HomeMy WebLinkAboutRESOLUTION - 122-80 - 12/16/1980 - DUPAGE CTY MEMORAN OF UNDERSTANDINGRESOLUTION NO. 122-80 A RESOLUTION AUTHORIZING EXECUTION OF A MEMORANDUM OF UNDERSTANDING BETWEEN DU PAGE COUNTY REGIONAL PLANNING COMMISSION AND THE VILLAGE OF ELK GROVE VILLAGE CONCERNING INPUTS TO THE COUNTYWIDE WATER QUALITY COORDINATING COMMITTEE AND THE AREAWIDE WATER QUALITY MANAGEMENT PLAN WHEREAS, the maintenance of the quality of the surface and subsurface waters in Du Page County area is essential to the protection of the public health, safety, and welfare of the citizens of the area and the quality of these waters is threatened by point and non -point source pollutants; and WHEREAS, the Areawide Water duality Management Plan for Northeastern Illinois recommends strategies and processes for controlling these pollutants and for maintaining and enhancing water quality in the county area; and WHEREAS, the designated water quality management agencies in DuPage County have accepted their responsibilities to implement portions of that plan, which will require coordinated and cooperative action by the management agencies; and WHEREAS, the DuPage County Regional Planning Commission has agreed to serve as the countywide water quality coordinating committee as; called for in the Area - wide Water Quality Management Plan and the Memorandum of Understanding attached hereto and made a part hereof; and WHEREAS, the objective of this committee is to aid in implementing the Areawide Water Quality Management Plan, and the State Water Quality Management Plan of which it is a part, by providing an advisory, cooperative forum through which the designated management agencies, non-governmental groups and private citizens interested in water quality can communicate with each other and reach joint advisory decisions on management matters; resolve conflicts or refer them to appropriate authorities for resolution; monitor progress in implementing the plan; and maintain liaison with coordinating bodies in other counties and at the drainage basin and areawide scales; and WHEREAS, the Regional Planning Commission in this role is not intended to be an enforcement agency having the capacity to require compliance by local governments with the plan, nor will it provide direct services to the general public, or to the local governments in this regard, NOW, THEREFORE, BE IT RESOLVED, that the undersigned designated management agency agrees to become a party and authorizes the Village President to sign the attached Memorandum of Understanding which continues in effect until September 30, 19$1 and from year to year thereafter. The undersigned has the right to discontinue participation by providing 30 days written notice to the Regional Planning Commission prior to any anniversary date. Any requests for amendment of this Memorandum of Understanding shall be provided in writing to the undersigned designated management agency for its concurrence. Section 1. That this resolution shall be in full force and effect from and after its passage and approval according to law. PASSED this 16th day of December 1980. APPROVED this 16th day of December 1980.
