HomeMy WebLinkAboutRESOLUTION - 47-80 - 5/13/1980 - OHARE INTERN'L AIRPORTRESOLUTION NO. 47-80 A RESOLUTION OPPOSING ANY EXPANSION OF O'HARE INTERNATIONAL AIRPORT THAT WOULD INCREASE THE ENVIRONMENTAL IMPACTS FOR ELK GROVE VILLAGE RESIDENTS WHEREAS the City of Chicago through its Department of Aviation is presently performing a comprehensive study to develop Master Plans for expanding O'Hare International Airport and Midway Airport to satisfy the 1995 air travel demand in the Chicago region; and WHEREAS, expanding O'Hare International Airport by the addition of two new runways would significantly increase the number of Elk Grove Village residents exposed to high noise levels in 1995; and WHEREAS, the present noise levels at O'Hare International Airport are too high and adversely affect too many residents of Elk Grove Village; and WHEREAS, it appears that it would be impossible to expand O'Hare International Airport to satisfy the forecast 1995 air travel demand and at the same time reduce the existing negative environmental impacts on Elk Grove Village residents to desirable levels; and WHEREAS, the Airport Master Plan Study for O'Hare and Midway Airports has not prepared an alternative which includes the development of a third airport in the Chicago region which would help satisfy the forecast 1995 air travel demand; and WHEREAS, roadway deficiencies exist now on access roads leading to O'Hare International Airport and will be much worse by 1995; and WHEREAS, the Village of Elk Grove Village strongly believes there is a need for direct western access from the Elgin -O'Hare Expressway to O'Hare Inter- national Airport under any development alternative; and WHEREAS, the City of Chicago will shortly choose a preferred alter- native for development at both O'Hare and Midway Airports; and WHEREAS, it is necessary for Elk Grove Village to make its position known to the City of Chicago regarding development at O'Hare International Airport before a preferred alternative is chosen by the City of Chicago. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois that the Village of Elk Grove Village is opposed to any expansion of O'Hare International Airport that would increase the negative environ- mental impacts for Elk Grove Village residents. BE IT FURTHER, RESOLVED that the President and Board of Trustees will only support future aircraft operational levels and procedures at O'Hare International Airport that will reduce the present negative environmental impacts for Elk Grove Village residents. BE IT FURTHER RESOLVED, by the President and Board of Trustees that the Master Plan Study for O'Hare and Midway Airports must consider an alternative which includes the development of a third air carrier airport for the Chicago region. BE IT FURTHER RESOLVED, that any development alternative selected for O'Hare International Airport must make provisions for the Western access for the Elgin - O'Hare Expressway. BE IT FURTHER RESOLVED, that this resolution shall be in full force and effect from and after its passage and approval according to law. BE IT FURTHER RESOLVED,that the Village Clerk of the Village of Elk Grove Village transmit copies of this resolution to: Jane M. Byrne, Mayor, City of Chicago; J.P. Dunne, Commissioner, Depart- ment of Aviation; Edward A. Nedza, First Deputy Commissioner, Department of Aviation; James E. Sachay, Master Plan Coordinator, Department of Aviation; and E.Stanley Klyber, President, Greator O'Hare Association of Industry and Commerce. PASSED this 13th day -of May 1980.
