Trustee Lissner moved to enter into Executive Session, seconded by Trustee Franke. The motion
passed unanimously.

Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting
of the Mayor and Board of Trustees on March 21, 2023, this Executive Session was called to
consider review of Personnel.

The Board discussed the 2023-2024 Wage and Salary Plan proposed by Village Manage Roan,
which includes the following:
• A new Tuition Reimbursement policy for the reimbursement of 75% of tuition
costs up to a maximum of $3,000 per fiscal year, per employee funded in the
amount of $30,000 from the General Fund for the initial year of the program.
• A 3.0% adjustment to pay ranges for positions in the Specific Rate Pay Plan and
Non -Union Step Pay Ranges, and a 3.25% adjustment to Merit Pay Plan ranges.
In addition, 22 employees in the Open Merit would be eligible for 0.0% to 5.0%
merit adjustment. Included in the plan is a $25 increase to Longevity and MEP,
with no change to MIP.
• The change in allocation from 75% to 100% of the cable franchise fees to the
Cable Television Fund to fund the operations of EGTV.
• A new Vacation Carryover Policy that will offer employees the option to carry
over one week of vacation to be used within the first 8 months of the following
year. Employees will not be eligible to receive a payout for the vacation days
carried over. The days carried over are separate from the accrued vacation days
that would be eligible for pay out upon retirement or departure from the Village.
• The addition of language to the personnel classification sheet to allow the Village
Manager authority to approve a temporary over-hire/temporary staffing request
when the knowledge of a pending retirement/separation of service makes it
necessary to hire and train a replacement employee prior the departure of the
retired or separated employee.
• To reclassify Kathy Hahn's position from Executive Specialist to Executive
Coordinator in the Village Managers Office, and eliminate the Executive
Specialist position.
• The reclassification of Madison Woltman's Customer Service Assistant position
to Administrative Assistant and elimination of the Customer Service Assistant
position from the Fire Department.
• The reclassification of Erik Schultz's position of Staff Engineer to Senior
Engineer in the Community Development Department.
• The reclassification of Ken Hinkle's current position of Plan Reviewer to Senior
Plan Reviewer in the Community Development Department, and eliminate the
Staff Engineer in Community Development, and eliminate the Plan Reviewer
position in Community Development.
• The reclassification of two (2) existing Cross Seasonal employees to full-time
Maintenance Workers and addition of one (1) full-time Maintenance Worker in
the Public Works Department, and elimination of the two (2) Cross Seasonal
positions.
• The elimination of the currently vacant full-time Custodian position, and plan to
eliminate Mark Stankovsky's full-time Custodian position once he leaves service
with the Village. Additionally, the elimination of the three (3) part-time
Custodian positions over time through natural attrition in the Public Works
Department.
• The addition of (1) new full-time Utility System Operator to the Public Works
Water Division.
The consensus of the Board was to approve the 2023-2024 Wage and Salary Plan as proposed.
Additional personnel items discussed by the Board included the Public Works Union Contract
which is currently set to increase at 2.5% this year. The consensus of the Board was to offer the
Public Works Union a 3.0% annual increase through the remainder of their contract which is
more aligned with the non -union, Police Union, and Fire Union contracts.
The Board also discussed considering an increase to the hourly rates for seasonal employees. The
consensus of the Board was to inquire with nearby communities on the hourly rates offered for
seasonal summer employees and whether the positions are being filled.
