Chairperson Schmidt called the meeting to order at 9:07 AM.
Director Brian Grippo opened the meeting for the proposed the 5-Year Capital Improvement
Plan (CIP). He emphasized that it is a draft, with additional details to be added in the near future.
Superintendent Southey began by walking through the proposed layout of the 5-Year CIP and
explained how it would be organized, including the breakdown by fiscal years, categories, funds,
projects, facilities, and fleet. He highlighted that the plan shows the Village’s ongoing
commitment to maintaining and improving infrastructure, facilities, and equipment sustainably
and transparently.
Superintendent Southey continued by explaining how the Project Overview identifies projects
allocated over the next five years, as well as unallocated projects.
Trustee Miller asked if costs are increased and added annually in the plan, and Director Grippo
confirmed that some are included in the current projections.
Trustee Jarosch asked if the project numbers correspond to the categories, and Superintendent
Southey advised yes and used Water & Sewer as an example for the 300s.
Superintendent Southey continued explaining the CIP plan by breaking it down into two key
components: Projects by Category and Projects by Fund.
Trustee Miller asked why costs are so high in year 2 of the Transportation Category. Deputy
Village Manager Jablonski explained there are two large proposed TIF projects and Director
Grippo added the totals are organized by category and projects would be funded through
different sources and referred to the breakdown in the Projects by Fund tab.
Trustee Jarosch asked about why the projected Water & Sewer Fund is expected to be high in
next couple years. Director Grippo explained that the increase is based on estimated costs to pay
for a potential emergency connection, should it be feasible.
Trustee Jarosch asked whether this is the first time the CIP/projects have been laid out in this
manner historically. Director Grippo confirmed it’s the first time the 5-Year CIP has been
presented with this visual breakdown and added that, overall, laying it out this way really helps
with understanding it.
Trustee Schmidt brought up the topic of data centers and the raised concerns about water and
electricity usage, asking whether we have enough water supply for them. Director Grippo stated
that the Village is in good shape to meet the projected water demand and surplus. He mentioned
that a study was started a couple of years back to assess the impact of future projects on water
usage and supply. Village Manager Roan mentioned that newer data centers utilize a fraction of
the water used by the older digital data centers.
Superintendent Southey moved on to the Facilities tab and highlighted that an overview of each
facility is provided and explained within the layout.
Superintendent Southey the displayed the slides related to Fleet. He noted Fleet is not yet
included as a tab in the binder, as the content is still in the process of being developed. When
completed, this section will provide an overview of the data included for each vehicle: photos,
repairs, mileage, labor costs to repair, etc.
Village Manager Roan requested copies of the 5-Year Capital Improvement Plan Draft be
distributed to the other Board members.
Director Grippo and Superintendent Southey concluded the meeting by thanking everyone in
attendance and once again expressing appreciation to all staff for their collaboration on this
project.
Chairperson Schmidt adjourned the meeting at 10:14 AM.
