A RESOLUTION AUTHORIZING THE PARTICIPATION OF THE VILLAGE OF ELK
GROVE VILLAGE IN CABLE TELEVISION FRANCHISE NEGOTIATIONS
WHEREAS, the Northwest Municipal Conference is a corporate organization
representative of municipalities and townships chartered within the State of
Illinois and the County of Cook; and
WHEREAS, Article VII, Section 10, of the Constitution of the State of
Illinois, and Chapter 127, paragraph 741 through 748 of the Illinois Revised
Statutes, authorize and encourage intergovernmental association and cooperation:
and
WHEREAS, the public officials of the Northwest Municipal Conference
represent thirty local government bodies and a population of over 750,000
Illinois residents; and
WHEREAS, the Village of Elk Grove Village is authorized by virtue of
Federal and State Statute to franchise and regulate the installation and
operation of a cable television system within the municipality; and
WHEREAS, the Village of Elk Grove Village recognizes the potential for
general public and community benefit gained by the installation and operation
of such cable television systems; and
WHEREAS, the Village of Elk Grove Village has studied the complex issues
of cable television and reviewed the proposals of various franchise applicants
along with the public officials of local governments which are members of the
Northwest Municipal Conference and individually for a period of over two years;
and
WHEREAS, the Village of Elk Grove Village,at a regular meeting of the
President and Board of Trustees held on January 13, 1981, recommended
Warner -Amex as the applicant most likely to be able to provide cable television
in the manner best suited to serve the public interest; and

WHEREAS, the Village of Elk Grove Village desires to continue joint and
cooperative action with other local governments which have made a similar
determination;
NOW, THEREFORE, BE IT RESOLVED, that the Village of Elk Grove Village hereby
designates Warner -Amex as the company with which it intends to initiate cable
television franchise negotiations; and
BE IT FURTHER RESOLVED that the Village of Elk Grove Village authorizes
participation in franchise negotiations with other local governments of the
Northwest Municipal Conference which have made similar determination; and
BE IT FURTHER RESOLVED, that the Village of Elk Grove Village hereby
designates Cablenet, Inc. as the applicant with whom negotiations should
be initiated in the event a mutually beneficial franchise agreement is
not achieved with Warner -Amex; and
BE IT FURTHER RESOLVED that the Village of Elk Grove Village reserves the
right of final acceptance of the franchise and the terms and conditions of
the franchise agreement; and
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to
the office of the Northwest Municipal Conference by February 27, 1981.
Section 1. That this resolution shall be in full force and effect from
and after its passage and approval according to law.
