REGULAR VILLAGE BOARD MEETING
FEBRUARY 25, 2025
1. CALL TO ORDER — 7: 06 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.
Jarosch, Tammy K. Miller, Christine K. Prochno,
ABSENT: Trustee Stephen F. Schmidt
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney Michael Del Galdo and
Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE / INVOCATION — Pastor Dan Folwaczny, Our Lady Of
The Blessed Sacrament
3. APPROVAL OF MINUTES OF FEBRUARY 11, 2025 — Motion to approve the
Minutes of the Regular Board Meeting held on February 11, 2025 as submitted and
dispense with the reading.
Moved by Trustee Prochno Seconded by Trustee Miller
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — The March Budget meeting is coming up. We continue to take excess money
to pay down our debt. This will be the third year in a row.
The election is on April 1, 2025 and the board is running unopposed.
A resident reached out to the board regarding chicken coops. The Village Board is not
interested in the idea of having chicken coops.
The Fire Department recently received a $26,000 Grant for a Personal Protective Equipment
Decon Washer that cleans their equipment after use.
The Village is working on annexing the Cemetery into Elk Grove Village. That is the only
cemetery that has documented Revolutionary War Veterans. We will then have a fundraiser to
help restore the area as far as fencing, driveway, and most importantly some of the headstones.
Next year is the Village's 70th Birthday and also the Country's 2501h Birthday so what better
time to restore the cemetery on July 4, 2026.
Trustee Jarosch — On February 20, Trustee Schmidt and I attended a Business Ambassador visit
to Consolidated Electrical Distributors located at 2801 Busse Road. They are one of the largest
commercial electrical supply houses in the Chicago area and have been in business since 1957.
Trustee Prochno and I also attended the board meeting for "A Caring Place" and she will
elaborate more on that event.
Trustee Prochno — The Farmers Market is still going on at Christus Victor Lutheran Church on
the Pt and 3rd Saturday of the month from 9:00 AM to 1:00 PM through May.
After the last snowstorm, thank you to all the people that shoveled their sidewalks and
driveways for your neighbors and friends.

Trustee Bush — Elk Grove High School is hosting a Blood Drive on Saturday from 8:00 AM -
1:00 PM.
Congratulations go out to Julia Korzen on achieving her IHSA State Wheelchair Bowling
Championship. The school did an assembly today on her behalf.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the February 25, 2025 Accounts Payable Warrant in the amount of $589,808.83.

6. CONSENT AGENDA
a. Consideration of requests from the Elk Grove Park District, 499 Biesterfield Road, to waive
permit fees in the amount of $5,798.08 for the following projects:
Replacing and installing sprinklers at the Al Hattendorf Center, 225 East Elk Grove
Boulevard, in the amount of $148.08;
Installing lighting at the pickleball court at Marshall Park, 711 Chelmsford Lane, in the
amount of $1,145; and
Installing a pickleball court and enclosure at Marshall Park, 711 Chelmsford Lane, in the
amount of $4,505.
b. Consideration to award a professional service contract to Lauterbach & Amen, LLP of
Naperville, IL to perform the Village's annual audit in an amount not to exceed $34,390.
c. Consideration to award a purchase contract through the Illinois State AED Contract to
Second Chance Cardiac Solutions of Yorkville, IL for the acquisition of 33 automated
external defibrillators (AEDs) in the amount of $53,998.56.
d. Consideration to waive the formal bidding process and award a purchase contract to IN -
PIPE Technology of Wood Dale, IL for the purchase of a biological -based sanitary grease
elimination program in the amount of $42,000 from the Busse -Elmhurst Redevelopment
Fund.
e. Consideration of a request to renew a landscape services contract to Langton Group of
Woodstock, IL for the 2025 Residential & Business Park - Turf and Landscape Bed
Maintenance contract in the amount of $359,899.03 from the Public Works General,
Residential Enhancement, BLF, and Busse -Elmhurst Redevelopment Funds.
f. Consideration to award a professional service contract to Christopher B. Burke Engineering,
Ltd. of Rosemont, IL for design engineering services for the Devon Avenue sidewalk
project in the amount of $75,375 from the Capital Projects Fund.
g. Consideration to award a construction contract to Builders Asphalt, LLC of Hillside, IL to
furnish hot -mix asphalt materials as part of the 2025 Hot -Mix Asphalt Material Purchase
Contract in the amount of $74,000 from the Motor Fuel Tax, General and Water & Sewer
Funds.
h. Consideration to award a contract to the lowest responsive and responsible bidder, Builders
Paving, LLC of Hillside, IL for the 2025 Business Park Street Rehabilitation project in the
amount of $1,555,808 from the Business Leaders Forum Fund, Water & Sewer Fund and
Busse -Elmhurst Redevelopment Fund.
i. Consideration to award a construction contract to the lowest responsive and responsible
bidder, Builders Paving, LLC of Hillside, IL for the 2025 Residential Roadway Resurfacing
project in the amount of $3,390,884 from the Motor Fuel Tax, Capital Project, and Water &
Sewer Funds.
j. Consideration to adopt Resolution No. 11-25 entitled, "A RESOLUTION AUTHORIZING
VILLAGE OFFICIALS TO SIGN A WORK PERMIT FROM THE ILLINOIS
DEPARTMENT OF TRANSPORTATION ON BEHALF OF THE VILLAGE OF ELK
GROVE VILLAGE."
k. Consideration to adopt Resolution No. 12-25 entitled, "A RESOLUTION AUTHORIZING
THE VILLAGE OF ELK GROVE TO APPLY FOR FUNDING ASSISTANCE
THROUGH THE INVEST IN COOK GRANT PROGRAM ADMINISTERED BY COOK
COUNTY, PROVIDING LOCAL ASSURANCE FOR THE DEVON AVENUE
SIDEPATH PROJECT."
1. Consideration to adopt the following Resolutions for the 2025 Roadway Maintenance
Program:
Resolution No. 13-25 entitled, "A RESOLUTION AUTHORIZING ROADWAY
IMPROVEMENTS BY A MUNICIPALITY UNDER THE ILLINOIS HIGHWAY
CODE AND APPROPRIATING $1,262,009.48 FROM THE MOTOR FUEL TAX
(MFT) FUND TOWARD THE 2025 ROADWAY MAINTENANCE PROGRAM";

• Resolution No. 14-25 entitled, "A RESOLUTION AUTHORIZING ROADWAY
IMPROVEMENTS BY A MUNICIPALITY UNDER THE ILLINOIS HIGHWAY
CODE AND APPROPRIATING $737,990.52 IN REBUILD ILLINOIS BOND (RBI)
FUNDS WITHIN THE MOTOR FUEL TAX (MFT) FUND TOWARD THE 2025
ROADWAY MAINTENANCE PROGRAM"; and
• Resolution No. 15-25 entitled, "A RESOLUTION AUTHORIZING THE
MAINTENANCE OF STREETS AND HIGHWAYS BY A MUNICIPALITY UNDER
THE ILLINOIS HIGHWAY CODE AND APPROPRIATING $50,000 FROM THE
MOTOR FUEL TAX (MFT) FUND FOR THE ANNUAL ASPHALT MATERIAL

10. RECYCLING & WASTE COMMITTEE — Trustee Franke — Holiday lights can be
recycled at Village Hall until April 30.
Groot will start picking up yard waste bags on April 1.
Recently newspaper articles have shown garbage trucks on fire because of lithium batteries
being tossed in the trash. We do accept lithium batteries at Village Hall for recycling.

15. INFORMATION COMMITTEE — Trustee Miller - The Public Works Academy begins
on April 16 and runs every Wednesday from 6:00 PM to 8:30 PM for five weeks at the Public
Works location, 450 E. Devon. Applications/waivers are on the website and registration closes
April 11.
16. BUSINESS LEADERS FORUMS — Trustee Schmidt (absent) — No Report
17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — Trustee Jarosch and I
attended the A Caring Place Board Meeting on Thursday, February 20. A Caring Place is a
respite program at Christus Victor Church. They provide full and %2 day services for seniors at

a reasonable rate giving their families a safe, supportive environment that meets physical, social
and emotional needs. Please call 847-437-2666 if you would like more information.

19. AIRPORT UPDATE — Mayor Johnson — There will be a SOC meeting this Friday
morning at 9:00 AM.
20. PARADE COMMITTEE — Mayor Johnson — The meetings will start Monday, April 7 at
6:00 PM.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson — On the
4th of July is Cheap Trick, July 17 at RotaryFest is OAR, July 22 on the Village Green is
Scotty McCreery, and July 29 on the Village Green is Bachman Turner Overdrive (aka BTO).
