A RESOLUTION AUTHORIZING THE PARTICIPATION OF THE VILLAGE OF ELK GROVE
VILLAGE IN THE NORTHWEST MUNICIPAL CONFERENCE'S REQUEST FOR PROPOSALS
FOR SERVICE OF COMMUNITY ANTENNA TELEVISION, OR CABLE TELEVISION, WITHIN
THIS LOCAL JURISDICTION
WHEREAS, the Northwest Municipal Conference is a corporate organization
representative of municipalities and townships chartered within the State of
Illinois and the County of Cook; and
WHEREAS, Article VII, Section 10, of the Constitution of the State of Illinois,
and Chapter 127, Paragraphs 741through 748 of the Illinois Revised Statutes,
authorize and encourage intergovernmental association and cooperation; and
WHEREAS, the public officials of the Northwest Municipal Conference represent
twenty-nine local government bodies and a population of over 750,000 Illinois
residents; and
WHEREAS, the Village of Elk Grove Village is authorized by Federal and State
statutory rule for the franchise and regulation of cable television systems; and
WHEREAS, the Village of Elk Grove Village recognizes the potential for general
public and community benefit gained by the installation and operation of such
cable television services; and
WHEREAS, the numbers and types o; cable television services provided nation-
ally by more than 3,600 companies demand a thorough investigation, professional
review and competent finding for guarantee of the best possible franchise operable
within the Village limits; and
WHEREAS, the general membership of the Northwest Municipal Conference is at this
time most interested in similar determinations of cable industry franchising within
their respective corporate jurisdictions;
NOW, THEREFORE, BE IT RESOLVED, that the Village of Elk Grove Village's
participation in the Northwest Municipal Conference's request for franchise
proposals, recognizing that any such proposals thus received may be accepted or
rejected at the total discretion of this Board; and
BE IT FURTHER RESOLVED, that upon acceptance of any franchise proposal, the
Village may anticipate initial construction on or about April 1, 1980; and
BE IT FURTHER RESOLVED, that the Village Manager appoint a staff liaison for
all communication and contact concerning such proposal and that choice of such
staff be communicated directly to the Conference office; and
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to the
office of the Northwest Municipal Conference.
BE IT FURTHER RESOLVED, that this resolution shall be in full force and
effect from and after its passage and approval according to law.
