Section 2: That this resolution shall be in full force and effect from and after its passage and approval according to law. These funds will not be released except to pay for this work upon both the written approval of the Village Engineer and Cowey Associates that the work has been completed to their satisfaction. Further, the last 10% of these funds, $2,611.00, will not be released to the Developer until he has either provided the Village of Elk Grove Village with a two year maintenance bond or letter of credit in this amount.
