A RESOLUTION IN SUPPORT OF THE TUNNEL AND RESERVOIR PLAN OF THE
METROPOLITAN SANITARY DISTRICT OF GREATER CHICAGO AND ITS BENEFITS
TO THE PUBLIC HEALTH AND PUBLIC WATER SUPPLIES OF THE REGION
WHEREAS, the Tunnel and Reservoir Plan of the Metropolitan Sanitary
District of Greater Chicago came about after extensive and protracted planning,
deliberation, and consideration which involved the general public, specialists
and public officials and various units and levels of local, state and federal
governments; and
WHEREAS, the Tunnel and Reservoir Plan was approved and initial phases
of the project have been implemented, and further steps are being taken to
complete the project over a number of years; and
WHEREAS, the Tunnel and Reservoir Plan has been relied upon in planning
other essential public health projects and programs such as the O'Hare Water
Reclamation Plant and Allocations of Lake Michigan Water; and
WHEREAS, the O'Hare Water Reclamation Plant now far along in construc-
tion, following some ten years of delay to accomodate the rights of the general
public, is placed in a tenuous status that may cause further delays in completing
that vital public health facility; and
WHEREAS, such delays will serve to magnify losses to citizens, businesses
and industries caused by flooding conditions and the overflow of raw sewage in
private properties; and
WHEREAS, the economic and personal health of the metropolitan area would
be placed in constant jeopardy without the O'Hare Water Reclamation Plant; and
WHEREAS, the Tunnel and Reservoir Plan is crucial to fulfilling the U. S.
Supreme Court decree which limits the amount of water to be taken from Lake
Michigan for all purposes; and
WHEREAS, the metropolitan area water resources have been exhaustively
analyzed to produce an overall plan for the judicious use and preservation of
those limited natural resources predicated on the Tunnel and Reservoir Plan; and
WHEREAS, certain Allocations of Lake Michigan Water have been made in
reliance on the benefits of the Tunnel and Reservoir Plan, and future Allocations
are dependent on completion of that plan; and
WHEREAS, short range and long range plans to provide adequate and high
quality public water supplies throughout the region cannot be prudently im-
plemented without completion of the Tunnel and Reservoir Plan; and
WHEREAS, the Village of Elk Grove Village, and its residents, its
businesses and its industries are dependent on completion of the O'Hare Water
Reclamation Plant for public health reasons; and
WHEREAS, The Village of Elk Grove Village and its residents, its
businesses and its industries are relying on the present and continuing
Allocation of Lake Michigan Water because of diminishing ground water supplies:
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village that:
1. The Metropolitan Sanitary District of Greater Chicago,
through its President and Trustees, proceed to implement
and complete the Tunnel and Reservoir Plan as heretofore
approved, and
2. The Metropolitan Sanitary District of Greater Chicago,
through its President, Trustees and Staff take steps to
achieve economies and efficiencies in the Tunnel and
Reservoir Plan without compromising the public health
or the public water resources; and
BE IT FURTHER RESOLVED that this Resolution shall be in full force
and effect from and after its passage and approval according to law, and that
copies of it be made available to persons and organizations who may be
interested in this vital public project.
