REGULAR VILLAGE BOARD MEETING
SEPTEMBER 23, 2025
1. CALL TO ORDER— 7:05 PM
PRESENT: Mayor Craig B. Johnson, Trustees Joseph D. Bush, Jeffery C. Franke, Kathryn A.
Jarosch, Keith Lasken, Tammy K. Miller, Stephen F. Schmidt
ABSENT: None
A Quorum was present
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker, and
Village Clerk Jennifer Mahon
2. PLEDGE OF ALLEGIANCE/ INVOCATION — Pastor Leandro Nogueira, Village Point Church
3. APPROVAL OF MINUTES OF September 9, 2025 — Motion to approve the Minutes of the
Regular Board Meeting held on September 9, 2025, as submitted and dispense with the reading.
Moved by Trustee Franke Seconded by Trustee Bush
The motion was voted upon by acclamation

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — Mayor Johnson noted that he and Village Manager Roan recently met with Speaker
of the House Chris Welch and thanked him for taking the time to meet with them. They also had the
opportunity to meet with the Mayor of Arlington Heights.
Mayor Johnson attended the parade on Saturday, October 20. He confirmed both the parade and the
fest were a success.
Mayor Johnson informed the public that the Village recently earned two awards. The first award was
the Excellence in Economic Development Gold Award from the International Economic Development
Council. The Village also won the Web Excellence Award. It was noted how user friendly the Elk
Grove Village website is.
Mayor Johnson announced that Ripple is putting in new fiber optics on the east side of the Village and
AT&T has started their work on the west side of the Village. This will allow the residents more
options.
Mayor Johnson informed the Village the Box Tops will be performing at the tree lighting ceremony
this year.
Mayor Johnson reminded the public of how well the Village functions when everyone works together
and encouraged residents to continue.
Trustee Franke — Truste Franke confirmed the Oktoberfest went well. The food was great, and lines
were never long. He also commended the staff and volunteers for their service, noting that everything
was handled with a smile.
Trustee Schmidt Trustee Schmidt reminded the public of the Columbo hearing coming up on October
2. Trustee Schmidt asked the community to write letters to oppose her parole. He would like to collect
all the letters by Friday, September 26.
Trustee Bush — Trustee Bush thanked the Village for helping collect 1500 boxes of cereal for the
Cereal Bowl. He reminded the public you can still donate the rest of the week, and all of the cereal is
donated to the food pantry.

Trustee Jarosh — Trustee Jarosch thanked the staff and the community for coming out and celebrating
together at the parade. She enjoyed the creativity of the float during the parade. Trustee Jarosch
reminded the Village that the farmers market continues through the month of October. The market
runs on the 2nd and 4th Saturday of the month from 9 am to 1 pm in the Christus Victor Church parking
lot. She also stated they are still in need of PADS volunteers.
Trustee Lasken — Trustee Lasken shared that he is in the final week of the Fire Academy. He
encouraged anyone interested in how the Village operates to consider participating in the various
academies offered. He also mentioned that he has been watching several Elk Grove football games on
EGTV and praised it as a great production.

5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payments of invoices shown
on the July 31, 2025 Accounts Payable Warrant in the amount of $258,046.47

6. CONSENT AGENDA
a. Consideration of requests from the Elk Grove Park District to waive permit fees in the amount of
$147 for the following projects:
■ Sealcoat and striping the parking lot at Huntington Chase Park, 921 Rohlwing Road, in the
amount of $60; and
■ Sealcoat and striping the parking lot at 140 Lively Boulevard in the amount of $87.
(It has been past practice of the Village Board to grant fee waivers for governmental and non-profit
organizations.
(The Director of Community Development recommends approval.)
b. Consideration to award a professional service contract to M.E. Simpson Co., Inc. of Valparaiso,
IN for professional engineering services for a water distribution leak survey in the amount of
$54,450 from the Water and Sewer Fund.
(A proposal was solicited from M.E. Simpson Co., Inc. of Valparaiso, IN for a water distribution
system leak detection survey.
(M.E. Simpson Co., Inc. will perform a leak detection survey on approximately 198 miles
of watermain within Elk Grove Village's water distribution system. The survey will be completed
by leak detecting on the accessible main line valves, fire hydrants, and service valves. The
project will also include complete reporting of all issues found, with a final comprehensive report.
(The Director of Public Works recommends approval.)
c. Consideration to award a purchase contract through the Sourcewell Cooperative Contract to West
Side Tractor Sales of Wauconda, IL for the purchase of one (1) John Deere 544P Wheel Loader
with accessories in the amount of $253,629.08 from the Capital Replacement Fund.
(Funds have been allocated in the FY2026 budget to replace an existing wheel loader (Unit #717),
a 2009 CASE 621 that is sixteen (16) years old with over 6,300 hours of operation, with a new
Wheel Loader.
(The John Deere 544P wheel loader is available through Sourcewell Purchasing Cooperative
Contract 011723-JDC from West Side Tractor Sales of Wauconda, IL in the amount of $253,629.08.
(Adequate funds are available in the Capital Replacement Fund.
(The Director of Public Works recommends approval.)
d. Consideration of a request to hold a Public Hearing before the Plan Commission to consider a
petition for a Special Use Permit for food processing at 2200 Elmhurst Road in the I-2 Industrial
District.

(Kabab Erbil Inc. is petitioning the Village for a special use permit for food processing at 2200
Elmhurst Road.)
(The date for a Public Hearing has not been established.)
e. Consideration of a request to hold a Public Hearing before the Plan Commission to consider a text
amendment to Elk Grove Zoning Ordinance Section 3-3-B. Fence standards permitted in all
Residential Districts by adjusting the height of fence from six -feet (6) to eight -feet (8') for properties
adjacent to highways.
(The Village of Elk Grove is requesting to amend a section of the Elk Grove Village Zoning
Ordinance as it pertains to fence standards permitted in residential districts.
(The date for a Public Hearing has not been established.)
f. Consideration to adopt Ordinance No. 3913 granting a variation of Section 3-3-B: (2) of the
Zoning Ordinance, in order to replace an existing five (5') foot high fence with a six (6) foot
high fence, which will extend approximately twenty-eight (28') feet beyond the nearest front
corner of the principal structure on the adjacent single family residential lot to the Southwest at
321 Birchwood Avenue for the property located at 924 Wilshire Avenue, Elk Grove Village.
(This item was discussed at the September 9, 2025 Village Board Meeting and currently
appears under Unfinished Business.)

15. INFORMATION COMMITTEE - Trustee Miller — Trustee Miller encouraged residents to look
into the free dental day. She also mentioned the fire department will be having an open house on
Saturday, October 11 from 11 am — 2 pm. Halloween house decorating contest entries must be
received by October 15 as judging will begin on October 17.
16. BUSINESS LEADERS FORUMS - Trustee Schmidt — Trustee Schmidt visited Jersey Jack
Pinball. They make and manufacture pinball machines. They currently have three different locations,
and they are looking to consolidate to just one.
17. HEALTH & COMMUNITY SERVICES - Trustee Jarosch — Trustee Jarosch thanked Elk
Grove Rotary for the grant they presented to the social services department. This will be used to
support community service projects and those in need.

20. PARADE COMMITTEE - Mayor Johnson — They have a parade meeting scheduled for Monday.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson — No report
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson — The tree lighting will start at 4:30 pm.
The tree was donated from the Miller family.

28. PUBLIC COMMENT — A resident of Mulberry Drive addressed the board to express opposition
to the Crime Free Housing ordinance. The resident stated that he is in the process of drafting a petition
against the ordinance and voiced concerns that it constitutes a violation of his Fourth Amendment
rights.
