A RESOLUTION ADOPTING AN AFFIRMATIVE ACTION PLAN FOR THE VILLAGE
OF ELK GROVE VILLAGE
WHEREAS, it has been the policy of the Village of Elk Grove Village
to provide equal opportunity in employment to all qualified persons; and
WHEREAS, the Village of Elk Grove Village reaffirms this policy and
declares its commitment to support equal employment opportunity through an
Affirmative Action Plan.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois:
Section 1. The Affirmative Action Plan attached hereto is hereby
adopted.
Section 2. That this resolution shall be in full force and effect
from and after its passage and approval according to
law.

AFFIRMATIVE ACTION PLAN
Village of Elk Grove Village
January, 1979
I. Equal Employment Policy
It is the policy of the Village of Elk Grove to provide equal oppor-
tunity in employment to all qualified persons; to prohibit discrimination
in employment because of race, color, religion, sex, national origin;
and to promote the full realization of equal employment opportunity
through a continuing affirmative program.
II. General Objectives of Affirmative Action Plan
1. To establish, maintain, and implement an Affirmative Action Plan
which promotes equal opportunity in every aspect of employment.
2. To prevent occurrence of arbitrary discriminatory practice relating
to employment or access to promotion within the Village of Elk Grove
Village government.
III. Affirmative Action Plan
The following actions are or will be taken in order to implement the
equal employment practices of the Village of Elk Grove Village:
1. The President and Board of Trustees have determined that the
Village's employment and promotion practices shall be based on
opportunities and qualifications to perform duties and respon-
sibilities.
2. An Affirmative Action Officer, who shall be the Personnel Officer,
will be responsible for the implementation, maintenance and improve-
ment of the affirmative action program. Toward that end, these
duties shall be performed:
a. Determine the degree to which goals and objectives of the
Plan have been obtained and advise the Village Manager of progress.
b. Assist in the identification and solution of problems in ful-
filling the program.
c. Design and administer auditing and reporting systems including
the maintenance of a log of applicants.
d. Serve as liaison between the Village and external enforcement
agencies.
e. Keep management informed of the latest developments in the
equal opportunity area.
f. Evaluate the program at least semi-annually and initiate
corrective measures where necessary.
g. Provide an effective communication and educational program on
the requirements and progress of the Affirmative Action Plan.
h. Assist all Department Heads in implementing and maintaining
the program.
3. Each Department Head is hereby assigned the responsibility of implementing
and maintaining the Plan.
4. As vacancies occur in positions other than those in the lowest pay
ranges, every attempt is and will continue to be made to fill them by
promotion of present employees. Notices of such vacancies are posted
on the bulletin boards in each department for five (5) full working
days before other means of filling those positions are used. Each
interested employee who wishes to be considered shall file a statement of
intent within this five (5) day period with the Personnel Officer, and
within the next five (5) days must file a formal application with the
Personnel Officer in order to be considered for the vacancy.
5. The Village does use its personnel rules and policies regarding benefits,
employment, promotion and rates of pay on a non-discriminatory basis.
6. The Village does within its financial and budgetary limitations make
training and educational opportunities available to permanent employees
on a non-discriminatory basis for individual and organizational benefit.
IV. Scope of Representation
Attachment ill is the report of a special census, taken by the Federal Govern-
ment, which details the population of Elk Grove Village by age, race and sex
as of October 3, 1974.
1. The 1974 Special Census of Elk Grove Village indicates a 1.3% non-white
minority population for Elk Grove Village, while the Village work force
consists of 2.45% non-white personnel. The Village organization, there-
fore, is a reasonable representation of the total community. The Village
of Elk Grove Village work also includes 19.4% female employees. Thus,
the female population of Elk Grove Village may not be adequately repre-
sented in the Village's work force since the special census indicates
our population includes 49.95% female.
2. Attachment #2 is a chart showing present race and EEO category codes
for Village personnel.
V. Specific Goals
The current female employment for the entire Village organization is 55.
Over a five-year period, the Village will attempt to reach a goal of 58
female employees throughout the organization. It is recognized, however,
that there are many variable factors which could affect the attainment of
this goal such as need for personnel, turnovers, hiring freezes, and the
availability of applicants who are interested and qualified for employment
and promotion.
Efforts will be made to minimize those variable factors in carrying out
the Village's Affirmative Action efforts for equal opportunity in every
aspect of Village employment and promotion.

The above reflects a specific workforce recruitment area in which 100%
of our female personnel reside. In addition, we seek candidates from a
much larger geographic area as well as from colleges and universities
when area candidates are not available. Such efforts will continue and,
where appropriate, they will be extended to larger geographic regions.
The Village does use "equal opportunity employer" statement in all adver-
tisements for new employees.
VII. Implementation
1. The Affirmative Action Plan is effective immediately upon its
adoption by the President and Board of Trustees.
2. Each Department will survey its employees and make efforts to
achieve the goals set forth in this Plan.
3. The Plan will be posted on Departmental bulletin boards.
4. Staff meetings will be held to explain and disseminate infor-
mation on the Plan.
5. Local newspapers and vendors will be provided with a copy of
the Plan.
