at Oktoberfest. Thank you Rotary Club for helping to set up everything. It was a successful year. Trustee Miller — Trustee Prochno had the privilege of being Grand Marshal and while I was out of town, I was able to watch her on EGTV. The Police Department has a new Police Dog. Congratulations on the new K-9 Knox. Trustee Bush - Thank you to the students at Elk Grove High School that carried the Balloon in the Parade. The Denim Recycling drive on September 14 collected 490 pieces of denim clothing. The next event is the students at Elk Grove High School will be collecting cereal boxes against Page 1 of 5 Rolling Meadows High School. Our goal is to collect 2,000 boxes by October 25 for the Township Food Pantry. Anyone donating a cereal box can take it to Elk Grove High School. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the September 24, 2024 Accounts Payable Warrant in the amount of $437,437.89. Authorization to award a professional services contract to Insight Direct of Chandler, AZ to provide three years of licensing and support for Broadcom - VMware software in the amount of $36,471. b. Authorization to award a professional services contract to Bamboo HR LLC of Draper, UT for the purchase of a cloud -based Human Resources application in the amount of $35,171. c. Authorization to waive the formal bidding process and award a purchase contract to Castle Chevrolet of Villa Park, IL for the purchase of a 2024 Chevrolet Colorado Trail Boss in the amount of $39,829.03 from the Capital Replacement Fund. d. Authorization to award a professional services contract to CS2 Design Group, LLC of Elk Grove Village, IL to undertake mechanical building improvements within the Public Safety Building for a total contract amount of $242,473.48 from the Capital Projects Fund, in the amounts designated as follows: • $212,000.00 for the removal and replacement of the existing chiller and ancillary electrical and plumbing work; and • $30,473.48 to perform construction management services related to the mechanical building improvements within the Public Safety Building. e. Authorization to adopt Ordinance No. 3866 entitled, "AN ORDINANCE GRANTING A VARIATION OF SECTION 3-3-B: (2) OF THE ZONING ORDINANCE TO PERMIT THE CONSTRUCTION OF A SIX-FOOT (6) HIGH FENCE EXTENDING APPROXIMATELY SEVENTEEN (IT) FEET BEYOND THE NEAREST FRONT CORNER OF THE PRINCIPAL STRUCTURE ON THE ADJACENT SINGLE-FAMILY RESIDENTIAL LOT TO THE SOUTHEAST AT 801 DELPHIA COURT FOR PROPERTY LOCATED AT 793 DELPHIA COURT, ELK GROVE VILLAGE." f. Authorization to adopt Ordinance No. 3867 entitled, "AN ORDINANCE AMENDING THE SPECIAL RATE PAY PLAN BY ADDING THE ASSISTANT MECHANIC POSITION." g. Authorization to adopt Ordinance No. 3868 entitled, "AN ORDINANCE AMENDING THE POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE VILLAGE (FIRE -PLAN REVIEWER -COMMUNITY DEVELOPMENT DEPARTMENT; AND FIRE -PLAN REVIEWER -FIRE DEPARTMENT)" h. Authorization to adopt Resolution No. 61-24 entitled, "A RESOLUTION APPROPRIATING FUNDS IN THE AMOUNT OF $768,000 TO FOR THE JOINT AGREEMENT WITH THE ILLINOIS DEPARTMENT OF TRANSPORTATION FOR CONSTRUCTION ENGINEERING SERVICES FOR THE WELLINGTON ROAD & LEICESTER ROAD OVER LAKE COSMAN CULVERT IMPROVEMENT PROJECT." i. Authorization to adopt Resolution No. 62-24 entitled, "A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF AN AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY 27, 2018 FOR CERTAIN REAL ESTATE LOCATED AT 1090 PRATT BLVD. j. Consideration to adopt Resolution No. 63-24 entitled, "A RESOLUTION AUTHORIZING THE VILLAGE MANAGER AND VILLAGE CLERK TO EXECUTE A FIRST AMENDMENT TO THE LEASE TERMINATION AGREEMENT WITH MIXX HAIR SALON (53-55 TURNER AVENUE). PC Docket #24-3 - Consideration of a petition submitted by Harry & Sandra Stavros seeking a Special Use Permit for modifications to a Planned Unit Development by altering the existing site plan for the construction and addition of a new accessory structure on property located at 624 Carroll Square. (PH 09-09-2024) On September 9, 2024, the Plan Commission met to hear PC Docket 24-3 to consider the Special Use for modifications to a Planned Unit Development by altering the existing site plan for the construction and addition of a new accessory structure on property located at 624 Carroll Square. It was the consensus of the Plan Commission by a 7-0 vote to recommend approval of the petition for Special Use. Motion to direct the Village Attorney to prepare the necessary documents for the Special Use at 624 Carroll Square. ZBA Docket #24-5 - A Public Hearing for a variation to the Elk Grove Village Zoning Ordinance as it pertains to permitted locations with the petitioner seeking a fence in residential zoning districts for property located at 699 Chelmsford Lane. (PH 08-22-24) On August 22, 2024 the Zoning Board of Appeals met to hear ZBA Docket 24-5 with the petitioner seeking a variation from the zoning ordinance, as it pertains to permitted locations of fences in residential zoned district, for property located at 699 Chelmsford Lane. It was the Page 3 of 5 consensus of the Zoning Board of Appeals by a 5-0 vote to Do Grant the variation. Motion to direct the Village Attorney to prepare the necessary documents for the fence variation at 699 Chelmsford Lane. RECYCLING & WASTE COMMITTEE — Trustee Franke — Leaf pickup starts next Monday. They will pick up every week this year. The schedule is on the website to which day is your area. The final day for Leaf pickup is the Wednesday before Thanksgiving. Please put the leaves out by the 5:00 PM the night before. Please do not block the sewers. a. Sustainability Plan 11. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No Report 12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — No Report 13. CABLE TELEVISION COMMITTEE — Trustee Jarosch — Just a reminder that Fall sports are being filmed on EGTV. In addition the Parade is being replayed for anyone that may have missed it. 14. YOUTH COMMITTEE — Trustee Bush — No Report 15. INFORMATION COMMITTEE — Trustee Miller — The Elk Grove Public Library will have a program on September 26 from 2:00-3:30 PM entitled Senior Scams & Financial Abuse. Coffee with a Cop will be on Wednesday, October 2 from 7-9 AM at the McDonald's at 947 Meacham Road. The Fire Department Open House from 12:00 PM to 3:00 PM on October 5 at Station 7, 101 Biesterfield Road. The Lions Club is sponsoring the Halloween House Decorating Contest. All entries must be received by October 16. Please email lionbarbaragcomcast.net to sign up with your name, address and telephone number. 16. BUSINESS LEADERS FORUMS — Trustee Schmidt - No Report 17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — A Blood Drive was held on September 14 and 40 units of blood were collected. That will save 120 lives. The next Blood Drive will be on Saturday, December 14 in Room E. 18. PERSONNEL COMMITTEE — Trustee Schmidt — No Report 19. AIRPORT UPDATE — Mayor Johnson — No Report 20. PARADE COMMITTEE — Mayor Johnson - We have a wrap up meeting scheduled on October 14 at 6:00 p.m. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson — No Report 22. SPECIAL EVENTS COMMITTEE — Mayor Johnson — Tree Lighting Ceremony will be the day after Thanksgiving. Lovin' Spoonful will be there, we will have a special Book Reading in the afternoon and the Grinch will be there this year. 23. LIQUOR COMMISSION — Mayor Johnson — No Report 24. REPORT FROM VILLAGE MANAGER — No Report 25. REPORT FROM VILLAGE CLERK — Elk Grove is an Early Voting Site. The voting begins on October 21 through November 4.
