Home My WebLink AboutRESOLUTION - 14-77 - 3/8/1977 - 1977 CITIZENS PARTICIPATION PLAN/CONFORM0 RESOLUTION NO. _10-a A P.LSOLUTION CERTIFYING THAT TIIE VILLAS[_ OF ELK GROVE VILLAGE: HAS CONFORMED WITH THF 1977 CI"iIZENS PARTICIPATION PLAN AS ADOPTED BY THE COOK COUNTY COMMUNITY DEVELOPMENT ADVISORY COUNCIL WHEREAS, it is in the best interest of the citizens of the Village of Elk Grove Village to participate in the Housing and Community Development Act; and WHEREAS, on January 25, 1977 the President and Board of Trustees of the Village of Elk Grove Village joined the County of Cook in participating in housing and community development activities under the Housing and Community Development Act of 1974 through the inclusion of its population in the urban county count for Cook County; and WHEREAS, in order to apply for Community Development Funds the Village of Elk Grove Village has conformed to all of the following requirements of the 1977 Cook County Community Development Program Citizen Participation Plan: 1. Conducted a public meeting for consideration of such an application. This meeting was held as part cf the agenda of the regularly scheduled Board of Trustees meeting on March 8, 1977. 2. Advance notice of the meeting was published it a newspaper of general circulation in the Village of Elk Grove Village. 3. Additional effort was undertaken by the Village Clerk to notify community -interest groups likely to be affected by or benefited from projects funded by Community Development Block Grant Funds. 4. The list of project categories and allocations were published in local newspapers and made available to any individual, association or group requesting such information. 5. All publications preceded the public meeting by a minimum of seven (7) days. 6. The Board of Trustees encouraged the broadest participation of its citizens in this process with the understanding that the final authority and responsibility for application development and project administration rests exclusively with the elected Board of Trustees. Copies of all material pertinant to the Citizen Participation Plan are included as Exhibits to the Resolution. The Exhibits are: (1) Certificate of publication; (2) Photograph of Community Events Sign; (3) Copy of the March 8, 1977 Village Board Agenda; and (4) A list of community interest groups notified of the Community Development Block Grant Fund. WHEREAS, the Village of Elk Grove Village has conformed with the 1977 Citizens Participation Pian as adopted by the Cook County Community Development Advisory Committee. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees that the Village Clerk is hereby directed to send a certified copy of this resolution to the County of Cook attesting that the Village of Elk Grove Village has conformed with the 1977 Citizens Participation Plan as adopted by the Cook County Community Development Advisory Council.
