REGULAR VILLAGE BOARD MEETING
NOVEMBER 19, 2024
1. CALL TO ORDER — 7:09 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.

A Quorum was present.

2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF MINUTES OF OCTOBER 22, 2024 - Motion to approve the Minutes
of the Regular Village Board Meeting held on October 22, 2024 as submitted and dispense
with the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT —
Mayor Johnson — We had Coffee with the Board on November 2 at 75 Turner.
The last pickup for leaves will be Thanksgiving week. Dumpsters will be available through
December 15 at both Public Works locations. Groot also picks up yard waste bags through
December 15.
On November 7, Mayor met with Grove Jr. High 7th Grade students then they toured the Police
and Fire Departments. One of the questions Mayor asked was "What do you think of not
having cell phones in school." They unanimously agreed that they did not want them in school.
November 11 was Veterans Day at the VFW. Everything went very well.
We had a TIF hearing on November 13. We met with all taxing districts for the Village and we
announced on November 13 that the past few years we have been giving them $1,000,000 out of
TIF District back early. This year they will get back $2.5 million early.
The 25th annual Tree Lighting Ceremony will be on November 29. Lovin' Spoonful will be
there, Santa, holiday book reading to the children in Room E, and a train ride by the clock
tower. There will be cookies, hot chocolate and hot cider. The Rotary Club donated 300 books
to give out.
There is a new entryway feature at Oakton and Busse under construction near Prime Data.
Some people have called about some incidents recently in Elk Grove Village. Our #1 priority is
the health, safety, and welfare of the residents. If we felt that anyone was at risk, we would
have put out notices. Please follow the guidance of our Police Department and not Facebook.
Mayor said that Trustee Bush said that $300 in boxes of cereal was all they needed to win the
Cereal Box Collection for the Food Pantry. Trustee Bush said that they brought in 3 times what
they collected in the past.
Mayor said we sent a letter to the FAA on the Fly Quiet Program. They responded quickly and
said that they would work with us but we haven't heard anything since. All we ask is that they
study all viable plans so it is fair to everyone.
A large piece of property was recently sold. Elk Grove Village will get $1,318,965 under the
real estate transfer stamp that comes to the Village. Data Centers play a large part of that.
Back in August we did a $200 gift card because the Village is doing well. The last four years
we have given $12,000,000 back to the residents. Tonight we announce that we are lowering
our property tax that will be cut by 2%.
The Presidential Election is done. Now we have the April 1, 2025 Consolidated Election

coming up. Mayor thanked everyone because nobody submitted a petition to run against him
for Mayor. 4 Petitions were filed for the 3 Village Trustee positions open.
Mayor called the Lions, Leos and Cubs up to the podium to present the Halloween House
Decorating Awards:
• Outstanding Use of Decorations on a Condo/Apartment, Tara Broodersen, 419 Pierre Dr.,
#301.
• Outstanding Overall Halloween Theme, Mike Koszewski, 1234 Dover Lane
• Outstanding Child Friendly Display, Josh & Jackie, 925 Ridge Ave.
• Outstanding Scariest Display, Joe Luce, 920/924 Cass Lane.
Aligned Data Center presented a check to the Elk Grove Township Food Pantry in the amount
of $16,000. Representatives from the Elk Grove Township Food Pantry were present to accept.
Trustee Schmidt — I attended an Eagle Scout Ceremony for Michael Milovich from Troop 95 on
Sunday, November 3.
The November 11 VFW Veterans Day Observation was very nice.
On Wednesday, November 13, I attended the Parole Hearing with Retired Deputy Chief Rose
who was the lead investigator on the case for Patty Columbo. Patty Columbo assassinated her
mother, father and younger brother. She was originally sentenced to 200 years in prison. They
will return in 2 years for her next parole hearing to make sure that she doesn't get out.
Trustee Jarosch — I want to mention a pillar in our community, Nancy Carlson, who passed
away recently. Nancy was a fixture in the Village and a fixture in the community. She worked
with the business park and also started a program called Strictly Business that highlighted
businesses in the community.
On November 6, I attended the Interfaith Council meeting. The Interfaith Council is hosting an
Interfaith Thanksgiving service on Monday, November 25 from 6:00 PM -7:00 PM at St. Julian
Church and they are inviting clergy members from different churches in Elk Grove Village to
attend.
I attended the Veterans Day event at the Elk Grove High School. Thank you Trustee Bush and
the students for hosting an amazing breakfast for all the veterans. It is very powerful to see the
students give honor to all the veterans that were present.
The PADS program is going very well. Last Sunday we had 39 participants. Go to
Cvlutheran.org to make contributions or make monetary donations.
Trustee Prochno — I attended the breakfast at EGHS for Veterans Day on November 8. This is
their 7th year celebrating the Veterans.
On November 11, I attended the Post 9284 Ladies Auxiliary VFW Veterans Observation.
The winter Farmers Market will be on the 1 st and 3rd Saturday of the month at Christus Victor
Lutheran Church. They are open from 9:00 AM to 1:00 PM.
There will not be a Summer Farmers Market in 2025.
Trustee Franke — No Report.
Trustee Miller — I'm hearing tonight that the theme is serving others. I have three examples of
people serving our Village. The Community Character Coalition (CCC) gave recognition to a
young girl named Anna who attends Village Point Church. Anna saw a homeless person and
asked her father how can I help people for those that don't have what I have. The CCC put
together 90 bags for homeless people, that will be distributed to homeless people in surrounding
communities. Prince of Peace also does a backpack program for an elementary school for the
Village. Byrd Elementary 3rd grade students decided to write letters for the Veterans through
Packages for Patriots.
Trustee Bush — We had a Blood Drive on November 16 at Elk Grove High School and collected
31 units of blood.
As for PADS, you can drop off food or milk, etc. to help the homeless.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the October 31, 2024 Accounts Payable Warrant in the amount of $8,073,935.93.

6. CONSENT AGENDA
a. Authorization of a request from the Prairie Lake School, located at 404-408 E. Devon
Avenue, to waive 2024 alarm license fees in the amount of $50.
b. Authorization of a request from the Elk Grove Park District to waive permit fees to install
fencing and foul poles for the baseball fields at Mead Park, 1769 Gibson Drive, in the
amount of $670.
c. Authorization to authorize payment of $2,000 in membership dues to the Illinois Municipal
League for Fiscal Year 2024-2025.
d. Authorization to award a purchase contract through the Minnesota State Equipment Contract
to Street Smart Rentals LLC, of Columbus, MN for the purchase of a Scorpion II Crash
Attenuator TL-3 Trailer with Arrow Board in the amount of $35,185 from the General Fund.
e. Authorization to award a sole source purchase contract to Stryker Medical of Johnsburg, IL
for the purchase of one (1) Power Stretcher in the amount of $35,603.89 from the General
Fund.
f. Authorization to award a sole source purchase contract to Stryker Medical of Johnsburg, IL
for the purchase of one (1) Power Stretcher and one (1) Power Load Stretcher System in the
amount of $63,446.11 from the Capital Replacement Fund.
g. Authorization to award a sole source purchase contract to Stryker Medical of Johnsburg, IL
for the purchase of four (4) powered stair chairs in the amount of $65,036.80 from the
Foreign Fire Insurance Board Fund.
h. Authorization to concur with the 2024 combined Village and Library property tax levy
determination in the amount of $36,115,051 less the proposed abatement of $8,435,461 for a
net levy of $27,679,589.
i. Authorization to award a professional service contract to Engineering Enterprises, Inc. of
Sugar Grove, IL to perform an analysis to determine how to maximize water reservoir
storage in the Business Park for the amount of $48,709 from the Busse/Elmhurst
Redevelopment Fund.
j. Authorization to award a construction contract to the lowest responsive and responsible
bidder, Albrecht Enterprises, Inc. of Des Plaines, IL for the Demolition at 25 Turner Avenue
in an amount not to exceed $141,200.
k. Authorization to award a professional services contract with Mac Strategies Group, Inc. of
Chicago, IL to provide strategic consulting and advocacy services to the Village in
consulting with the State of Illinois and other governmental agencies for the 2025 calendar
year in the amount of $60,000.
1. Authorization to award a professional services contract to Cornerstone Government Affairs,
Inc. of Washington DC to provide strategic consulting and advocacy services to the Village
in consulting with the State of Illinois for the 2025 calendar year in the amount of $120,000.
m. Authorization of the following:
• To concur with prior Village Board authorization to waive the formal bid process and
award a purchase contract to D'Orazio Ford of Wilmington, IL for the purchase of two (2)
Ford Escapes in the total amount of $57,571.94 from the General Fund; and
• To increase the General Fund budget in the amount of $80,000.
n. Authorization to increase the construction contract with Globe Construction, Inc. of
Addison, IL for the 2024 Village -Wide Concrete Replacement Program in the amount of
$33,574.57 for a total cost of $708,574.57 from the Capital Projects Fund and Water &
Sewer Fund.
o. Authorization to award a purchase contract through the Illinois Department of Central
Management Services to Morton Salt, Inc. of Chicago, IL for the delivery of up to 600 tons

of bulk rock salt in the amount of $42,036.
p. Authorization to award a purchase contract through the Illinois Department of Central
Management Services to Compass Minerals America, Inc. of Overland Park, KS for the
delivery of up to 2,400 tons of bulk rock salt in the amount of $166,008.
q. Authorization to award a construction contract to Misfits Construction Company of
Chicago, IL for the Residential Regulatory Sign Replacement Project Phase III in an amount
not to exceed $538,779 from the Capital Projects Fund.
r. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for a Special Use Permit to operate a recycling facility at the property located at
1550 Howard Street.
s. Authorization to adopt Ordinance No. 3874 entitled, "AN ORDINANCE AMENDING
TITLE 3 BUSINESS AND LICENSE REGULATIONS OF THE VILLAGE CODE BY
AMENDING CHAPTER 27 PRIVATE SOLAR ARRAYS FOR PUBLIC ELECTRICAL
DISTRIBUTION."

x. Authorization to adopt Resolution No. 67-24 entitled, "A RESOLUTION AUTHORIZING
THE MAYOR TO EXECUTE A JOINT AGREEMENT BETWEEN THE ILLINOIS
DEPARTMENT OF TRANSPORTATION (IDOT) AND THE VILLAGE OF ELK
GROVE VILLAGE, AND APPROPRIATE FUNDS FOR CONSTRUCTION

Edlong Corporation at 225 Scott St., and on November 15 there was a ribbon cutting at VIP
Home Theater at 740 Bonnie Ln.
17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — The next Blood Drive will
be on Saturday, December 14 from 8:00 AM to 1:00 PM in Room E. Please call 877-258-4825
