REGULAR VILLAGE BOARD MEETING
MAY 13, 2025
1. CALL TO ORDER – 7:02 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A.

ABSENT: None
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker,
and Village Clerk, Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF MINUTES OF APRIL 22, 2025 -Motion to approve the Minutes of the
Regular Board Meeting held on April 22, 2025 as submitted and dispense with the reading.

The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT –
Mayor Johnson – On May 1, Trustee Miller and Trustee Jarosch attended the Interfaith Prayer
Luncheon at the Kenneth Young Center. There will also be a Thanksgiving Prayer Service the
Monday before Thanksgiving this year.
I met the Lions Club, and they will not be selling beer this year during the 4th of July celebration.
On May 3, we had Coffee with the Board with 17 people that signed up to ask questions.
We had 1st grade students from Byrd School on May 8 to meet with the Mayor and tour the
Police & Fire departments.
May 11 – May 17 is National Police Week.
Also on May 1, we had a Public Works meeting to discuss the new Director of Public Works.
Bryan Grippo will lead the department effective June 1st.
Mayor made a Motion to Reappoint the following Parade Committee members for another
term.

Property tax bills are out. If you think that your bill is unfair, please go to the Township building
on Landmeier and Appeal, Appeal, Appeal. You only want to pay your fair share. The west side
of the Village has not been assessed yet. Elk Grove Village has the lowest property tax rate in all
of Cook County. The deadline to Appeal is June 18.
Leicester / Wellington Culverts will be worked on for 10 weeks. Next Thursday, both streets
will be closed on May 22nd . The steel is backlogged and in order to finish the project by Fall,
they have to accelerate the work and do both projects together.

This Saturday is Public Works’s open house from 9:00 AM – 1:00 PM. There will be free
hotdogs, Kona Ice and train rides.
Mayor read a letter from a resident complimenting public works on the great work and response
that was done this past winter. There was a water main break in the parkway and the Village
was on it within an hour. Everything was fixed nicely but last week crews came out to fix the
sprinkler system that was damaged in the repair, graded the soil, installed sod and watered. It
was truly amazing and I spoke with some of the workers and thanked them.
RotaryFest on Saturday will have a wrestling tournament at 2:00 PM. Channel 5, 7 and ABC
down in Florida advertised for the event. Anyone that wants a picture with the belt to take a
picture.

Trustee Jarosch – The PADS season has ended. Thank you to all the volunteers that helped with
this program.
Public Works Academy and graduation is tomorrow night. We highly encourage any residents to
join.
Trustee Schmidt – We are currently working on the EGHS 2025/2026 Student Exchange program.
Trustee Prochno – There is one more Farmers Market left of the winter schedule. The last one
will be on Saturday, May 25 from 9:00 AM to 1:00 PM at Christus Victor Church. They are
planning to reorganize and have it at the Christus Victor Lutheran Church on the 2nd and 4th
Saturday of the month for the month of June, July, August, September and October from 9:00 AM
to 1:00 PM.
Salt Creek Cleanup event will be on June 7, from 9:00 AM to 12:00 PM. The past 31 years this
program has cleaned up 85 cubic yards from the creek. If you would like to participate call Nick

Trustee Franke – No Report
Trustee Miller – Attended the Shinnyo-en lantern service that is done in Hawaii. Their mission
of floating the lanterns is to honor loved ones.
On 5/8 I attended the Meet Chicago Northwest meeting. The 2024 report was extremely positive.
The CCC is doing their Chalk It Up to Character again this year with positive messages to the
community.
Trustee Bush – Dr. Homan will have his Free Dental Day on Friday, September 26 at the office.
He will also have a pediatric dentist on staff that day.

5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the April 30, 2025 Accounts Payable Warrant in the amount of $5,195,335.31.

6. CONSENT AGENDA
a. Consideration of a request from the Prairie Lake School, located at 404-408 E. Devon
Avenue, to waive FY 2025-26 business license fees in the amount of $200 and 2025 alarm
license fees in the amount of $50.
b. Consideration of a request from the Elk Grove Farmers Market to waive business license
fees for the 2025 farmers market taking place on the parking lot grounds of Christus Victor
Lutheran Church in the amount of $100.
c. Consideration of a request from the Elk Grove Lions Club to waive the FY 2025-26 business
license fee and temporary water connection permit fee for the use of a fire hydrant for non-
firefighting purposes for the July 4, 2025 Concert Event at Rotary Green in the amount of
$175.
d. Consideration of a request from the Community Consolidated School District 59, located at
1001 Leicester Road, to waive FY 2025/26 vehicle sticker fees in the amount of $1,045.
e. Consideration to authorize payment for FY 2025-2026 membership dues to the Northwest
Municipal Conference (NWMC) in the amount of $16,734.12.
f. Consideration to concur with prior authorization of a request to hold a Public Hearing before
the Plan Commission to consider the petition submitted by Commonwealth Edison Company
(ComEd) for a Special Use and associated variations for the expansion of the substation at
1500 E Higgins Road and 1510 E Higgins Road.
g. Consideration to award a professional service contract to M.E. Simpson Co., Inc. of
Valparaiso, IN for fire hydrant flow testing in the amount of $28,350 from the Water and
Sewer Fund.
h. Consideration to award a professional services contract to Tasty Catering of Elk Grove
Village, IL to provide staffing to manage food and drink as well as provide and set up
equipment for the Village’s annual Oktoberfest Celebration in an amount not to exceed
$46,853.25.
i. Consideration to waive the formal bidding process and award a contract to On Time
Embroidery, Inc. of Elk Grove Village, IL for Fire Department uniforms and safety shoes in
the amount of $64,500 from the General Fund.
j. Consideration to award a sole source purchase contract to Wintergreen Corporation of
Alpharetta, GA for the purchase of up to 10,300 strands of lights for the holiday lighting and
decorations at the Charles J. Zettek Municipal Complex and Veterans Memorial Park in the
amount not to exceed $90,000 from the General Fund.
k. Consideration to award a purchase contract through the TIPS Purchasing Cooperative to
Data Center Warehouse (DCW) of Laguna Hills, CA for the purchase of HP desktops,
Microsoft Surface computers and associated parts and support in the amount of $100,237.
l. Consideration to award a purchase contract through the Illinois Joint Purchasing Master
Contract to TransChicago Truck Group of Elmhurst, IL for the purchase of a 5-ton tandem
axle chassis in the amount of $131,083 from the Capital Replacement Fund.
m. Consideration to award a contract through the Municipal Partnering Initiative Joint Bid
pricing to Corrective Asphalt Materials, LLC of South Roxana, IL for the 2025 preventative
street maintenance project in the amount of $185,368.05 from the Busse-Elmhurst
Redevelopment, General, and Business Leader Forum Funds.

n. Consideration to award a contract to the lowest responsive and responsible bidder Advanced
Rehabilitation Technology of Bryan, OH for the 2025 manhole rehabilitation project in the
amount of $514,975.06 from the Water and Sewer Fund.
o. Consideration to adopt Ordinance No. 3897 entitled, “AN ORDINANCE ANNEXING
CERTAIN RIGHT-OF-WAY ALONG NORTH ARLINGTON HEIGHTS ROAD TO ELK
GROVE VILLAGE.”
p. Consideration to adopt Ordinance No. 3898 entitled, “AN ORDINANCE ANNEXING
CERTAIN PROPERTY TO THE VILLAGE OF ELK GROVE VILLAGE (92 NORTH
ARLINGTON HEIGHTS ROAD).”
q. Consideration to adopt Ordinance No. 3899 entitled, “AN ORDINANCE AMENDING
TITLE I, SECTION 1-7A-6.I (VILLAGE MANAGER'S POWERS & DUTIES) OF THE
VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE.”
r. Consideration to approve Resolution No. 30-25 entitled, “A RESOLUTION ACCEPTING
THE RESULTS OF THE CANVASS CONDUCTED BY THE CANVASSING BOARD OF
THE COOK COUNTY CLERK'S OFFICE OF THE VOTES OF THE CONSOLIDATED
ELECTION AND PROCLAIMING THE RESULTS FOR VILLAGE OFFICIALS HELD
ON TUESDAY, APRIL 1, 2025.”

b. PC Docket 25-3 - Consideration of a petition submitted on behalf of ComEd for the
expansion of an Electrical Substation and Special Use for property located at 1500-1510 E.

c. A Petition seeking a Special Use Permit for a Meeting Hall Use at 2200 Estes Avenue in the
I-2 Industrial Zoning District. (A Public Hearing date has yet to be determined.)

9. ZONING BOARD OF APPEALS – Village Manager Roan -
a. ZBA Docket 25-3- A Public Hearing for a variation of the Elk Grove Zoning Ordinance No.
3842 as it pertains to permitted locations of fences in residential zoning districts for property
located at 570 Rutgers Lane. (PH 03-13-2025)
The ZBA met to hear ZBA Docket 25-3 on March 13, 2025. The petitioner is seeking to install a
six (6’) foot high fence which will extend approximately thirty-one (31’) feet beyond the nearest
front corner of the principal structure on the adjacent single-family residential lot to the
southwest at 567 Jersey Lane. Upon voting 7-0, a motion was made to DO GRANT the fence
variation.

10. RECYCLING & WASTE COMMITTEE – Trustee Franke – Document Destruction and
Recycling event will be at the Public Works Administration on Devon on June 7 from 9:00 AM

11. JUDICIARY, PLANNING AND ZONING COMMITTEE – Trustee Prochno – No

12. CAPITAL IMPROVEMENTS COMMITTEE – Trustee Schmidt – Residential Street
Resurfacing began on Monday, May 5. Please check the recent Villager or view on the website
to see which streets are being resurfaced in your area.
Arlington Heights and Devon and Devon and Tonne have also started work on those
intersections.
13. CABLE TELEVISION COMMITTEE – Trustee Jarosch – EGTV wins production award
for the 2025 Best Midwest Media Fest Competition that hosted 160 entries from surrounding
states. Congratulations to Ross and his team.
14. YOUTH COMMITTEE – Trustee Bush – No Report.
15. INFORMATION COMMITTEE – Trustee Miller – May is National Bike Safety Month.
Please keep children safe on the trails and watch for electronic bikes and motor scooters.
Cop on The Rooftop is this Friday.
16. BUSINESS LEADERS FORUMS – Trustee Schmidt – Trustee Miller and Jarosch attended
a ribbon cutting at the Mothers Milk Bank of the Western Great Lakes on Bonnie Lane.
17. HEALTH & COMMUNITY SERVICES – Trustee Prochno – There were 35 donations at
the last Community Blood Drive that saved 105 lives.

20. PARADE COMMITTEE – Mayor Johnson – The next meeting is June 2.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE – Mayor Johnson - On the
4th of July is Cheap Trick, July 17 at RotaryFest is OAR, July 22 on the Village Green is Scotty
McCreery, and July 29 on the Village Green is Bachman Turner Overdrive (aka BTO).
22. SPECIAL EVENTS COMMITTEE – Mayor Johnson – The Memorial Day Observation
will be on Monday at 10:45 AM rain or shine.
