REGULAR VILLAGE BOARD MEETING
APRIL 22, 2025
1. CALL TO ORDER - 7:13 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.
Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,
and Village Clerk, Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE / INVOCATION – Pastor Stefan Potuznik, Christus Victor
Lutheran Church
3. APPROVAL OF MINUTES OF APRIL 8, 2025 -Motion to approve the Minutes of the
Regular Board Meeting held on April 8, 2025 as submitted and dispense with the
reading.

The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT –
Mayor Johnson – On April 10, I had the honor to represent the Village at the GOA State of the
Village that was held at Belvedere Banquets. There was a record crowd with over 220 people
that attended.
On April 15, ComEd held a public stakeholder meeting in the morning and a public meeting in
the afternoon. They are planning to run power lines out further into the Industrial Park and the
business area to make more connections.
Today, I did a State of the Village Address to the seniors at the Senior Center. There were
almost 70 people that attended the event.
Nicor will be doing some line replacement on the west side of the Village. They will send a
letter out to all of those residents that are affected and then follow up with a door hanger with
the date that the work will be done. The important thing is on those door hangers will be a
phone number. Some of those homes have appliances that have pilots such as furnaces,
stoves, water heaters, etc. They are giving you advance notice so please heed the notice
because the gas will be shut off for about 4 hours. After the work is done, call that number
and someone will come out 24 hours a day, 7 days a week to restart the pilots free of charge.
Even if you work evenings, they will come out within 2 hours to restart your pilots to make
sure everything is working properly within 2 hours no matter what time of day/night.
The Mayor made an announcement tonight with a wrestling coach from Holmes Junior High,
Justin James. There will be a Special Event on the Rotary Green this year on July 19 at 2:00
PM. Wrestling fans can watch a wrestling match to see who is awarded the Battle Royale for
the Elk Grove Wrestling Champion. The Mayor and Mr. James were challenged to participate
by people in the audience.
Trustee Jarosch - I am extremely proud to serve and pray for your safety on July 19th.
The Interfaith Council Luncheon will be at the Kenneth Young Center on Thursday, May 1
from 11:30 AM -1:00 PM. Please RSVP by emailing me at kjarosch@elkgrove.org and I will
respond for you.
Trustee Schmidt – I have never been to a board meeting like that and I have been to many
board meetings through the years. No report.
Trustee Prochno – There are 2 more winter Farmers Markets until the winter market is over.
They will be on Saturday, May 3 and Saturday, May 17 from 9:00 AM to 1:00 PM at Christus

Victor Church. They are planning to shut down and reorganize some kind of summer market.
When details are finalized, they will be shared with everyone.
Trustee Franke – I just want to state that I am 100% behind you in this Wrestling event. At
that point I will be Deputy Mayor, and I will be able to take over.

Trustee Miller – I wish you good luck on July 19th and we will be there to support you.
The last Friday of April is National Arbor Day, and I think we are still supplying a tree for the
Park District and the Village will do an Arbor Day Celebration this Friday at Roosevelt Park
by Byrd School at 10:00 AM.
The VFW will host a clothing and essential drive this Saturday, April 26, from 9:00 AM to
12:00 PM at 400 Devon Avenue.
The 2nd Annual Community Character Coalition (CCC) will have their “Chalk It Up to
Character” next month from May 11 through May 17. You will see chalk displays all over
Elk Grove showing good character.
The CCC is also having a drive for Pack the Pantry at the Jewel on Biesterfield Road on May
10 from 9:00 AM to 1:00 PM. All items will be donated to the Elk Grove Township Food
Pantry.
Trustee Bush – Also on Saturday, April 26 is the shoe drive at the high school. Students are
partnering with the Rotary Club, VanFossen Chiropractic, Berkshire Hathaway, Johnson
Insurance, and First American Bank who all have boxes in their office to drop off shoes. We
have already collected 680 pairs of shoes for Soules4Souls. The drive will be outside Elk
Grove High School between the hours of 10:00 AM to 12:00 AM. The students will box them
up and send them out.
Good luck Mayor on July 19.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the April 22, 2025 Accounts Payable Warrant in the amount of $265,688.88.

6. CONSENT AGENDA
a. Consideration to increase the professional service contract with Christopher B. Burke
Engineering, Ltd. of Rosemont, IL, for design engineering services for the Brantwood
Avenue water main improvement project by $29,110 for a total contract amount of
$90,640 from the Water & Sewer Fund.
b. Consideration to award a professional service contract to Ayres Associates Inc. of
Madison, WI for aerial orthophotography and planimetric mapping updates as part of the
GIS Consortium purchasing agreement in the amount of $32,411 from the Business
Leaders Fund.
c. Consideration to award a contract to Langton Group of Woodstock, IL for the three-season
planting contract in the amount of $53,658 from the Residential Enhancement Fund.
d. Consideration to award a professional service contract to Bayless Communications LLC of
Chicago, IL for strategic consulting services to support business retention and recruitment
efforts in an amount not to exceed $54,000 from the Busse-Elmhurst TIF Fund.
e. Consideration to waive the formal bidding process and award a purchase contract to Core
& Main of Carol Stream, IL to install an additional Sensus antenna system on top of the
Oakton (Busse Rd) water tower in an amount not to exceed $55,000 from the
Busse/Elmhurst Redevelopment Fund.
f. Consideration to award a professional services contract to Lauterbach & Amen, LLP of
Naperville, IL to provide the necessary administrative and pension benefit services for the
Fire and Police Pension Funds in the amount not to exceed $74,430.
g. Consideration to award a contract to Langton Group of Woodstock, IL for the parkway
tree planting contract in the amount of $74,500 from the Green Fund.

h. Consideration to waive the formal bid process and award a purchase contract to Cristal
Fountains Inc., of Toronto, Canada for replacement equipment for the Village Green
splash pad in the amount of $84,957.38 from the Residential Enhancement Fund.
i. Consideration to renew a contract with CC Cartage Inc. of Lake Zurich, IL for the spoil
hauling services contract in the amount of $85,087.23 from the Water & Sewer Fund.
j. Consideration to renew a purchase contract with C.C. Cartage, Inc. of Lake Zurich, IL to
furnish and deliver sand and gravel in the amount of $89,901.91 from the General and
Water & Sewer Funds.
k. Consideration to award a professional service contract to Johnny Rockets Fireworks
Display Corporation of Chicago, IL to design and produce fireworks displays in an amount
not to exceed $116,000.
l. Consideration to award a professional service contract to the lowest responsive and
responsible bidder Dynamic Heating Piping Company of Crestwood, IL for heating,
ventilation and air conditioning maintenance services contract at various Village Facilities
in the amount of $129,876 from the General Fund and Busse-Elmhurst Redevelopment
Fund.
m. Consideration to award a professional construction engineering services contract to V3
Companies of Woodridge, IL to provide the necessary construction engineering services
for the Brummel Avenue water main replacement project in the amount of $156,443.64
from the Busse-Elmhurst Redevelopment Fund.
n. Consideration to award a professional construction engineering services contract to
Engineering Enterprises, Inc. of Sugar Grove, IL for construction engineering services for
the Landmeier Road at Busse Road intersection improvement in the amount of $209,345
from the Busse-Elmhurst Redevelopment Fund.
o. Consideration to increase a construction contract to Lorig Construction Company of Des
Plaines, IL for the Arlington Heights Road pedestrian bridge project by an amount of
$224,000 for a total contract amount of $8,594,340 from the Arlington-Higgins
Redevelopment Fund.
p. Consideration to award a professional service contract to Civiltech Engineering of Itasca,
IL to provide the necessary construction engineering services for the Business Park
resurfacing program, in the amount not to exceed $335,878 from the Business Leaders
Forum Fund.
q. Consideration to renew a purchase contract with Avalon Petroleum Co. of Kankakee, IL
for the annual gasoline and diesel fuel supply contract in an amount not to exceed
$400,100 in FY2026.
r. Consideration to award a professional design-build service contract with Baxter &
Woodman of Crystal Lake, IL for professional engineering services for inspection, design
and construction engineering and construction for the Village's rear yard drainage program
in the amount of $800,000 from the Water & Sewer Fund.
s. Consideration to award a professional service contract to Hampton, Lenzini and Renwick,
Inc. of Elgin, IL for the Business Park ditch maintenance program in the amount of
$1,050,000 from the Business Leaders Forum Fund, Busse-Elmhurst Redevelopment Fund
and Higgins Road Corridor Redevelopment Fund.
t. Consideration to award a construction contract to the lowest responsive and responsible
bidder, Acqua Contractors Corporation of Elmhurst, IL for the Brummel Avenue water
main replacement project in the amount of $1,365,000 from the Busse Elmhurst
Redevelopment Fund.
u. Consideration to adopt Resolution No. 27-25 entitled, “A RESOLUTION
AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN
EASEMENT AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE,
MAGNUS FAMILY, L.L.C. AND OASIS OUTDOOR, LIMITED.”
v. Consideration to award a professional services contract to Tyler Technologies of
Yarmouth, ME, for software, programming, and implementation of Tyler ELP (Enterprise
Permitting and Licensing) in the amount not to exceed $148,818 from the General Fund.
w. Consideration to adopt Ordinance No. 3896 entitled, “AN ORDINANCE AMENDING
SECTION 6-3-6-8-B-3 OF THE MUNICIPAL CODE AS IT PERTAINS TO THE

y. Consideration to adopt Resolution No. 29-25 entitled, “A RESOLUTION
AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF RECEIPT
STIPULATING THE TERMS OF AN AGREEMENT FOR AN APPLICATION
SEEKING A COOK COUNTY CLASS 6B PROPERTY TAX EXEMPTION STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED JULY 27, 2018 FOR CERTAIN REAL ESTATE
LOCATED AT 2355 GREENLEAF AVENUE.”

the I-2 Industrial Zoning District. (A Public Hearing date has yet to be determined.)
b. A Petition for Resubdivision and associated variations for a data center campus
development at 1701 Midway Court. (Public Hearing date has yet to be determined.)
c. A petition seeking a Special Use Permit to construct an electrical substation for the
property located at 101 Northwest Point. (Public Hearing date has yet to be determined.)
9. ZONING BOARD OF APPEALS – Village Manager Roan – No Report
a. ZBA Docket 25-3- A Public Hearing for a variation of the Elk Grove Zoning Ordinance
No. 3842 as it pertains to permitted locations of fences in residential zoning districts for
property located at 570 Rutgers Lane. (PH 04-17-2025)
10. RECYCLING & WASTE COMMITTEE – Trustee Franke – Starting Monday, April
28, the large branch collection begins. The minimum branch size will be 3 1/2” wide and 8”
in diameter. Please call 847-734-8800 by Friday, April 25 if you would like to schedule a
pickup. Please have the cut ends facing the street for easy access to the truck.
11. JUDICIARY, PLANNING AND ZONING COMMITTEE – Trustee Prochno – No
Report
12. CAPITAL IMPROVEMENTS COMMITTEE – Trustee Schmidt – On Monday,
May 5, the Resurfacing Project will begin on residential streets. Please check your recent
Villager or the website to see which streets are being resurfaced in your area.
Signs are up at Arlington Heights/Devon and Tonne/Devon, and they will start working on
those intersections this Monday, April 28.
13. CABLE TELEVISION COMMITTEE – Trustee Jarosch – No Report
14. YOUTH COMMITTEE – Trustee Bush – The Youth Committee will have an Executive
Session Meeting on Saturday, April 26 to review the Scholarship Applications at 9:00 AM to
determine 6 scholarships that will be awarded.
15. INFORMATION COMMITTEE – Trustee Miller – The next Neighborhood Watch
meeting will be on May 1, at 7:00 PM in Room E. The topics of discussion will be New
Trends that are happening in your neighborhood.
The Police Department is also hiring a Public Service Officer. The Application deadline is
Wednesday, April 30th.

The Fire Department is also accepting applications for Firefighters and Paramedics. The
deadline to apply is May 16th.
Public Works will be having an Open House on May 17 from 9:00 AM to 1:00 PM. Public
Works did confirm that they will be planting a Tulip Tree at Byrd School on Arbor Day.

17. HEALTH & COMMUNITY SERVICES – Trustee Prochno – We are having our first
Community Blood Drive on Saturday, May 10 from 8:00 AM to 1:00 PM in Room E. Please

18. PERSONNEL COMMITTEE – Trustee Schmidt – No Report
The mayor noted that there will be a Coffee with the Board on Saturday, May 3, at the old Elk
Grove Bank & Trust Building on Turner from 9:00 AM to 11:00 AM.

20. PARADE COMMITTEE – Mayor Johnson – The next meeting will be on Monday,
May 5.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE – Mayor Johnson - On the
4th of July is Cheap Trick, July 17 at RotaryFest is OAR, July 22 on the Village Green is
Scotty McCreery, and July 29 on the Village Green is Bachman Turner Overdrive (aka BTO).
22. SPECIAL EVENTS COMMITTEE – Mayor Johnson - Trustee Prochno is coordinating
the Memorial Day Observation in May.
