REGULAR VILLAGE BOARD MEETING
MARCH 11, 2025
1. CALL TO ORDER – 7:08 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.
Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,
and Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE / INVOCATION: Pastor Jonah Boutell, Prince of Peace

3. APPROVAL OF MINUTES OF FEBRUARY 25, 2025 – Motion to approve the
Minutes of the Regular Board Meeting held on February 25, 2025 as submitted and
dispense with the reading.
Moved by Trustee Prochno Seconded by Trustee Bush
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson – On February 27, we met with Daryl Pass from the Kenneth Young Center to
talk about the Elk Grove Cares Program. The Narcan dispensary in the Police Department has
been extremely helpful.
We had a SOC Meeting on February 28 to go over the FAA Fly Quiet Program. The FAA had
agreed to sign an agreement stating that they would consider all the information for surrounding
suburbs, but they haven’t done so yet per the NEPA Law.
On March 6, I spoke with George Busse who will be retiring at the end of his term. It is
amazing of what the Township does for the community. George will be here on April 22nd for
the Committee of the Whole to share what the Township does for the community.
Itasca is dropping their fireworks on the 4th of July so there will not be any issues with parking,
etc. around the park where they normally have it. Elk Grove will be having Cheap Trick
playing at 8:00 PM followed by fireworks on the Rotary Green.
The Daily Herald and the Elk Grove Journal had articles recently about the Village working
with the cemetery to annex it into the Village. We will be using no tax dollars to pay for
moving it into the Village. We will accept donations for the work that needs to be done.
On the agenda tonight, 100 Turner closed on March 5. Also, on the agenda is the extension for
Staples and Home Depot, we are working with the owner.
The affordable Senior Housing has submitted their paperwork, and they should know by July if
their funding comes in and they hope to start building a year from now.

Trustee Prochno – The Farmers Market continues at the Christus Victor Church on the 2nd and
4th Saturday of the month from 9:00 AM to 1:00 PM

Trustee Jarosch – On Thursday, May 1, the Kenneth Young Center will be hosting an Interfaith
Prayer Luncheon at 11:30 PM.

shown on the February 28, 2025 Accounts Payable Warrant in the amount of
$3,646,666.89.

a. Consideration of a request from the Illinois Department of Transportation (IDOT) to waive
permit fees for the parking lot reconstruction at 1101 Biesterfield Road in the amount of
$31,668.
b. Consideration to approve the third quarter financial report ending January 31, 2025.
c. Consideration to award a construction contract to the lowest responsive and responsible
bidder Acqua Contractors Corporation of Elmhurst, IL for the Bennett Road and Gaylord
Street Intersection Drainage Improvements project in the amount of $626,000 from the
Business Leaders Forum Fund.
d. Consideration to commit to the purchase of Bulk Rock Salt through the State of Illinois
Joint Purchasing Contract in the amount of 2,500 tons for the FY 2025-2026 winter season.
e. Consideration to adopt Resolution No. 16-25 entitled, “A RESOLUTION ADOPTING THE
2025 OFFICIAL ZONING MAP OF THE VILLAGE OF ELK GROVE VILLAGE AS OF
DECEMBER 31, 2024.”
f. Consideration to adopt Resolution No. 17-25 entitled, “A RESOLUTION AUTHORIZING
THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT WITH THE
ILLINOIS STATE TOLL HIGHWAY AUTHORITY (ILLINOIS TOLLWAY) AND THE
VILLAGE OF ELK GROVE VILLAGE AS PART OF THE I-490 ELGIN O’HARE
WESTERN ACCESS PROJECT.”
g. Consideration to adopt Resolution No. 18-25 entitled, “A RESOLUTION AUTHORIZING
THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT WITH THE
CITY OF DES PLAINES AND THE VILLAGE OF ELK GROVE VILLAGE AS PART
OF THE I-490 ELGIN O’HARE WESTERN ACCESS PROJECT.”
h. Consideration to adopt Resolution No. 19-25 entitled, “A RESOLUTION AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE AN AGREEMENT FOR THE
VILLAGE OF ELK GROVE VILLAGE TO RE-ENTER INTO A MUTUAL AID
AGREEMENT WITH THE ILLINOIS PUBLIC WORKS MUTUAL AID NETWORK
(IPWMAN).”

17. HEALTH & COMMUNITY SERVICES – Trustee Prochno – The Village Blood Drive
will be on May 10 in Room E of Village Hall from 8:00 AM to 1:00 PM.

4th of July is Cheap Trick, July 17 at RotaryFest is OAR, July 22 on the Village Green is
Scotty McCreery, and July 29 on the Village Green is Bachman Turner Overdrive (aka BTO).

May 26, 2025 at the Park District Pavilion.
