Busse, Township Supervisor Print Name (and Title, if applicable) Signature Print Name (and Title, if applicable) Date Grantee: The Village of Elk Grove Village The Village of Elk Grove Village Page 2 of 2 LA 4112A Template (Rev. 02/9/16) Resolution 2025-07 Resolution Approving and Authorizing the Sale of Certain Real Property and to Grant a Temporary Construction Easement to Elk Grove Village WHEREAS, Elk Grove Township (the "Township") is an Illinois unit of local government operating under the laws of the State of Illinois; and WHEREAS, the Township is empowered to make all agreements, contracts, and engage►vents and to undertake other acts as necessary in the exercise of its statutory powers under the Illinois Township Code; WHEREAS, the Township owns the real property identified hereto as Exhibit A which is approximately 0.013 acres (the "Sale Property") within the current property owned by the Township located at 600 Land►neier Road, Elk Grove Village, Illinois 60007 (the "Township Property"); and WHEREAS, the Township also owns the real property identified hereto as Exhibit B, which is approximately 0.020 acres (the `Basement Property") within the Township Property; and WHEREAS, the Sale Property and Easement Property are needed by the Village of Elk Grove (the "Village") for purposes of a reconstruction improvement project to improve Tonne Road from Center Street to Landmeier Road (the "Village Road Project"); and WHEREAS, by Township resolution (Resolution 2025-04), the Sale Property has been declared surplus property by the Township; WHEREAS, Illinois law (60 ILCS 1/30-50(d)) expressly provides that a Township Board may authorize the sale of surplus real property of the Township to another governmental entity; and WHEREAS, Article VII, Section 10 of the Illinois Constitution, and the Intergovernmental Cooperation Act, 5 ILCS 220/1, et seq., permit public entities, such as the Township, to enter into contracts and other arrangements with other governmental entities so that assets can be shared between units of local governments; and WHEREAS, in conjunction with the Village Road Project, the Village needs to purchase the Sale Property, as well as have access to the Easement Property; and WHEREAS, the Village has offered to purchase the Sale Property for $7,600.00, and has requested a temporary construction easement to use the Easement Property in order to complete the Village Road Project; and WHEREAS, the Township intends and agrees to sell the Sale Property at market value to the Village in order for the Village to be able to complete the Village Road Project; and 55243452 104/25'2025 WHEREAS, the Township intends and agrees to into an agreement granting the Village a temporary construction easement of the Easement Property for purposes of the Village Road Project; and WHEREAS, a proposed Special Warranty Deed memorializing the sale of the Sale Property from the Township to the Village is attached hereto as Exhibit C; and WHEREAS, a proposed Temporary Easement Agreement between the Township and Village is attached hereto as Exhibit D; and NOW, THEREFORE, BE IT RESOLVED BY THE TOWNSHIP BOARD OF ELK GROVE TOWNSHIP, COOK COUNTY, ILLINOIS, as follows: Section 1: The Recitals set forth above are incorporated herein and made a pail hereof. Section 2: The Township Board authorizes, accepts and approves the sale of the Sale Property to Elk Grove Village for the price of $7,600.00, as more filly memorialized in the Special Warranty Deed (Exhibit Q. Section 3: The Township authorizes, accepts and approves the granted of a temporary construction easement for the Easement Property, as more fully memorialized in the Temporary Easement Agreement (Exhibit D). Section 4: The Township Supervisor and/or the Township Clerk or their authorized designee(s) are hereby authorized and directed to execute on behalf of the Township the Special Warranty Deed, the Temporary Easement Agreement, as well as any and all necessary paperwork to effectuate the sale of the Sale Property and the granting of temporary construction easement to the Village for purposes of the Village Road Project. Awards for Outstanding Public Service — Supervisor Busse recognized our outgoing trustees Dale Niewiardowski, Dick Keenley, Brian Maye and David Perns, and thanked each trustee individually for their unique contributions to the Board and to the Township. He said it has been a total pleasure to work together with this Board and they have accomplished so much in the past four years. Supervisor Busse said he has appreciated the support and camaraderie and that Elk Grove Township has become recognized for our services by other townships. April 28, 2025 Board Meeting Minutes B. Resolution 2025-09 Recognition of Outstanding Leadership — Assessor Carosielli presented the Resolution to Supervisor Busse. The resolution recognized the growth, innovation and expansion of services under Supervisor Busse, and his leadership with compassion and humility. The Resolution also recognized his family tradition of community involvement and leadership and his personal involvement for 25 years, and his award for 2024 Supervisor of the Year for Social Services. Supervisor Busse accepted the framed Resolution and stated that it was time to step back and focus on family. He stated that most of the vision set by Mike Sweeney and himself has been accomplished. And he stated that his time in the Navy and at the Township has given him a real purpose and focus, which he will miss. VII. Reports: Acceptance of Township Elected Officials' Monthly Reports A. Assessor Carosielli — Assessor Carosielli provided a written report and stated that applications for exemptions are finally out and the office will be open for appeals on May 7, for 42 days. Notifications are going out by phone and email. She attended a meeting for Assessors in Cook County and a conference call with Cook County. Also, our Assessor's Office will be having an outreach May 12 at 6 pm. B. Clerk Satern — Clerk Satern provided a written report with one FOIA and the filing of the 2025-2026 budgets. She thanked the Board and stated it was the best Board she has worked with since her first term in office. C. Supervisor Busse — Supervisor Busse shared the following updates — I . Easter Egg Hunt — we had a huge turnout, and it was an innovative use of our new Bike Safety Course. 2. Shredding Event — will be here on May 3, sponsored by the township and the Elk Grove Lion's Club. 3. Food Lockers — they are installed and operational. They will be wrapped soon. This project was an idea from a staff member. 4. Construction — upcoming projects are the fence and the floor in the youth community room. 5. Food Pantry — we will be doing shuttle runs on the bus to the manufactured home parks to take residents to the Food Pantry. 6. Character Counts Coalition Pack the Pantry — will be on May 10 at Jewel on Biesterfield in EGV. We'll also get donations from mail carriers that day. 7. Community Empowerment Fund Fundraiser — will be May 29 here at the Town Hall. This is a 501 c3 fund used to help our residents in need. Approval of a New Bus Driver — We have added a fourth bus and while we have added a new driver, our driver Kevin O'Brien is retiring in May. Also, Ellen Chromik will be assisting in dispatching, as well as driving. And we are up to over 800 rides a month, so another driver is needed. Trustee Maye made a Motion to approve the hiring of a new bus driver, and Trustee Perns seconded the Motion. The Motion passed on a 5-0 roll call vote. B. Notice of Invitation to Bid — Sanitary Smoke Tests — IDOT requires that we test our sewer lines in sections periodically. Trustee Niewiardowski made a Motion to approve the invitation to open bids for the Sanitary Smoke Tests, and Trustee Keenley seconded the Motion. The Motion passed on a 5-0 roll call vote. C. Approval of Elk Grove Township's continued partnership with the Community and Economic Development Association of Cook County, Inc (CEDA) as an Energy Utility Bill Assistance Programs and Home Weatherization Partner Intake Site — A Motion was made by Trustee Perns to approve the partnership and the Township as a intake site. The Motion was seconded by Trustee Maye. The Motion passed on a 5-0 roll cull vote. D. Resolution 2025-08 Resolution Approving and Authorizing the Sale of Certain Real Property and to Grant a Temporary Construction Easement to Elk Grove Village — Trustee Niewiardowski made a Motion to approve the Resolution and Trustee Keenley seconded the Motion. The Motion passed on a 5-0 roll call vote. E. Resolution 2025-08 IMRF Form 6.64 "Participation by Elected Officials" — The only elected official participating in IMRF is Assessor Carosielli.
