Village of Elk Grove Village
RESOLUTION OPPOSING CHICAGO SALES TAX AND CHICAGO SERVICE TAX
WHEREAS, the Northwest Municipal Conference is a corporate
organization representative of municipalities and townships chartered
within the State of Illinois and the County of Cook; and
WHEREAS, Article VII, Section 10, of the Constitution of the
State of Illinois, and Chapter 127, paragraphs 741 through 748, of the
Illinois Revised Statutes, authorize and encourage intergovernmental
association and cooperation; and
WHEREAS, the public officials of the Northwest Municipal
Conference represent thirty local government bodies and a population
of 775,000 Illinois residents; and
WHEREAS, the City of Chicago enacted a Chicago Sales Tax and
Chicago Service Tax effective August 1, 1981; and
WHEREAS, the member municipalities of the Northwest Municipal
Conference have reviewed the Chicago Sales Tax and Chicago Service Tax
and have concluded that the ordinance is unconstitutionally vague,
overbroad, and beyond the territorial jurisdiction of the City of
Chicago; and
WHEREAS, the membership of the Northwest Municipal Conference
strongly oppose the application of the Chicago Sales Tax and the Chicago
Service Tax and all other Suburban Taxes upon suburban businesses.
NOW, THEREFORE, BE IT RESOLVED, that the Village of Elk Grove
Village concurs with the statements, actions, and resolution adopted by
the Northwest Municipal Conference;
BE IT FURTHER RESOLVED, that copies of this resolution be
forwarded to the Mayor of the City of Chicago, the member municipalities
and townships of the Northwest Municipal Conference, South Suburban
Mayors and Managers Association, DuPage Mayors and Managers Association,
West Central Municipal Conference, and the Barrington Area Council of
Governments.
