AGREEMENT ,WITH NORTHEASTERN METRrpOLITAN ENFORCEMENT GROUP

of tiie Village of Elk Grove Village, Counties of Cook and DuPage, State
of Illinois:
Section 1. That the Village President be and is hereby authorized to
sign the attached documents marked "Intergovernmental Agreement" with
the Northeastern Metropolitan
Enforcement Group , a copy of which is attached hereto and made a part
hereof as if fully set forth and the Village Clerk is authorized to
attest said documents upon the signature of the Village President.
Section 2. That this resolution shall be in full, -bice and effect
from and after its ii-assage and approval according to law.

INTERGOVERNMENTAL AGREEMENT
I. PURPOSE:
In order to combat the multijurisdictional illegal trafficking of narcotics,
controlled substances and dangerous drugs, the undersigned law enforcement
agencies hereby agree to pool and integrate law enforcement resources into
the Northeastern Metropolitan Enforcement Group (hereafter referred to as
NEMEC) to coordinate the enforcement of- drug laws without regard to juris-
dictional boundaries within Cook County and to cooperate with State and
Federal enforcement groups.
II. AUTHORITY:
This Agreement is entered into by the undersigned pursuant to the provisions
of Article VII, Section 10, 1970 Constitution of the State of Illinois; the
Intergovernmental Cooperation Act, Illinois Revised Statutes, Chapter 127,
Section 743 (1975) ; and the Intergovernmental Drug Law Enforcement Act, Illinois
Revised Statutes, Chapter 563, Section 1701 (1977) (P.A. 80-517, effective
July 1, 1977) .
III. ORGANIZATION:
A. Policy Board
The undersigned agree that effective use of its personnel, is the enforcement
of drug laws, requires that a Policy Board shall be established. The NF.MEG
Policy Board shall be composed of an elected public official, or his designee,
and the chief law enforcement officer, or his designee, from, each participating
law enforcement agency. The Policy Board shall supervise ar1 oversee the
operations of NEMEG, make such reports to the Director of the Department of
Law Enforcement as that Department may require. Consonant with the expressed
legislature intent in the Intergovernmental Drug Law Enforcement Act, the
Policy Board shall determine that NEMEC operations are limited exclusively to
enforcement of drug laws of this State, sister states or of the United States.
B. Executive Committee
The Executive Committee shall be comprised of the Chairman, "'ice-Chairman,
Executive Secretary, designee of the Fiscal Officer and participating law
enforcement agencies contributing personnel to NEMEC. The Executive Committee
shall be vested with the authority to act on behalf of the Pelicy Board when
an emergency or other situation makes it impossible or impractical for the
Policy Board to act. The Executive Committee shall also make any decisions
required of the Policy Board during the interim period betc;e_n Policy Board
meetings.
C. Fiscal Officer
An elected official of a participating unit of local govern_ant shall be desig-
nated Fiscal Officer for NEMEG by appointment of the Policy 3oard or the Executive
Committee. The. Fiscal Officer shall function as the sole F_scal Officer for all
participating agencies in NEMEC. The Fiscal Officer shall raceive and disburse
grant funds for the operation of NEMEC, but at no time shall be consider the
contribution of manpower or personnel from the Department of Law Enforcement as

a basis for the 50 percent matching grant from the State for the total
operating budget from NEMEG. The Director of the Department of Law En-
forcement shall monitor NEMEG and determine its eligibility to receive
State funding. Personnel salaries, the cost of leased vehicles and equip-
ment contributed by participating units shall be considered in determining
the amount of State contribution under the grant.
D. Operating Director and Deputy Director
The Policy Board shall designate by majority vote an Operating Director
and Deputy Director, who shall be responsible for the daily operations of
the NEMEG. They shall report and be accountable to the NEMEG Policy Board.
IV. OPERATIONS:
A. Each participating unit of local government may contribute to NEMEG
personnel, equipment or cash.
B. The Director of the Department of Law Enforcement hereby agrees to
appoint as Inspectors, pursuant to the authority of Illinois Revised Statutes,
Chapter 127, Section 55(g) (1975) , sworn members of participating units which
are recommended to him by the NEMEG Policy Board. Such appointment shall be
given for the limited purpose of exercising powers as a sworn officer without
regard to jurisdictional boundaries as provided in this agreement, and shall
not be considered as an appointment of such person as an employee of the
Department of Law Enforcement, or for any other reason.
C. A sworn law enforcement officer recommended by the Policy Board and
appointed as an Inspector shall continue to be an employee of the partici-
pating unit and shall be compensated by the unit in accordance with their
regular procedures.
D. Personnel contributed by participating units who are not sworn law enforce-
ment officers shall continue to be regular employees of the participating units
and shall be compensated in accordance with the units' regular procedures.
E. Non-sworn personnel employed by the NEMEG shall be subject to the rules
and regulations promulgated pursuant to the terms of this agreement and such
other regulations which may be promulgated by NEMEG or the Illinois Department
of Law Enforcement.
F. Each unit of government shall provide gasoline and oil for one vehicle
per officer of that unit assigned to NEMEG.
V. FISCAL YEAR:
The fiscal year of NEMEG shall commence on July 1 and terminate on June 30
of each year.

VI. EQUAL EMPLOYMENT OPPORTUNITY:
The undersigned participating units of local government are Equal Opportunity
Employers and agree to subscribe to and comply with any and all laws, rules
and regulations pertaining to Equal Opportunity, and further agree to abide
by the rules and regulations of the Equal Employment Opportunity Commission
(EEOC) and the Illinois Fair Employment Practices Commission (FEPC) .
VII. AMENDMENT:
This agreement may be amended at anytime by written agreement of a majority
of all of the participants named herein.
VIII. CANCELLATION:
This agreement may be cancelled at anytime by written agreement of a majority
of all participating herein named. In such event, the material benefits
realized from the liquidation of any and all of its assets shall be divided
among the participants on a pro rata share after all such claims against NEMEG
have been satisfied. The pro rata share to which each participant shall be
entitled shall be calculated as the percentage of the net liquidation proceeds
based upon the apportionment among the participants of the total contributions
made to NEMEG provided, however, that any personal property contributed by a
member shall remain the property of that member. Individual members may with-
draw from this agreement at any time by written declaration to the Policy Board
provided that all signatories to this agreement shall maintain their initial
contributions of personnel for a minimum period of 12 months.
IX. MISCELLANEOUS :
This agreement shall replace existing Intergovernmental Agreements of each NEMEG
participant on the date of its execution by each of the said participants hereto
undersigned and remain in force until terminated as provided herein.
X. EFFECTIVE DATE:
This agreement shall become effective when subscribed by two or more participating
units of local government.
XI. RADIO MAINTENANCE:
The Department of Law Enforcement agrees to maintain all automobile radios
assigned to NE,'-IEC cars.

XII. VEHICLES:
The Operating Director shall at the earliest feasible time, lease a vehicle
for each sworn officer assigned to NEMEG and release any vehicle contributed
by a participating member to that member.
XIII. INSURANCE:
The Operating Director shall not permit the assignment of any sworn personnel
employed by any unit of local government other than the Sheriff of Cook County
until such time as NEMEG obtained liability insurance for said sworn personnel,
that insurance to be approved as to coverage and limits by the Policy Board or
Executive Committee.
