VAEREAS, it is the policy of the United States Government to
insure the maximum participation of all available workers in production,
regardless of race, creed, color, sex, national origin or ancestry; and,
WHEREAS, it is the firm belief that the democratic way of life within
the Nation can be defended successfully only with help and support of
all groups within its borders, including the Village of Elk Grove Village,
by eliminating possible discrimination in public and private employment;
and,
WHEREAS, the Board of Fire and Police Commissioners of the Village
of Elk Grove Village have endorsed an EEO Plan and Affirmative Action
Program to provide equal employment opportunities, which is attached to
and is a part of this Resolution, by reference; now,
THEREFORE, BE IT RESOLVED THAT the corporate authorities of the
Village of Elk Grove Village, in furtherance of this democratic objective,
have enacted on the 14thpay of November , 1978, that it is an unlawful
practice for the Police Department of the Village of Elk Grove Village,
or the Board of Fire and Police Cammissioners of Elk Grove Village to
refuse to employ or to discharge any person, otherwise qualified, on
account of race, sex, color, creed, national origin or ancestry.
AND, BE IT FURTHER RESOLVED THAT, in order to make the citizens of
Elk Grove Village aware of the Equal Employment opportunity policies of
the Village of Elk Grove Village, the Village Board of Trustees has
designated the Village Manager as the chief enforcement officer to invest-
igate EEO complaints, adjudicate offenders and disseminate information
pertaining to EEO policies and Affirmative Action.

STATEMENT OF K�ZMGEEMBNT COMMITMENT
The Equal Opportunity Plan for the Elk Grove Village Police Depart-
ment represents the analyzation of the current employment practices
and commitment of the Elk Grove Police Department for future employ-
ment practices. The formulation of this document by the police
department and the Fire and Police Commission represents a considerable
amount of effort and dedication to ensure responsiveness to the intent
of this plan.
While the Village of Elk Grove and the police department have continually
attempted to be equal opportunity employers, our employment profile
indicates a deficiency within the position of police officer, to wit:
the underutilization of female personnel within the police officer
category. Through the implemnentation of this affirmative action plan
the Village of Elk Grove Village has eliminated employment practices
that may have had a discriminating effect upon women and minority
applicants.
The goal of the Elk Grove Village Police Department and the Fire and
Police Commission is to hire two (2) , qualified female Police Officers
by 1981.
Increased efforts have been put forth since prior to September 23, 1977,
to increase the opportunities for women and minorities to apply for the
jobs available and to increase the opportunities for women and minorities
to succeed in passing the required tests for eligibility. The new
procedures for application and testing plus the additional advertising
of the available positions is designed to bring about greater interest
among qualified minorities and wamtn to cane to Elk Grove Village for
work. f

MAINTAINING THE EEO PR GROM
Zhe Chief of Police is designated to maintain the liaison of the EEO
Program with the Village Manages, and the Fire and Police Commission.
The Village Manager is responsible for the EEO Program and Policy for
the entire Village of Elk Grove Village.
The Village Fire and Police Cacnission, by ordinance, is responsible
for the hiring, promotion, and dismissal of all sworn personnel.
Exception: Those sworn officers with exempt rank.
DISSE,=TION OF THE ELK GROVE V=GE POLICE EEO PROGRAM AND POLICY
The Village of Elk Grove Village Police Department, acting in accordance
with the Fire and Police Camtission intends to disseminate its program
in the following manner.
1. The Village Clerk's office will have a copy available to interested
persons for review upon their request.
2. A copy will be presented to each Fire and Police Commissioner,
Village Manager, Assistant Village Manager, Personnel Director,
Chief of Police and each command officer of the police department.
3. A copy of the plan will be available to all members of the police
department in the police department library.
4. A copy will be made available at the Public Library.
5. All recruitment sources for the village of Elk Grove Village Fire
and Police Commission will be informed of the EEO plan of affirmative
action and where copies are available.

II THE MISSION
The mission of the Elk Grove Village Police Department is to deliver
the highest possible level of service to the ccmTunity in terms of
preservation of the peace, prevention of crime, and the protection
of life and property. This mission is pursued through alert and
aggressive patrol, detection of violators, apprehension of offenders,
thorough investigation of incidents, and diligent cooperation with
other segments of the criminal justice system involving prosecution
and adjudication.
Although the mission is involved primarily within the corporate limits
of the Village of Elk Grove Village, responsibility transcends to
close cooperation with State, County and local law enforcement agencies
in the area of Cook and DuPage Counties. The mission to deliver the
highest possible level of service to the community includes people
who live, work, shop or otherwise visit or pass through the carmiunity.
In one sentence, the mission of the Elk Grove Village Police Depart-
ment is to contribute in a positive way to the ultimate goal of the
Village Aoministration:Excellence in Government.
III THE COMMUNITY
The following information is formulated on the basis of statistical
data presented in February 7, 1975 census frau the Bureau of Census,
Washington, D.C. , and frcn the October 1976 Chicago Standard
Metropolitan Statistical Area Labor Force Report published by the
State of Illinois, Bureau of Employment Security.
The majority of residents who reside within the Village of Elk Grove
Village are Caucasion. The minority representation throughout the
Village is 1.3%. The only under utilization of any representative
minority group within the workforce of the Elk Grove Village Police
Department is of the female category. The workforce analyzation
chart in the report referred to above indicates an under utilization
of females within the job description of police officer. The
Chicago SMSA indicates that 45.2% of the labor force participation
is female. An updated report of female personnel by sex and minority
status of 1975, indicates that 51.5% are females. The unemployment
ratio for the same Chicagoland SMSA report indicates an unemployment
rate for female participants in the labor force of 8.5%. The Chicago-
land SMSA district ccmparison includes the following counties: Cook,
DuPage, Kane, Lake, McHenry, and Will. The 1975 report further
delineates specific occupational unemployment rates.
In this section of the report police departments are considered
service occupations. Three tenths (3/10ths) of 1% of the personnel
employed in this category are female. There is, therefore, a
disparity throughout this particular service for female candidates.
The next page is the reFort of a special census, taken by the
Federal Government, which details the population of Elk Grove Village
by age, race and sex as of October 3, 1974.

N THE POLICE DEPAIM= WORKFORCE
The 1974 Census indicates a 1.3% minority population for Elk Grove
Village. The police department then, is not mandated to employ a
specific percentage of minority employees. However, the Village
of Elk Grove Village Police Department employs two Spanish
surname enplayees within the sworn position of police officer
which is indicative of a 3% minority representation. The police
department does eaploy one female sworn officer. Even so, the
female population of Elk Grove Village may not be adequately
represented and under utilized in the position of police officer.
The police department has a non-sworn category for police personnel
referred to as Contmmity Service Officers. There are five (5) female
and six (6) male officers in this category. In addition, the police
department has civilian support personnel assigned to the police
department to perform tasks, such as: Secretary, social workers,
clerks and school crossing guards. Approximately 73% of the non-
sworn personnel, are female.
The next page is a chart showing present personnel on staff.
Following the personnel chart are the official, job descriptions
for the positions shown on the chart - with the exception of school
crossing guard.

CLASS TITLE: Police Chief 2218
DEFINITION: Under administrative direction of the Village Manager; performs
work of unusual difficulty in planning and directing the functions of the
Police Department; and performs related work as required.
PXAMPTFS OF DUTIES: Plans, organizes and directs the maintenance of
law and order, the protection of life and property, the regulation of traffic,
the apprehension, arrest and detention of law violators, the maintenance
of police records and communications systems; determines and evaluates
policies to be followed by personnel in the department with respect to public
relations, enforcement of law and ordinances, security of public areas,
exercise of force and authority, regulation and inspection of police enforced
licenses, and cooperation with other law enforcement agencies; confers
with municipal officials, civic groups and citizens on law enforcement
problems; assesses work force needs and directs the assignment of staff
accordingly; develops short, intermediate and long range plans .
Assists in the development of regulatory ordinances and laws regarding
public safety; coordinates law enforcement activities with those of other
agencies; analyzes budgetary problems within the department and submits
an annual budget for consideration; determines departmental rules; enforces
personnel policies and broad training requirements and recommends and
takes personnel disciplinary action; consults with division heads and
advises on departmental problems; coordinates and provides for the
development of staff; supervises special studies and the preparation of
comprehensive reports; establishes and oversees the carrying out of a
community service oriented depanmentai philosophy; acts as liaison between
the Fire and Police Commission, Village Attorney, Village Prosecutor and
other Department heads, as well as: other police administrators, judges,
and professional and civic organizations, including the maintaining of
good relations with the news media.

MINIMUM QUALIFICATIONS:
Trainir.c and Experience: Completion of college level coursework for a major
in Police Science, Public Administration or related field, and four years of
police experience at the level of Lieutenant or higher in a recognized law
enforcement agency similar in size to the Elk Grove Police Department.
Knowledge and Skills: Comprehensive knowledge of the principles,
practices and methods of local police administration, organization and
operation; considerable knowledge of the operating procedures of police
departments and limitations upon departmental authority; considerable
knowledge of municipal, county, state and federal criminal and related
laws, ordinances and codes.
Comprehensive skill in the application of modern lav enforcement principles
and practices; considerable skill in the analysis of the community's law
enforcement needs and development and implementation of plans to satisfy
the community's needs; comprehensive skill in planning, organizing, assigning,
coordinating, supervising and inspecting the work of varied police divisions;
considerable skill in establishing and maintaining effective working relation-
ships with other public officials , department members and general public;
considerable skill in analyzing police problems and developing policies to
resolve those problems, plans and procedures; considerable skill in commanding
the respect of departmental personnel; considerable skill in expressing
unusually good judgment in evaluating situations and in making decisions;
considerable skill in establishing and maintaining positive personnel
relationships, and in the management and motivation of police personnel;
considerable knowledge and skill in employer/employee labor relations and
regulations.

CLASS TITLE: Police Lieutenant 2214
DEFINITION: Under general direction of the Deputy Chief of Police; performs
work of moderate difficulty in the supervision of an assigned watch, or
specialized investigative or organizational staff unit; and performs related
work as required .
EXAMPLES OF DUTIES: Has responsibility for the assignment and supervision
of work of police officers, sergeants and other personnel on assigned patrol
shift; supervises the Field Services Division as a Shift Commander; receives
incoming calls from individuals with regard to complaints and gives information
relative to police policies and activities; conducts special studies of police
and law enforcement related problems; reviews and approves written reports of
officers; issues special equipment to personnel and is responsible for the
proper use and care of equipment and vehicles; confers and cooperates with
local, state and federal law enforcement agencies; implements and supervises
training programs and activities; evaluates and counsels subordinate officers
regarding performance and procedural matters .
Disseminates administrative and policy directives to subordinate officers;
inspects facilities , including jail area for prisoner welfare, mobile and
operational equipment; assists in traffic planning; compiles traffic and
accident statistics for monthly report; determines hazardous locations and
recommends action to be taken.
Confers with shift supervisors regarding problems, daily activity or plans of
action and keeps Deputy Chief informed on the activities of the shift or unit;
confers with and evaluates subordinate supervisors and staff.

Trainina and Experience: Completion of two semesters of college level
coursework in Police Science and three years of experience as a Sergeant
in the Elk Grove Village Police Department.
Knowledae and Skills: Considerable knowledge of department policies,
rules and regulations; considerable knowledge of principles , methods ,
practices and techniques of police work; considerable knowledge of
controlling laws and ordinances; considerable knowledge of the streets
and locations within the Village; considerable knowledge of the principles
and procedures of effective training, supervision and management.
Considerable skill in the use and care of firearms, in the operation of
motor vehicles and in the application of modern principles and practices
utilized in general police work and administration; working skill in the
training, organizing, supervising and inspection work of lower level
personnel; considerable skill in observing situations analytically and
objectively and recording them clearly and completely.
Considerable skill in reacting quickly and calmly in emergencies; working
skill in expressing oneself clearly and concisely, both orally and in
writing; working skill in working with and for the general public; working
skill in performing work requiring good physical condition.

CLASS TITLE: Police Sergeant 2212
DEFINITION: Under direction of a Police Lieutenant (Shift Commander); performs
work of moderate difficulty as a supervisor on a shift during an assigned tour of
duty; supervises investigators in performing criminal investigations; supervises
and performs specialized technical, and/or confidential work in office or field;
and performs related work as required.
EXAMPLES OF DUTIES: Exercises responsibility for the assignment and
supervision of police officers on an assigned shift or in an investigative,
technical or special service unit; trains and evaluates subordinate police
officers; instructs new officers; supervises investigations and prepares
reports on criminal cases; receives incoming calls from individuals with
regard to complaints and gives information relative to police activities;
refers calls to proper person or handles completely when possible; may
supervise and/or perform specialized and/or technical staff service duties
such as: adult and youth investigation, community affairs, crime prevention;
training, evidence processing, and police records and administrative support
functions; supervises technical and support staff.
Assists officers in the field on calls of a serious nature; explains and
enforces departmental regulations and procedures; supervises maintenance
of police equipment and vehicles; writes reports relating to division activities
for information of higher level officers .
Records activities during assigned shift and informs relief and senior officers
of all things pertinent; disseminates administrative and policy directives to
subordinates; assigns subordinates to training sessions and assures their
attendance; may supervise prisoners , assuring their well-being; may release
prisoners; may perform special staff studies as assigned .

practices and techniques of police work; good knowledge of the methods
of interrogation, preserving evidence and of what constitutes admissible
evidence; good knowledge of controlling laws and ordinances; considerable
knowledge of the streets and locations within the City; good knowledge of
departmental rules and regulations; some knowledge of the principles and
practices of effective supervision.
Considerable skill in the use and care of firearms, in the operation of motor
vehicles , and in the application of the modern principles and practices
utilized in police work; working skill in planning, organizing, assigning,
supervising and inspecting the work of subordinates; working skill in observing
situations analytically and objectively and recording them clearly and
completely.
Working skill in performing work requiring good physical condition;
considerable skill in reacting quickly and calmly during emergencies;
working skill in communicating clearly and concisely both orally and
in writing; working skill in executing duties firmly, tactfully, courteously,
and impartially; working skill in exercising good judgment in evaluating

CLASS TITLE: Police Officer 2211
DEFINITION: Under general supervision of a Police Sergeant; performs work
of moderate difficulty in the enforcement of law and maintenance of order,
protection of life and property and prevention of crime; and performs related
work as required.
EXAMPLES OF DUTIES: Patrols all assigned areas for the prevention of crime
and enforcement of laws and ordinances; checks doors and windows of business
establishments and investigates any suspicious conditions , activities , or
persons; responds to requests for police services and takes appropriate action;
arrests violators of law and ordinances , has violators booked on charges;
prepares a variety of reports; testifies in court; assists and advises citizens
in settling civil disputes.
