REGULAR VILLAGE BOARD MEETING
OCTOBER 8, 2024
1. CALL TO ORDER 7:12 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.
Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,
and Village Clerk Loretta M. Murphy
The Mayor announced that the 300 cereal boxes blocking Trustee Bush are for EGHS to include
in their collection for the Elk Grove Township Food Pantry.
2. PLEDGE OF ALLEGIANCE / INVOCATION – Associate Pastor Paul Adaja, Our Lady
of the Blessed Sacrament
3. APPROVAL OF MINUTES OF SEPTEMBER 24, 2024 - Motion to approve the
Minutes of the Regular Village Board Meeting held on September 24, 2024 as submitted
and dispense with the reading.
Moved by Trustee Prochno Seconded by Trustee Jarosch
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson – On September 26, I had an opportunity to meet with the new owners of the
Super 8 hotel on Touhy. They are looking to do some work and to modernize it.
That same day, we finalized the tree lighting event and determined where everything is going
outside.
We are going to do a Drone show at RotaryFest again but this time the concert will be at 8:00
PM and the Drone show will begin at 9:45 PM so you can see everything more clearly.
On the agenda tonight is an item to approve a new water feature at Oakton and Busse to improve
the entryway to the Village.
Also at Busse Road and Landmeier, Stern Pinball has a pinball machine outside that is lit up at
night.
Behind Tapalpa, plans are being made to prepare for a Senior Center Complex. It looks like
they will go to the Plan Commission in November and hopefully by next summer they can start
construction.
One of our Fire Lieutenant’s passed away suddenly, Mark Pytlewicz. Our prayers and
condolences go out to the family.
Halloween is on Thursday, October 31. The next newsletter will have our Halloween flyer that
you can place in the window. The green side means you want trick or treaters to stop by and the
red side means please pass by this year. The hours are from 3:00 PM to 8:00 PM.
Trustee Jarosch – On September 28, I attended the Kenneth Young Center’s “Remember,
Recover & Discover” event. It highlights their efforts to help individuals with addiction.
I also attended Acme Industries for the Manufacturing Day in Elk Grove Village. They produce
machine parts for large mining equipment and transportation systems. It was nice to see a tool
and die shop that is huge. As part of the internship program at EGHS, they help teach interns
how to work in a tool and die shop.
I also attended the Sheila Ray Center Open House and learned that you have to be 55 and over to
join. There are lots of exciting things going on there.
I also went to an Interfaith Council Meeting last week. Our community PADS site started up this
past Sunday and there are opportunities to volunteer. If you are interested in donating meals,

please go to cvlutheran.org than go to Ministry/PADS to sign up.
There will be a Community Wide Thanksgiving Prayer Service hosted at St. Julian on Monday,
November 25 at 6:00 PM.
Trustee Schmidt – The Sister Cities Students are coming here tomorrow. There will be 12
students from Italy staying with students at Elk Grove Village and will be here until October 21.
We have a bunch of activities planned. In addition to the students, there will be 7 doctors
coming in that will be doing an exchange with doctors at Alexian Brothers Medical Center. We
are planning for next year because 2025 will mark 25 years since we have been doing the
student exchange program. They will come to Village Hall to meet the Mayor on Tuesday at
3:30 p.m.
Trustee Prochno – I am also involved in the Sister Cities Committee. The Elk Grove High
School students will go to Italy over Spring Break.
I also attended the Kenneth Young Center event on Saturday, September 28. It was a wonderful
program.
While visiting the Manufacturing Expo at Acme Industries, there were also students that were
working there as interns. There was a young man that started as an intern, and after he
graduated they hired him and students can start at approximately $40 an hour.
On Saturday, October 5, the Farmers Market had their annual Pet Parade. Next week will be the
last Farmers Market for the summer. They are having a children’s Halloween Parade.
I also attended the Fire Department Open House on October 5 that was from 12:00 – 3:00 PM.
Just a reminder, please be very cautious when driving and watch for bicycles and scooters on the
streets because the sun is directly in your line of site this time of year.
Trustee Franke – No Report
Trustee Miller – If anyone would like to get involved in the Village, the Community Character
Coalition collects items for Packages for Patriots. This is a wonderful organization that ships
goods to patriots overseas. They pack on the third Tuesday of every month at Lutheran Church
of the Holy Spirit. It is a wonderful opportunity to get involved.
Trustee Bush – Thank you for contributing to the Cereal Bowl for the Food Pantry. Students are
raising money also. A box has been placed in Village Hall to collect cereal boxes. They have
1,500 families that they serve a month at the Township.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the September 30, 2024 Accounts Payable Warrant in the amount of
$8,329,511.27.

a. Authorization to award a professional service contract to Tasty Catering of Elk Grove
Village, IL for food and drink sales at Oktoberfest in the amount of $51,492.50.
b. Authorization to award a construction contract to the lowest responsive and responsible
bidder, Performance Construction & Engineering, LLC of Plano, IL, for the Pratt Sanitary
Lift Station Rehabilitation Project for the amount of $437,780.00 from the Busse-Elmhurst
Redevelopment Fund.
c. Authorization to adopt Ordinance No. 3869 entitled, “AN ORDINANCE GRANTING A
SPECIAL USE PERMIT TO HARRY STAVROS IN ORDER TO PERMIT A CHANGE
TO A PLANNED DEVELOPMENT THEREBY ADDING A FIVE HUNDRED,
TWENTY-NINE FOOT ACCESSORY GARAGE STRUCTURE AT THE WILD OAKS

a. PC Docket #24-4 - Consideration of a petition from Concentra Health Services seeking a
Special Use Permit to operate an occupational healthcare facility (medical clinic) in the I-1
Zoning District located at 511 Busse Road. (PH 09-30-2024)
On September 30, 2024, the Plan Commission met to hear PC Docket 24-4 to consider the
petition for a Special Use Permit to operate a healthcare facility in the I-1 Zoning District located
at 511 Busse Road. It was the consensus of the Plan Commission by an 8-0 vote to approve the
petition for Special Use.
Motion to direct the Village Attorney to prepare the necessary documents for the Special
Use Permit at 511 Busse Road.

d. Consideration of a petition submitted by Riverpoint Property Trust, LLC seeking for
Rezoning from I-2 to I-1 for property located at 751 Pratt Boulevard. (Public Hearing date

e. Consideration of petitions seeking Rezoning from B-2 to I-1 for the purposes of operating an

10. RECYCLING & WASTE COMMITTEE – Trustee Franke – Just a reminder that the leaf
pickup has begun. There is a new schedule this year, so please check the schedule on the
website or in the latest newsletter for that information. Please do not block the sewers with
leaves.
On November 1, you can recycle old holiday lights at Village Hall until April 30.
11. JUDICIARY, PLANNING AND ZONING COMMITTEE – Trustee Prochno – No

12. CAPITAL IMPROVEMENTS COMMITTEE – Trustee Schmidt - No Report
13. CABLE TELEVISION COMMITTEE – Trustee Jarosch – Channel 6 is filming High
School athletic events.
Congratulations to the Police Department for having 2 licensed clinical professional counselors.
Teila is certified in alcohol and drug abuse situations, and Kristin is certified in Domestic
Violence situations.
14. YOUTH COMMITTEE – Trustee Bush – No Report
15. INFORMATION COMMITTEE – Trustee Miller – Halloween House Decorating Contest
entries should be directed to LionBarbara@comcast.net by October 16. The Lions Club will
judge the entries.
Prescription Drug Take Back Day is Saturday, October 26, from 10:00 AM to 2:00 PM. Also
October is National Crime Prevention Month and we encourage you to set up a process to reduce
crime in your neighborhood. October is also Domestic Violence Assistance Month.

17. HEALTH & COMMUNITY SERVICES – Trustee Prochno – October is Breast Cancer
Awareness Month. Please encourage your family members to get their mammograms.

20. PARADE COMMITTEE – Mayor Johnson – The wrap up meeting will be on Monday,
October 14. We look forward to next year’s parade.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE – Mayor Johnson – No
Report
22. SPECIAL EVENTS COMMITTEE – Mayor Johnson – Tree Lighting Ceremony is the
day after Thanksgiving. The Lovin’ Spoonful will be there to play in the evening.
23. LIQUOR COMMISSION – Mayor Johnson – No Report
24. REPORT FROM VILLAGE MANAGER – No Report
25. REPORT FROM VILLAGE CLERK – Early Voting will be at Village Hall from October
21 – November 4. The hours are on the website. Village employees are not authorized to accept
Mail Ballots. They can be dropped off at the Post Office or you can hold them until October 21
to deposit then in the Ballot Drop Box during Early Voting.
