Tittle, Village of Elk Grove Chairperson Weiner called the meeting to order at 7:00 p.m. Item 1: May 6, 2024, Meeting Minutes Commissioner Carlson moved to approve the minutes of May 6, 2024. Commissioner Rettberg seconded the motion. Upon voting, (Rettberg, Carlson, Weiner, Morrill, DeFrenza AYES), the motion carried 5-0. Item 2: Petition for Subdivision of the properties at 901 and 1001 Wellington Avenue from one (1) to two (2) lots Chairperson Weiner asked the Petitioner to explain their purpose before the Plan Commission. C. Tittle explained that the Village is petitioning to resubdivide the properties at 901 and 1001 Wellington Avenue. The Village received a request from the Elk Grove Village Public Library to resubdivide the properties at 901 Wellington (Elk Grove Village Hall), and 1001 Wellington (Elk Grove Public Library). These two buildings are currently on one lot. This resubdivision of lots should have taken place several decades ago, although for unbeknownst reasons, the lots were not formally separated in the past. C. Tittle stated that the Elk Grove Public Library requested this resubdivision for operational purposes to have their own lot and Property Index Number (PIN) associated to the property. C. Tittle explained that the common areas between both properties that include existing sidewalks and green space will be on 901 Wellington Avenue (Lot 1) and be maintained by the Village. Commissioner DeFrenza asked what the driving force for the resubdivision is. C. Tittle explained that it is for a PIN number to be generated for the Library because they do not currently have one associated to their address. Debra Nelson, Director of the Public Library was in attendance and asked to approach the podium. D. Nelson explained that that the process for certifying the library as a tax-exempt property was changed to an electronic process and that the PIN used for several years was not accepted because it was not associated with the Library's address. D. Nelson stated that that there is a 1989 Intergovernmental Access Agreement between the Library and Village that references the subdivided properties but for some reason the finalization of the subdivision was never completed. Commissioner Morrill had no questions. Commissioner Schumm had no questions. Commissioner Rettberg stated that he was on the Library Board at that time and it was missed by both the Library and Village Board. D. Nelson explained the agreement should have been filed but was never completed. Commissioner Carlson had no questions but noted the Elk Grove Football team previously owned the Library property. Commissioner Geinosky inquired about how the Library not having a PIN did not present an issue sooner. D. Nelson explained that it was written on a paper form in the past. Commissioner Geinosky stated that the Salt Creek Flood most likely prioritized other items and there is a possibility the filing of the subdivision could have been overlooked as a result of the flood. D. Nelson concurred that may be the case. RECOMMENDATION Commissioner Carlson moved to recommend approval of the petition to resubdivide the properties at 901 Wellington Avenue and 1001 Wellington Avenue from one (1) lot to two (2) lots. Commissioner Schumm seconded the motion.
