Consideration to adopt Resolution No. 9-26 authorizing the Mayor and Village Clerk to execute a First Amendment to the Redevelopment Agreement between the Village of Elk Grove Village and Wingspan Development Group, LLC (Arlington-Higgins TIF). (The Village and Wingspan entered into a Redevelopment Agreement on January 23, 2024, providing for the redevelopment of properties on the southeast corner of Arlington Heights Road and Higgins Road. (The development has encountered a number of unforseen costs related to environmental remediation, soil conditions, and changes in regulatory requirements resulting from the Village's construction of the pedestrian overpass. (This amendment provides for the reimbursement of these unforseen costs from the Arlington-Higgins Redevelopment Fund. (The Agreement will be made available at the Village Board Meeting.) 7. REGULAR AGENDA a. Consideration to adopt Ordinance No. 3931 authorizing the approval of a plat of resubdivision and to amend the planned development for property located at 1-51 S. Arlington Heights Road. (Wingspan Development Group) (The approval of this plat will resubdivide the existing one (1) lot into two (2) lots located at 1-51 S. Arlington Heights Road. (The Village of Elk Grove, as the Petitioner, proposes to subdivide the property into two (2) lots of record to accommodate a separate lot for the bridge parcel. (The petition for resubdivision will be considered by the Plan Commission at a public meeting on February 9, 2026.) b. Consideration to adopt Resolution No. 10-26 authorizing the Mayor and Village Clerk to execute an Access and Parking Easement Agreement between the Village of Elk Grove Village, and Vue LA, LLC. Page 2 of 2 (The Village is the current owner of the property located at 1-51 S. Arlington Heights Road, situated at the southeast corner of E. Higgins Road and S. Arlington Heights Road. (This property is part of a planned redevelopment (The Vue) and will be the site of a future apartment building and townhomes. (Prior to conveying this property to the developer, the Village is resubdividing the property to create a separate lot to serve as the landing for the Village's bridge over Arlington Heights Road. (Since the newly created lot will not have its own access to the roadway, the Access and Parking Easement Agreement provides the Village access rights in order to maintain the bridge. (This agreement also provides the developer with parking rights and maintenance obligations for the four planned parking spaces on the newly created bridge lot. (The Deputy Village Manager recommends approval.) In compliance with the Americans with Disabilities Act and other applicable Federal and State laws, the meeting will be accessible to individuals with disabilities. Persons requiring auxiliary aids and/or services should contact the Village Clerk, preferably no later than five days before the meeting.
