MINUTES
REGULAR VILLAGE BOARD MEETING
MARCH 25, 2025
1. CALL TO ORDER — 7:13 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.
Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,

2. PLEDGE OF ALLEGIANCE / INVOCATION — Pastor Jintaek Chung, Trinity Gospel

3. APPROVAL OF MINUTES OF MARCH 11, 2025 -Motion to approve the Minutes of
the Regular Board Meeting held on March 11, 2025 as submitted and dispense with the
reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — On March 13, I had an opportunity to do a virtual Zoom call with the
Technology and Manufacturing Association to give them a briefing.
On March 18, we had our Budget workshop to discuss the current budget that will be approved
at our next meeting in April.
On March 20, the Japanese Exchange Students came to our Village to meet with the Mayor and
tour the Police and Fire Stations.
Also, on March 20 we had our Volunteer Appreciation Dinner at the Garden Terrace to thank
our volunteers for the time and commitment that they give to the community.
The Police Department did a Tobacco check to make sure that all of the vape shops are abiding
the new Ordinance that banned the sale of Kratom. All signage has been removed, and all
tobacco shops have passed the check. Elk Grove is strict with tobacco and liquor checks, and it
is working well to require proof of ID.
The Suburban O'Hare Commission met a week ago Friday to go over our efforts to get a Fly
Quiet Program going at O'Hare. We have been trying to work with the O'Hare Noise
Compatibility Commission, the FAA and the Chicago Department of Aviation to do a fair Fly
Quiet Program at night to get some relief. We filed a suit in November and within 24 hours
they reached out to find out what they could do to settle the suit. The laws require them to
consider all plans together. Our plan submitted spreads out the fairest noise impact and 15-16
months later they still have not considered our plan. The Suburban O'Hare Commission is just
asking them to follow the law and if they don't work with us, we will refile without prejudice.
The Police Department has the sole job to protect the community and return home at night after
work. We received a recent statement from an officer involved shooting in December of 2023.
The Major Case Assistance Team (MCAT) is a regional investigative team comprised of 26
area Police Departments that contribute investigators and evidence technicians to assist
agencies in need of independent major case investigations. After a very thorough investigation
by MCAT along with the review by the Cook County State's Attorney's Office and the Office
of the Illinois State's Attorney's Appellate Prosecutor, it was determined that the action that the
Elk Grove Village Police Officers were consistent with all applicable laws and regulations.
These findings confirmed that the Police Officers responding to a very difficult and challenging
situation acted in a way that was appropriate given the threat posed to their own safety. The
Police Officers who responded had a combination of crisis intervention team, training, mental
health training and de-escalation training. All of which were utilized during the response of the

situation. This remains a sad and tragic incident for our community, and we continue to offer
our condolences to the Murray family and his loved ones. We are grateful for the assistance of
our partner agencies and hope that this information will continue the healing process as this
community moves forward.
Unfortunately, people like to speak sometimes on social media and sometimes people cross the
line when they speak. Tonight, I am asking Jeff Snyder to publicly apologize to the Police
Department for his comments on this incident.
The Mayor read a proclamation honoring Julia Korzen from Elk Grove High School for earning
the IHSA State Wheelchair Bowling Champion for 2025.
Trustee Bush — There are several scholarships available for high school seniors. The
Community Character Coalition (ccceg.org) has one due on April 21 and the Village Youth
Scholarship is due April 6.
Elk Grove High School is having a shoe drive on April 26 for anyone that has shoes that they
no longer need. Students are partnering with the Rotary Club, VanFossen Chiropractic,
Berkshire Hathaway and Johnson Insurance, who all have boxes in their office to drop off
shoes. This is for any new or used shoes that will be shipped out to an organization called
"Soles4Souls" to help get new shoes and clothing to people in crisis situations. There will be a
drive outside Elk Grove High School on April 26 between the hours of 9:00 AM to 11:00 AM,
which is the final day of the shoe drive.
Trustee Miller — Continuing on with the Community Character Coalition (CCC), in years past,
we would have youth groups gather inside the Village Hall and would honor those projects that
were done for the community. The CCC has decided to recognize the children at the place
where they hold the community service project rather than at Village Hall. The CCC has been
going to different schools throughout the year and hosting an assembly for the students to
present the certificates this year.
Trustee Franke — No Report
Trustee Prochno — On Friday, March 14, I attended the Open House at the Sheila Ray Adult
Center. I learned about the different activity groups they offer, their Senior fitness classes and
enjoyed an entertaining performance by their Ambassador Group. If anyone is interested in
participating in any programs, please go to elkgroveparks.org.
Also, the Winter Farmers Market is still going on at Christus Victor Church on the I" and 3rd
Saturday of the month from 9:00 AM to 1:00 PM. The Farmers Market will run through May.
The next Market will be on April 5h.
Trustee Schmidt — The students from the Sister Cities Exchange are in Sicily right now visiting
the high school and staying with the families that are part of the exchange to experience the
different cultures.
I also attended the Volunteer Dinner with several other Trustees, and it was an honor to thank
all of those that contribute their time to the community.
Trustee Jarosch — PADS is nearing the end of their October through May season. Thank you to
all the community people that have volunteered their time.
I also will thank everyone at the Volunteer Dinner for contributing their time to the community.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the March 25, 2025 Accounts Payable Warrant in the amount of $ 471,964.72.

a Petition for a Special Use Permit for a Meeting Hall Use at 2200 Estes Avenue in the I-2
Industrial Zoning District.

c. Consideration to award a services contract to Core & Main of Carol Stream, IL for the
annual Sensus Regional Network Interface & Analytics and antenna maintenance agreement
at a cost not to exceed $45,743 from the Water & Sewer Fund.
d. Consideration to award a contract to the lowest responsive and responsible bidder GC
Designs, Inc. of Minooka, IL for the Village Green Brick Replacement project in the
amount of $95,551.75 from the Residential Enhancement Fund.
e. Consideration to waive the formal bidding process and award a construction contract to
Builders Paving, LLC of Hillside, IL for the resurfacing of 0.7 miles of additional streets in
the amount of $428,685 from the Capital Project Fund.
f. Consideration to award a construction contract to the lowest responsive and responsible
bidder, Acqua Contractors Corporation of Elmhurst, IL for the Elmhurst Road Fire Hydrant
Extension project in the amount of $639,000 from the Busse Elmhurst Redevelopment
Fund.
g. Consideration to adopt Resolution No. 21-25 entitled, "A RESOLUTION AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE A PURCHASE, SALE AND
REDEVELOPMENT AGREEMENT WITH WOLF FAMILY ENTERPRISES, LLC (1201
BUSSE ROAD)."

On February 3, the Plan Commission met to hear PC Docket 25-1 to consider a petition for
Resubdivision and a Special Use Permit for properties located at 2355 Greenleaf, 2395
Greenleaf and 2461 Greenleaf. It was the consensus of the Plan Commission by a 9-0 vote to
approve the petition for resubdivision and special use.
Motion to direct the Village Attorney to prepare the necessary documents for 2355
Greenleaf, 2395 Greenleaf and 2461 Greenleaf Ave.

9. ZONING BOARD OF APPEALS — Village Manager Roan —
a. ZBA Docket 25-1- A Public Hearing for a variation of the Elk Grove Zoning Ordinance
No. 3842 as it pertains to permitted square footage for a shed in residential zoning districts
for property located at 1531 Oregon Trail. (PH 03-13-2025)
On March 13, the Zoning Board of Appeals met to hear ZBA Docket 25-1 with the petitioner
seeking a variation of the Zoning Ordinance as it pertains to permitted square footage for a shed
in the residential zoning district for property located at 1531 Oregon Trail. It was the consensus
of the Zoning Board of Appeals by a 6-2 vote to DO GRANT the requested variation.
Trustee Bush asked the petitioner why he is asking for 160 square feet instead of 150 square
feet.

Petitioner Donato Latrofa, resident at 1531 Oregon Trail stepped up to the podium. The reason
for the extra 10 square feet (one linear foot) is it is a prefab shed, and they only come in certain
sizes. If he could have 150 square feet, he would have ordered it, but they only came in 160.
Motion to direct the Village Attorney to prepare the necessary documents for 1531 Oregon
Trail.

On March 13, the Zoning Board of Appeals met to hear ZBA Docket 25-2 with the petitioner
seeking a variance as it pertains to permitted locations of fences in the residential zoning district
for property located at 699 Chelmsford Lane. It was the consensus of the Zoning Board of
Appeals by a 9-0 vote to DO NOT GRANT the variation.
Motion to Deny the request for the fence variation at 699 Chelmsford Lane.

10. RECYCLING & WASTE COMMITTEE — Trustee Franke — We are still accepting
Holiday Lights if you haven't taken them down yet and they need to be recycled.
April 1 is when Groot starts picking up the yard waste bags through December 15.
The Village will offer a Special Spring Leaf Collection that will take place on Monday, April 7.
Trucks will make one pass through the residential areas to pick up the leaves.
The Large Branch Pickup will begin the week of April 28. Residents must contact Public
Works at 847-437-8800 between the hours of 7:30 AM to 4:00 PM to request a pickup. Calls
received no later than 4:00 PM on April 25 will be accepted.

Community Development is hosting another Permit Caf6 on Tuesday, April 1 from 7:30 AM to
9:30 AM in Rooms A and B of the Village Hall. This will give residents the opportunity to
receive professional advice on all types of construction projects. Coffee and donuts will be
served.
The Fire Department will have a Friends and Family CPR class on April 19 at Station 10 at 676
Meacham beginning at 9:00 AM.
The Public Works Academy is still accepting applications until April 11. The Academy starts
on Wednesday, April 16 from 6:30 PM to 8:30 PM.
