REGULAR VILLAGE BOARD MEETING
JANUARY 28, 2025
1. CALL TO ORDER — 7:15 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.
Jarosch, Tammy K. Miller, Stephen F. Schmidt
ABSENT: Trustee Christine K. Prochno
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney Michael Del Galdo and
Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE / INVOCATION — Pastor Leandro Nogueira, Village Point
Church
3. APPROVAL OF MINUTES OF JANUARY 14, 2025 — Motion to approve the Minutes
of the Regular Board Meeting held on January 14, 2025 as submitted and dispense with
the reading.
Moved by Trustee Franke Seconded by Trustee Jarosch
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — On April 10, the annual State of the Village address will be at the Belvedere
from 11:00 AM to 2:00 PM.
This Saturday, February 1, will be the Coffee with the Board from 9:00 AM to 11:00 AM. at 75
Turner Avenue.
We looked at the numbers for next year's budget and the Village is doing very well.
Tonight we announce that Public Works received an award from APWA Suburban Branch for
the 2025 Public Works Project of the Year for the construction of the Clearmont Bridge.
Trustee Bush — No Report
Trustee Franke — No Report
Trustee Schmidt — Sister Cities met Monday night with our students and in March they will be
going to Termini Imerese our Sister City.
Trustee Jarosch — The PADS shelter at Christus Victor Lutheran Church averages 33-35 guests
on a Sunday evening. There are always men and women that participate but this year there are
women with children attending the PADS. We encourage you to help in some way. There is a
need for clean-up help on Monday morning from 6:30 AM to 7:30 AM. Please call 847-437-
2666 or go to info@cvlutheran.org.
The Community Blood Drive will be held at Village Hall on Saturday, February 8, from 8:00
AM to 1:00 PM. If you would like to register for a time, please call 877-258-4825. For more
information please go to elkgrove.org.
Trustee Miller — Nest Pediatric Clinic located at 901 Biesterfield, Ste 213 had a ribbon cutting.
They take same day visits and appointments, for the sick or well-being.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the January 28, 2025 Accounts Payable Warrant in the amount of $543,154.09.

6. CONSENT AGENDA
a. Consideration to grant a variation from Municipal Code, Section 8-1213-1-11), Easements, to

permit the construction of a shed, which will encroach three feet (3') into the ten -foot (10')
rear yard public utility and drainage easement at 1332 Berkenshire Lane.
b. Consideration to award a purchase contract with BOS of Roselle, IL for office furniture
associated with the renovations within the Community Development office space in the
amount of $62,363.19 from the Capital Projects Fund.
c. Consideration to increase the professional engineering service contract with Gewalt
Hamilton Associates, Inc. of Vernon Hills, IL for the design engineering services for the
installation of fire hydrants along Elmhurst Road in the amount of $18,000 for a total
contract not to exceed $72,700 from the Busse -Elmhurst Redevelopment Fund.
d. Consideration to adopt Ordinance No. 3888 entitled, "AN ORDINANCE AMENDING
SECTIONS OF PARAGRAPH M OF SECTION 8-12B-1-2 OF THE VILLAGE CODE
PERTAINING TO THE PLANTING OF TREES THROUGHOUT RESIDENTIAL
SUBDIVISIONS AND COMMERCIAL ESTABLISHMENTS IN THE VILLAGE."
e. Consideration to adopt Resolution No. 7-25 entitled, "A RESOLUTION AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE A PURCHASE AND SALE
AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE AND HOUSING
OPPORTUNITY DEVELOPMENT CORPORATION (750 S. ARLINGTON HEIGHTS

located at 2355 Greenleaf Avenue, 2395 Greenleaf Avenue, and 2461 Greenleaf
Avenue. (PH 2-3-2025)
b. Consideration of a petition seeking a Special Use Permit to construct an electrical substation
for the property located at 101 Northwest Point. (Public Hearing date has yet to be
determined.)
c. Consideration of a Petition for Resubdivision and associated variations for a data center
campus development at 1701 Midway Court. (Public Hearing date has yet to be determined.)

10. RECYCLING & WASTE COMMITTEE — Trustee Franke — Please remember to bring
old holiday lights to be recycled to Village Hall until the end of April. There is a box next to the
Community Development Department.

12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — There will be a
Capital Improvements Committee on Friday, January 31 at 10:00 AM to discuss the 2025
Roadway Maintenance Program.
13. CABLE TELEVISION COMMITTEE — Trustee Jarosch — I encourage everyone to check
out the recent "In the Grove" where Trustee Franke is interviewing Chief Dorn.
14. YOUTH COMMITTEE — Trustee Bush — The Youth Scholarship Applications are now
available on the Village Website that are due in April.
15. INFORMATION COMMITTEE — Trustee Miller — The Police Department is inviting the
community to their Neighborhood Watch meeting that is this Thursday, January 30 at 7:00 PM.

This Spring the Public Works Department will have their Public Works Academy that runs for 5
weeks starting on Wednesday, April 16 from 6:00 PM to 8:30 PM at 450 E. Devon. Information
is on the website or you can call the Public Works department at 847-734-8800.

4th of July is Cheap Trick, July 17 at RotaryFest is OAR, July 22 on the Village Green is Scotty
McCreery, and July 29 on the Village Green is Bachman Turner Overdrive (aka BTO)
