ACCOUNTS PAYABLE WARRANT: SEPTEMBER 23, 2025 $ 258,046.47 6. CONSENT AGENDA a. Consideration of requests from the Elk Grove Park District to waive permit fees in the amount of $147 for the following projects: • Sealcoat and striping the parking lot at Huntington Chase Park, 921 Rohlwing Road, in the amount of $60; and • Sealcoat and striping the parking lot at 140 Lively Boulevard in the amount of $87. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Community Development recommends approval.) b. Consideration to award a professional service contract to M.E. Simpson Co., Inc. of Valparaiso, IN for professional engineering services for a water distribution leak survey in the amount of $54,450 from the Water and Sewer Fund. (A proposal was solicited from M.E. Simpson Co., Inc. of Valparaiso, IN for a water distribution system leak detection survey. (M.E. Simpson Co., Inc. will perform a leak detection survey on approximately 198 miles Page 2 of 4 of watermain within Elk Grove Village’s water distribution system. The survey will be completed by leak detecting on the accessible main line valves, fire hydrants, and service valves. The project will also include complete reporting of all issues found, with a final comprehensive report. (The Director of Public Works recommends approval.) c. Consideration to award a purchase contract through the Sourcewell Cooperative Contract to West Side Tractor Sales of Wauconda, IL for the purchase of one (1) John Deere 544P Wheel Loader with accessories in the amount of $253,629.08 from the Capital Replacement Fund. (Funds have been allocated in the FY2026 budget to replace an existing wheel loader (Unit #717), a 2009 CASE 621 that is sixteen (16) years old with over 6,300 hours of operation, with a new Wheel Loader. (The John Deere 544P wheel loader is available through Sourcewell Purchasing Cooperative Contract 011723-JDC from West Side Tractor Sales of Wauconda, IL in the amount of $253,629.08. (Adequate funds are available in the Capital Replacement Fund. (The Director of Public Works recommends approval.) d. Consideration of a request to hold a Public Hearing before the Plan Commission to consider a petition for a Special Use Permit for food processing at 2200 Elmhurst Road in the I-2 Industrial District. (Kabab Erbil Inc. is petitioning the Village for a special use permit for food processing at 2200 Elmhurst Road.) (The date for a Public Hearing has not been established.) e. Consideration of a request to hold a Public Hearing before the Plan Commission to consider a text amendment to Elk Grove Zoning Ordinance Section 3-3-B. Fence standards permitted in all Residential Districts by adjusting the height of fence from six-feet (6') to eight-feet (8') for properties adjacent to highways. (The Village of Elk Grove is requesting to amend a section of the Elk Grove Village Zoning Ordinance as it pertains to fence standards permitted in residential districts. (The date for a Public Hearing has not been established.) f. Consideration to adopt Ordinance No. 3913 granting a variation of Section 3-3-B: (2) of the Zoning Ordinance, in order to replace an existing five (5') foot high fence with a six (6') foot high fence, which will extend approximately twenty-eight (28') feet beyond the nearest front corner of the principal structure on the adjacent single family residential lot to the Southwest at 321 Birchwood Avenue for the property located at 924 Wilshire Avenue, Elk Grove Village. Consideration of a Petition seeking a Special Use Permit for a Meeting Hall Use at 2200 Estes Avenue in the I-2 Industrial Zoning District. (A Public Hearing date has yet to be determined.) b. Consideration of a petition seeking a Special Use Permit to construct an electrical substation for the property located at 101 Northwest Point. (Public Hearing date has yet to be determined.) 9. ZBA Docket 25-7 - A Public Hearing for a variation of the Elk Grove Zoning Ordinance No. 3842 as it pertains to the side yard setback requirements for structures in industrial zoning districts for property located at 1905 Lunt Avenue. ORDINANCE NO. ____ AN ORDINANCE GRANTING A VARIATION OF SECTION 3-3-B: (2) OF THE ZONING ORDINANCE IN ORDER TO REPLACE AN EXISTING FIVE (5’) FOOT HIGH FENCE WITH A SIX (6’) FOOT HIGH FENCE WHICH WILL EXTEND APPROXIMATELY TWENTY-EIGHT (28’) FEET BEYOND THE NEAREST FRONT CORNER OF THE PRINCIPAL STRUCTURE ON THE ADJACENT SINGLE-FAMILY RESIDENTIAL LOT TO THE SOUTHWEST AT 321 BIRCHWOOD AVENUE FOR PROPERTY LOCATED AT 924 WILSHIRE AVENUE, ELK GROVE VILLAGE_________________________________________ WHEREAS, the Zoning Board of Appeals of the Village of Elk Grove Village, at a public hearing duly called and held according to law, considered the question of granting a variation of Section 3-3-B: (2) of the Zoning Ordinance to permit the replacement of an existing five (5’) foot fence with a six (6’) foot fence which will extend approximately twenty-eight (28’) feet beyond the nearest front corner of the principal structure on the adjacent single-family residential lot to the Southwest at 321 Birchwood Avenue for property located at 924 Wilshire Avenue, Elk Grove Village, and WHEREAS, the Mayor and Board of Trustees of the Village of Elk Grove Village, after having considered the recommendation and finding of said Zoning Board of Appeals, find and believe that sufficient hardship exists so as to justify the granting of said variation. NOW, THEREFORE BE IT ORDAINED, by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows: Section 1: That there be granted a variation of Section 3-3-B: (2) of the Zoning Ordinance to permit a six (6’) foot high fence extending approximately twenty-eight (28’) feet beyond the principal structure on the adjacent single-family residential lot to the Southwest at 321 Birchwood Avenue for property located at 924 Wilshire Avenue, Elk Grove Village. Section 2: That this Ordinance shall be in full force and effect from and after its passage and approval according to law.
