Knickerbocker, and Deputy Village Clerk, Jennifer S. Mahon 2. PLEDGE OF ALLEGIANCE / INVOCATION – Dr. Shehrebanu Merchant, The Dawoodi Bohras of Chicago 3. APPROVAL OF MINUTES OF MARCH 25, 2025 -Motion to approve the Minutes of the Regular Board Meeting held on March 25, 2025 as submitted and dispense with the reading. Moved by Trustee Prochno Seconded by Trustee Miller The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT – Mayor Johnson – On April 7, the Village Manager and I attended a meeting at Senator Laura Murphy’s office. MOTION TO RE-APPOINT THE FOLLOWING MEMBERS OF THE BOARDS AND COMMISSIONS FOR THE VILLAGE. Fire Pension – Michael Belpedio; Foreign Fire Insurance Board – Joseph Thompson; Plan Commission – Kitty Weiner; Paul Rettberg; Jim Morrill; Louis Bacigalupo; Rosanna DeFrenza; and Zoning Board of Appeals – Robert Serrano, Jr. Moved by: Trustee Prochno Seconded by: Trustee Bush AYES: Trustees Franke, Jarosch, Miller, Prochno, Schmidt, Bush NAYES: None ABSENT: None MOTION CARRIED Congratulations to the Fire Department for receiving Accreditation for two years in a row and they now have a certification rating as ISO-1. There was an accident near the Industrial Park where some people have made comments on Facebook that were very negative about Elk Grove Village. The investigators did their job and discovered that there were 2 automobiles that were charged with street racing and 1 truck driver that failed to stop at a stop sign. Elk Grove Village sent out an Emergency watermain repair notice regarding JAWA having to work on their 90” watermain. Our backup systems worked perfectly and thank you to those people that had the knowledge and the foresight to have a system in place to back up the system with interconnects with local communities. Ken Grams set the record last week for the most wins in the history of Illinois as being a Girls Softball Coach at Elk Grove High School. We will recognize him at a Board Meeting soon. Nicor/AT&T will start line repairs starting at the end of April/May. Different lines but in the same area. Landscapers will be working hand in hand to fix anything that needs to be fixed. We will give out notice as soon as we receive information on this project. The streets between Page 2 of 5 Nerge and Meacham are involved including Tennessee Ln, Luisiana, Arkansas, Kentucky, Mississippi, Florida, Alabama, Georgia, Carolina, Wisconsin and Richmond Ct. The State of the Village will be this Thursday as mentioned in the Newsletter. The Election went well. The early voting totals for the Presidential Election were much higher than the early voting for the local Election. The local Election affects the community much more than the Presidential Election, but we are happy the way things turned out. The newly elected officials will be sworn in on Tuesday, May 27. Trustee Franke – No Report Trustee Prochno – Happy Birthday to our Village Manager Matt Roan. The next Farmers Market will be on April 19 from 9:00 AM to 1:00 PM at Christus Victor. It will be held on the 1st and 3rd Saturday of the month through the end of May. Trustee Schmidt – Last Thursday, several of us attended a ribbon cutting with Protech Environment at 1550 Howard. There is a whole process that recycles all electronics. Trustee Miller – One of the Business Ambassador Visits was with A&A Custom Shirts which is a shirt business here in town. The Community Character Coalition (CCC) is starting up the “Chalk It Up to Character” next month from May 11 through May 17. You will see chalk displays all over Elk Grove. Trustee Jarosch – Please add to your calendar that Thursday, May 1 from 11:30 AM -1:30 PM, the Interfaith Council Luncheon will be at the Kenneth Young Center. Please RSVP by April 21 or respond to me at kjarosch@elkgrove.org. Trustee Bush – Thank you for the CCC offering the Chalk It Up To Character. This will give the seniors something to do on their last week of school. Elk Grove High School is having a shoe drive on April 26 for anyone that has shoes that they no longer need. Students are partnering with the Rotary Club, VanFossen Chiropractic, Berkshire Hathaway and Johnson Insurance, who all have boxes in their office to drop off shoes. This is for any new or used shoes that will be shipped out to an organization called “Soles4Souls” to help get new shoes and clothing to people in crisis situations. There will be a drive outside Elk Grove High School on April 26 between the hours of 10:00 AM to 11:00 AM, which is the final day of the shoe drive. We have already collected 400 pairs of shoes that were sent to Soules4Souls. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the March 31, 2025 Accounts Payable Warrant in the amount of $3,287,612.15. Consideration to renew a contract with Trees "R" Us, Inc. of Wauconda, IL for routine and emergency tree removal services in the amount of $29,263.27 from the General Fund. b. Consideration to renew a maintenance service contract with Midwest Power Industry Inc. of Ringwood, IL for the Village's generator maintenance contract in the amount of $42,397.95 from the General Fund and Water & Sewer Fund. c. Consideration to award a purchase contract to Liftoff, Inc. of Crofton, MD to provide the Village licensing for multiple Microsoft products, including Email, Teams, Defender/Entra ID Licensing and M365 Applications in an amount not to exceed $85,037. Consideration to award a purchase contract to Presidio Networked Solutions Group, LLC of Chicago, IL for the purchase of Cisco Catalyst core switch, related accessories and support in an amount not to exceed $124,022. e. Consideration to renew a contract with Crystal Maintenance Plus, Corporation of Mount Prospect, IL for cleaning and custodial services: Village Hall & Public Safety Building, James Paul Petri Public Works Facility and Public Works Biesterfield Facility contracts in a total amount of $124,858.86 from the General Fund. f. Consideration to award the following professional service contracts to JDA Aviation Technology Solutions of Olney, MD: • A contract for ongoing technical support and analysis of the overnight Runway Rotation Program currently under review by the FAA in the amount of $100,000; and • A contract for the review of the CDA/FAA environmental analysis and an independent full noise contour analysis for Fly Quiet alternatives in the amount of $263,582. g. Consideration to renew a maintenance service contract with H&H Electric Co. of Franklin Park, IL for the annual arterial and Business Park street light maintenance in the amount of $176,468.46 from the BLF Fund, Busse-Elmhurst Redevelopment Fund, and Higgins Road Corridor Redevelopment Fund. h. Consideration to award a professional services contract to the Illinois Public Risk Fund of Bedford Park, IL to administer workers' compensation claims in the amount of $182,664 for the policy period of May 1, 2025 through April 30, 2026. i. Consideration to adopt Ordinance No. 3890 entitled, “AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO BRATT CAPITAL PARTNERS, LLC TO ALLOW FOR THE CONSTRUCTION AND EXPANSION OF A MEAT MANUFACTURING, PROCESSING AND TREATMENT FACILITY IN THE I-2 INDUSTRIAL ZONED DISTRICT FOR PROPERTY LOCATED AT 2355 GREENLEAF AVENUE, 2395 GREENLEAF AVENUE, AND 2461 GREENLEAF AVENUE AND TO RESUBDIVIDE THE EXISTING THREE LOTS INTO ONE LOT.” j. Petition seeking a Special Use Permit for a Meeting Hall Use at 2200 Estes Avenue in the I- 2 Industrial Zoning District. (A Public Hearing date has yet to be determined.) b. A petition seeking a Special Use Permit to construct an electrical substation for the property located at 101 Northwest Point. (Public Hearing date has yet to be determined.) c. A Petition for Resubdivision and associated variations for data center campus development at 1701 Midway Court. (Public Hearing date has yet to be determined.) 9. ZONING BOARD OF APPEALS – Village Manager Roan - a. ZBA Docket 25-3- A Public Hearing for a variation of the Elk Grove Zoning Ordinance No. 3842 as it pertains to permitted locations of fences in residential zoning districts for property located at 570 Rutgers Lane. (PH 04-17-2025) 10. RECYCLING & WASTE COMMITTEE – Trustee Franke – Starting Monday, April 28 we will have the large branch collection. The minimum branch size will be 3 ½” wide and 8” in diameter. CAPITAL IMPROVEMENTS COMMITTEE – Trustee Schmidt – The current Villager newsletter has 2 ½ pages of capital improvements projects listed in the Village. Please review the newsletter so you are current with all the projects. Please yield to construction workers that are working in the area. 13. CABLE TELEVISION COMMITTEE – Trustee Jarosch – EGTV has started their spring sports schedule featuring live coverage. Please go to EGTV.org to see the current schedule. Also, this month In the Grove interviewed Julia Korzen that was the IHSA bowling champion. The State of the Village will also be filmed on EGTV for those that were not able to attend. 14. YOUTH COMMITTEE – Trustee Bush – No Report 15. INFORMATION COMMITTEE – Trustee Miller – The Friends and Family CPR classes will be held at Fire Station 10. Please sign up at the website or call 847-734-8000. 16. BUSINESS LEADERS FORUMS – Trustee Schmidt - We visited A&A Custom Shirts at 2480 Greenleaf. This is a company that moved into the Village from Bensenville. They have major customer contracts with companies that we cannot disclose due to non-disclosure agreements. 17. HEALTH & COMMUNITY SERVICES – Trustee Prochno – We are having our first Blood Drive on Saturday, May 10 from 8:00 AM to 1:00 PM in Room E. 18. PERSONNEL COMMITTEE – Trustee Schmidt – No Report 19. AIRPORT UPDATE – Mayor Johnson – No Report 20. PARADE COMMITTEE – Mayor Johnson – We had our first meeting last night. This year they will allow businesses to participate in the parade. The date is Saturday, September 20. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE – Mayor Johnson - On the 4th of July is Cheap Trick, July 17 at RotaryFest is OAR, July 22 on the Village Green is Scotty McCreery, and July 29 on the Village Green is Bachman Turner Overdrive (aka BTO). 22. SPECIAL EVENTS COMMITTEE – Mayor Johnson – Trustee Prochno is coordinating the Memorial Observation Day in May. 23. LIQUOR COMMISSION – Mayor Johnson – No Report 24. Village Attorney - Prepare the necessary paperwork for a Special Use Permit for properties located at 2355 Greenleaf Avenue, 2395 Greenleaf Avenue, and 2461 Greenleaf Avenue. b. Village Attorney - Prepare the necessary paperwork for a Shed Variation to replace the current 7'x10' deteriorated shed with a new 10'x16' prefabricated shed for property located 1531 Oregon Trail. 27. NEW BUSINESS – Trustee Schmidt – The Sister Cities Exchange Students came back and everything was great. We will be talking about the next Exchange program soon. Trustee Franke – Welcome Cameron Charles, my grandson that was born into this world. 28. PUBLIC COMMENT – 7:44 PM - The Mayor asked brothers Sawn and Gene Stapleton, Troop 95, that are working on their Government Badges to the podium to introduce themselves to the Board. 29.
