REGULAR VILLAGE BOARD MEETIN-
OCTOBER 22, 2024
1. CALL TO ORDER – 7:06 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.
Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,
and Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE / INVOCATION - Pastor Jonah Boutell, Prince of Peace
United Methodist
3. APPROVAL OF MINUTES OF OCTOBER 8, 2024 - Motion to approve the Minutes of
the Regular Village Board Meeting held on October 8, 2024 as submitted and dispense
with the reading.
Moved by Trustee Prochno Seconded by Trustee Miller
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT –
Mayor Johnson - Today, Mayor visited the Seniors to give them a quick update on the Village.
The vacancy rate in the business park has dropped again to 1.9%.
There will be a TIF hearing on November 13.
On October 10, we had a teacher that homeschools children visit with students that were
working on their Local Government chapter.
The Village, in partnership with the High School, collaborated together to build a state of the art
kitchen at the high school. We attended a ribbon cutting on October 14 to see the students
working in the new kitchen. They have a state of the art kitchen for students to get a taste of
what Culinary School will be like when they graduate.
The Sister Cities students visited the Village Hall and received a tour on October 15. It was one
of the largest groups we have had that included Dignitaries and Doctors.
On October 17, Mayor had a meeting with Christine, our Finance Director, regarding the Tax
Levy. The Village side will not modify our property taxes this year.
On October 17, Mayor did a segment on EGTV for the Tree Lighting Ceremony that will take
place on November 29.
On October 18, many of us attended the GOA Gala at the Westin in Itasca and celebrated their
Anniversary.
At 4:00 p.m. today, we had a Liquor Hearing. It was the first time in over 3 years since we had
any issues.
Our next Coffee with the Board will be on Saturday, November 2, from 9-11 AM at 75 Turner.
There will be coffee with donuts.
There will be a Plan Commission hearing on Monday, November 18 at 7:00 PM for the
Affordable Senior Rental Housing Development.
The Cameras in the parking lots have been very helpful. The Daily Herald had an article about
one of the license plate reading cameras in Elk Grove Village in their paper on Sunday. The
person was caught in Elk Grove Village where our camera read the license plate.
There was an article in the paper regarding compensation for elected officials. The time away
isn’t much and the biggest issue is Facebook. Many people when asked to run say that they

don’t want to be bothered with comments on Facebook.
Steve Santowski and Ellen Peacock presented the Parade Awards to the following:
• Best Float – Elk Grove Youth Basketball.
• Spirit Award – Dance for Me Performing Arts Center.
• Most Creativity – Elk Grove Public Library.
• Best Theme – Community Character Coalition.
Chris Prochno was the Grand Marshal for the Parade this year. The Community Character
Coalition provided her with the Banner from the parade and a plaque signed by the Parade
Committee.
Jane Gregga spoke about Wreaths Across America that will be held on Saturday, December 14
at the Elk Grove Cemetery.
District 214 presented the Mayor and Board of Trustees with a partnership award thanking them
for their generosity. This kitchen helps students learn about restaurant catering and food
production for the future. We are pleased that many businesses contributed to the school to help
prepare students in their professional career.
Trustee Jarosch – If you haven’t received a flu vaccine yet, Elk Grove Township is offering a
free clinic on November 1 between 11:00 AM and 1:00 PM. Please call 847-437-0300 to
reserve your spot.
The Township is also collecting Winter Coats to hand out to those in need by the end of
October.
The Interfaith Council will be having an Interfaith Thanksgiving Prayer Service at St. Julian on
November 25 from 6:00 PM. To 7:00 PM.
Trustee Schmidt – The Student Exchange went well and the students left yesterday. Thank you
to all the members that are part of Sister Cities. They worked hard to ensure everything went
smoothly and our program was a success. The Doctors from the University of Palermo also had
and exchange at Alexian Brothers Hospital. Thank you to the parents for opening up their
homes. The next phase will be our students going to Sicily.
Trustee Prochno – I also have served as Vice-President on the Sister Cities Committee and
through the years we have not had one negative experience come out of it. Since I’ve been
working with Sister Cities 3 marriages came out of Sister Cities.
Thank you to the Village Board and Parade Committee for selecting me as the Grand Marshal of
the Parade. It was a wonderful experience and it will never be forgotten.
October 12 was the last Farmers Market on the Village Green. The indoor market will be
starting on November 2 at the Christus Victor Lutheran Church across from the movie theater.
Trustee Franke – The Board’s float couldn’t be voted on but it was phenomenal having a moving
float with water running. Public Works did a great job!
Trustee Miller – At the end of September, Dr. Homann had a free dental clinic that served over
50 patients worth $47,000 in service.
The Elk Grove High School Culinary Area was wonderful to see. During that visit, I was also
able to see the Counselors area that was very impressive.
On October 15, Community Organizations joined the CCC and packed 40 Boxes for Packages
for Patriots. The next collection will be November 19 and the theme is Operation World
Christmas and we are looking to prepare double the amount of boxes for Packages for Patriots at
Lutheran Church of the Holy Spirit.
Trustee Bush – On Saturday, October 26, the Community Character Coalition (CCC) will be
outside of Jewel collecting goods such as toilet paper and toothbrushes for the Township Food
Pantry from 9:00 AM to 1:00 PM.
November 8 will be the Veterans Day Assembly at Elk Grove High School.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the October 22, 2024 Accounts Payable Warrant in the amount of $437,502.63.

6. CONSENT AGENDA
a. Authorization of a request from the Elk Grove Park District, 499 Biesterfield Road, to waive
permit fees to remove and replace the concrete sidewalk and curb wall and install a new
ADA ramp at Clark Park, 681 Michigan Lane, in the amount of $393.
b. Authorization of requests from Prince of Peace United Methodist Church, 1400 South
Arlington Heights Road, to waive permit fees in the amount of $742 for the following
projects:
• Remodel the bathroom at the Church Pastorage, 1307 Berkenshire Lane, in the amount of
$362; and
• Install an electronic message sign at Prince of Peace United Methodist Church, 1400
South Arlington Heights Road, in the amount of $380.
c. Authorization of a request from Queen of the Rosary Church, 750 West Elk Grove
Boulevard, to waive permit fees for removal and replacement of the concrete apron and
asphalt drive lane in the amount of $1,551.
d. Authorization to hold the regular Village Board Meetings at 7:00 p.m. in 2025 on the second
and fourth Tuesday of the month with the following exceptions:
• March - add March 18, 2025 Budget Meeting for budget purposes at 6:00 p.m.;
• June - hold one regular Village Board Meeting to convene on June 17, 2025 at 7:00 p.m.;
• July - hold one regular Village Board Meeting to convene on July 15, 2025 at 7:00 p.m.;
• August - hold one regular Village Board Meeting to convene on August 12, 2025 at 7:00
p.m.;
• November - hold one regular Village Board Meeting to convene on November 18, 2025 at
7:00 p.m.; and
• December - hold one regular Village Board Meeting to convene on December 16, 2025 at
7:00 p.m.
e. Authorization to approve the first quarter financial report ending July 31, 2024.
f. Authorization to accept the audited Annual Comprehensive Financial Report for the Fiscal
Year ended April 30, 2024.
g. Authorization to award a construction contract to the lowest responsive and responsible
bidder, McDonagh Demolition, Inc. of Chicago, IL for the demolition at E. Old Higgins
Road and S. Elmhurst Road in an amount not to exceed $299,300.
h. Authorization to award a purchase contract to Heartland Business Systems of Little Chute,
WI for the purchase of HPE Alletra Disk Storage Systems, related accessories, installation
and support in the amount not to exceed $171,593 from the Capital Replacement Fund.
i. Authorization to concur with prior authorization to waive the formal bidding process and
award a purchase contract to Napleton Honda of Morton Grove, IL for the purchase of a new
2025 Honda Pilot Sport in the amount of $41,630.03 from the Capital Replacement Fund.
j. Authorization to waive the formal bidding process and award a purchase contract to
Bredemann Toyota in Park Ridge, IL for the purchase of a 2025 Toyota Camry Hybrid in the
amount of $36,295.03 from the Capital Replacement Fund.
k. Authorization to award a purchase contract through Choice Partners National Purchasing
Cooperative to Bear Construction Company of Rolling Meadows, IL for the office space
reconfiguration and renovation project within the Community Development Department in
the amount of $366,044.14 from the Capital Projects Fund.
l. Authorization to adopt Ordinance No. 3873 entitled, “AN ORDINANCE GRANTING A
SPECIAL USE PERMIT TO CONCENTRA HEALTH SERVICES TO OPERATE AN
OCCUPATIONAL HEALTHCARE FACILITY ON PROPERTY LOCATED AT 511
BUSSE ROAD IN THE I-1 RESTRICTED INDUSTRIAL ZONING DISTRICT.”

b. Consideration of a petition seeking a Special Use Permit to construct an electrical substation
for the property located at 101 Northwest Point. (Public Hearing date has yet to be
determined.)
c. Consideration of a petition submitted by Riverpoint Property Trust, LLC seeking for
Rezoning from I-2 to I-1 for property located at 751 Pratt Boulevard. (Public Hearing date

There is a new schedule in the newsletter and on the website for the Thanksgiving week pickup.
Please remember that you can recycle your holiday lights here at Village Hall by Community
Development starting November 1.

Prescription Drug Take Back Day is Saturday, October 26, from 10:00 AM to 2:00 PM.
There will be a Permit Café sponsored by Community Development that anyone can come in
and chat about their project to see what is needed. The Permit Café will be on Tuesday, October
29, in rooms A and B from 7:30 AM – 9:00 AM.
The Red and Green signs for Halloween are in this newsletter. The Red side is if you are not
participating and the Green sign is if you are participating.
There will be a Police Neighborhood Watch meeting on Thursday, November 7 to learn more
about crimes, etc.

17. HEALTH & COMMUNITY SERVICES – Trustee Prochno – The last Blood Drive for
this year will be on Saturday, December 14. Details will be at the next meeting.

22. SPECIAL EVENTS COMMITTEE – The next event is the Tree Lighting Ceremony the
Friday after Thanksgiving, November 29. This year there will be a book reading section to the
children from 4-5 PM, a special train ride from 4-5:30 PM, Lovin Spoonful, the tree lighting,
fireworks, and Santa.

24. REPORT FROM VILLAGE MANAGER – No Report
25. REPORT FROM VILLAGE CLERK – Early Voting has begun here in Room E and will
continue until November 4. Monday’s total count was 518 and there were 87 Mail Ballots
turned in. The hours are Monday through Saturday, 9:00 AM to 5:00 PM and Sundays from

10:00 AM to 4:00 PM.

a. Village Attorney - Prepare the necessary documents for a Special Use Permit for Concentra
Health Services to operate an occupational healthcare facility in the I-1 Zoning District
located at 511 Busse Road.
